passage and answer all the questions in PARTS A, B, C and D.
FOCUS ON PARENTAL AND COMMUNITY ENGAGEMENT IN
EDUCATION
1 The Education Ministry will ensure that parents, the community and
the private sector will soon be fully engaged as partners in the education
system. it is important for parents and the community to share the role of
educating children as students spend an average of 14 per cent of their
time in school while the other 86 per cent at home and in the community. 5
i Datuk Sufa’at Tumin, Deputy Director General of Education (General
Education Operations) said the government will ensure that parents and
members of the community at large play a more active role in helping
children achieve their utmost potential in their formative years. “We would
like to encourage parents with expertise in specific fields to volunteer at 10
schools. For instance, parents who are good in sports can help to train
students. Others may even share their working experience with the
students. There are endless ways in which a parent or a member of the
community can impact the life of a student.”
ul Parents and members of the community can help by supporting 15
schools and being actively involved in the engagement process. They can
help to raise funds and provide financial assistance to underprivileged
students. Parent-teacher associations will also be empowered to play a
greater role in supporting parental and community engagement and
expanding private sector involvement including increasing the number of 20

Sufa'at added that in order to assist schools in developing their
individualised parent and community engagement plan, the ministry will
provide schools with a questionnaire to assess their current level of
engagement along with indicators to help schools determine priority
areas and sample best practices as reference.
He said the ministry has also uploaded a set of guidelines for parents
on basic parenting skills such as how parents can cornmunicate with their
children in order to better guide them to be well-rounded and balanced
individuals in the future.
Besides, the ministry has also uploaded a set of guidelines for
parents on basic parenting skills in a toolkit, which provides information on
how parents can provide a conducive learning environment at home,
how to interact and communicate with their children and how they can
lend support to their children in order to achieve holistic excellence. More
than 40,000 copies of the toolkit have been distributed to schools
nationwide to raise parental awareness of their children’s educational
performance. "We want our schools, with the help of parents and the
community to nurture more leaders who are not only able to think outside
the box but are innovative as well,” he added.
Besides, the private sector could also play a greater role in the
education system. “We acknowledge the initiative and generosity shown
by the private sector in Malaysia in providing private scholarships. These
scholarships enable high performing, deserving students to access quality
education and achieve their full potential,” he said
‘These measures are part of the Malaysia Education Blue-print 2013-
2025 under the Government Transformation Programme, which has thus
far showed significant progress. The blueprint, aimed at improving the

education system until 2025, is to help internationalise and empower the
system, while producing quality human capital. The blueprint, which was
launched by Prime Minister Datuk Seri Najib Razak last year, has showed
improvement, especially in terms of efficacy among teachers and
learners. The education transformation is to take place over 13 years from
this year to 2025 with a review to be carried out once in every five years
beginning 2015.
