INSTRUCTIONS – UPAHARAYA PACKAGE

1.1 Introduction

Sri Lanka Telecom Mobitel is proud to announce the launch of a new tailor-made package,
“UPAHARAYA” for the State Sector employees and Pensioners, with amazing tariff rates and
advanced features.

1.1.1 Prerequisites
All subscribers (both existing and new) should be State Sector employees or Government Pensioners.

1.1.1.1 New subscribers


Subscribers who wish to obtain this package should be present in person at a Mobitel center and
would be required to produce the following documents for “UPAHARAYA” package.

i. National Identity Card/valid Driving License/valid Passport copy.


ii. Letter from HOD/AO/CC mentioning the Grade and Salary*/Latest Salary slip certified by
Accountant*/Pension voucher
iii. Government ID (Preferably) however this does not apply for Pensioners.(Pensioners to
produce the Pension voucher)
iv. Subscriber is expected to pose for a digital photograph at the Center. If however he/she do not
wish to be photographed, a recent passport-size photograph (3.5 cm X 4.5cm) conforming to
passport specifications, should be produced.
v. Billing proof (Not required for existing customers & Pensioners)
vi. Refundable Deposit of Rs.1500/-. (if the Letter from HOD/AO/CC or certified Salary slip is not
furnished)
vii. Connection Fee of Rs.1,000/- (inclusive of all applicable taxes and levies)

* Not applicable for Officers of Deputy Director Level and above. However we would require a
confirmation of Designation/current position held.

The standard NIC validation process will apply for any accounts with outstanding, prior to the
activation.

1.1.1.2 Existing Subscribers


If the subscribers are not re registered at the point of changing their package to UPAHARAYA, they
will be required to comply with the items listed from (I to IV).

A Membership Fee of Rs. 1,000/- (inclusive of all applicable taxes and levies) will apply.

1.1.2 Procedure
• The Application form for UPAHARAYA to be dully filled by the customer.
• Verification of documents to determine the eligibility for the package (Government ID /Pension
Voucher, Service particulars/Salary Slip, NIC )
• A digital photograph needs to be taken at the centre and sent via MMS or attach the photograph
produced by the customer to the registration/re-registration form.
• Attach copies of the service particulars from HOD or certified salary slip/Government ID/Pension
voucher to the Application.
• Billing Proof- Any one of the following documents within the last three months to be produced as
billing proof.
o Fixed line bills (SLT, Lanka Bell, Suntel)
o Credit card statements
o Bank statements (Current /Savings Account)
o Water/ Electricity Bills
• If the above requirements are met, the service to be granted. The Dealer activations to be done via
MMS.
• The Dealer applications (for connections activated via MMS) to be sent for data entry within three
working days.
• The Customer Care Agent to fill and hand over the temporary Mobitel Identification certificate
(MIC) to the subscriber and inform him/her that the permanent Mobitel Identification certificate will
be posted to the billing address specified on the application.
• Documents to be sent to Resolution Desk, for data entry/cano filing and scanning.
• The initial credit limit on UPAHARA will be Rs 1000/-.(adjusted upon STC verification/data entry)

Once the data entry is completed;


• The credit Limit will increase to Rs 1500/- or will be picked automatically by the system, upon
entering the subscriber’s salary particulars.
• A verification will be done by STC, if this is not successful Mobitel will be compelled to bar the
services of a new subscriber, however in the event of an existing subscriber he/she will be
transferred back to the old package he/she was on.
• Connections successfully verified by STC will be sent a Welcome letter.

Bills and Due date

• The bills would be dispatched on the following bill dates, starting from the 2nd, 4th & 6th of each
month.
• The due date of the bill would be 24th, 26th & 28th of each month respectively

1.2 Credit procedure
If bill payments are not settled on or before the due date or the subscriber reaches the credit limit
before the bill is processed the service would be barred, after notification. The customer would be
notified as follows.

¾ SMS Notification
¾ Reminder Call

However two credit action processes will apply,


1. For all General categories including Pensioners.(salary up to Rs 30,000/-)
&
2. For Deputy Directors Categories and above (salary scale above Rs 30.000/-)

Credit action process will involve barring of the following services in the following order
1. IDD & Premium Services will be barred initially.
2. OGBD
3. TEMP if OGBD for 5 days
4. DACT if TEMP continues for One month.

NOTE: Members of Parliament, Provincial Councils, Municipal and Town Councils and Pradeshiya
Sabhas would not be eligible for this package. However, all staff working in these institutions will be
eligible to obtain this package.

1.4 Instructions in Filling the Application Form


 
(Please Refer Annexure 3) 

• The application should be filled using a Ball Point pen.


• When filling the application write a single letter in each box. Allocate Space between words/names.
Leave a space in one box and then continue.
• Photograph: Affix the photograph in the box using glue. Refrain from stapling the Photograph to
the slot.

Follow the guidelines given below, when filling the respective fields.

• Number 1: The customer Honorifics has to be ticked.


• Number 2: The Surname with the initials should be filled in.
• Number 3: The name as stated in the national ID/Valid Passport/ Valid Sri Lankan driving license.
(Specify the country if it is a passport).
• Number 4: The national ID number/Passport number of the person who signs the application has
to be clearly stated with each digit in each box. If it is a passport specify the country.
• Number 5: The billing address of the customer, should be clearly stated here.
• Number 6: The permanent place of residence, if it differs from the billing address, should be
mentioned here
• Number 7: A number the customer could be contacted should be stated here. This would be
preferably the contact number of the customer Residence, Office, Fax and E-mail.
• Number 8: The person and the number to contact if the customer is not reachable
• Number 9: State here the language in which the customer prefers Mobitel to communicate to the
applicant, via Letters, telephone etc.
• Number 10: This field would be mandatory for all State Sector employees. You are required
to mention the category of the institution (ex. Parliament, Ministry, Dept., etc.) in the small cage
and the name of the institution (ex. Dept. of Examination, Agricultural Ministry, etc) in the 2nd
cage,( the larger cage). Pensioners would be required to mention as “pensioners” on category.
• Number 11: If the user differs from the registered owner (in case of Sub lines / minors) The
Name, NIC and Address should be mentioned here. However, we are not accommodating this
immediately due to operational constraints. Currently only the owner can be the user, officially.

• Number 12: The Mobitel number allocated to the customer as stated on the SIM card pack should
be clearly written here. The Account number and Group code will be filled by Mobitel.
• Number 13: Fill the 19 digit SIM card number which is found on the back of the SIM card pack
• Number 14: Fill the serial number of the Temporary MIC that would be issued to the customer
• Number 15: The Tariff plan is pre defined on the application.
• Number 16: This should be ticked if the user prefers to subscribe for other services.
• Number 17: The preferred payment option by the account holder to be marked here.
• Number 18: The Value of the connection deposit/ IDD deposit, and the receipt number/s should be
mentioned here.
• Number 19: The average budget the customer would allocate towards their communication needs
for a month. tick against the appropriate box.
• Number 20: State here the service level and the salary particulars.
• Number 21: If you are a member of a Professional Body, give details here.
• Number 22: Fill in digits, the number of mobile phone users and the total number of members in
the family
• Number 23: You are required to check one of the documents mentioned in 23 if you indicate it as
no, Mobitel shall reject the application.
• Number 24: If you have taken a photograph of the customer at the centre indicate appropriately
• Number 25: You are required to match the face of the customer with the photograph taken or
attached in the application. If it does not match Mobitel shall reject the application.
• Number 26: Place the Seal of The Sub Dealer/Dealer/Mobitel Centre carrying the name and
address. In case a seal is unavailable the details have to be filled in by the Agent.
• Number 27: The seller’s National Identity card number, date and signature to be mentioned here.

Frequently Asked Questions (FAQ’S)
 

1. What is UPAHARAYA?
UPAHARAYA is a communications package offered exclusively to the State sector employees and
Government pensioners which will provide amazing benefits. Subscribers on UPAHARAYA can make
voice and video calls within the Mobitel Network, as well as to fixed line operators including to CDMA
lines free, subject to a Fair Usage Policy (FUP) between 00.00 hrs to 18.00 hrs. The charges between
18.00 hrs to 24.00 hrs to these lines would be a mere 50 cents per minute only.

2. What is a Fair Usage Policy (FUP)?


The Fair Usage Policy consists of certain conditions subscribers have to abide by, in the use of
packages which allow free usage of services. These are introduced to safeguard the interest of the
majority of subscribers who would use the services offered by such a package conscientiously, and
stand to benefit. In other words, an FUP serves to provide high level of service to the vast majority of
subscribers who would benefit from this type of a package, whilst exercising control over the small
number of potentially very high users, whose behavioral patterns may adversely affect the service
quality experienced by the rest.
Under UPAHARAYA, free usage of voice/video facilities are limited to 1,000 minutes per month,
between of 00.00 and 18.00 hours. Usage beyond FUP will be charged at 50 cents per minute
(excluding taxes) all charges would be on minute basis.

3. Who can subscribe to UPAHARAYA?


Any State sector employee or Government pensioner can subscribe to UPAHARAYA.

4. How can I subscribe to the package?


Customer should walk-in personally to a Mobitel outlet, & produce service particulars from HOD/Latest
Salary Slip certified by the Accountant/Pension voucher

5. How many connections can I obtain, under this scheme?


Any State sector employee or Government pensioner can subscribe to one connection only.

6. What are the charges applicable under this package?


The tariff structure applicable for UPAHARAYA will be as follows.

Under “UPAHARAYA” free usage of voice/video facilities are limited to 1000 minutes per month between 00.00
and 18.00 hours. Usage beyond FUP will be charged at 50 cents per minute,and all rates are subject to per
minute based durations.

7. What are the total costs involved in subscribing to this package?


Rs. 1,000/- (inclusive of all applicable taxes and levies) is charged as “Connection Fee” for New
Customers and “Membership Fee” for existing customers.

8. What are the documents I have to bring?


You are required to bring in your National Identity Card (NIC), Service Particulars from HOD/certified
salary slip or pension voucher and Government Identity card. (if currently in service)
If you are a Government employee and not in a position to bring the service particulars or the certified
salary slip then you are required to bring your official ID card and a refundable deposit of Rs.1,500/-.
In addition you have to provide a Billing proof (not required for Pensioners) and a recent photograph,
(photograph can be taken at the Mobitel centers if you do not have a recent photograph) in
accordance with the directive issued by the Telecommunication Authority of Sri Lanka. The
connection cannot be transferred to another and hence should not be held by a person other than its
registered owner.

9. I am already a Mobitel subscriber. Can I change my existing Mobitel package to


UPAHARAYA package?
Yes, you can, provided you are a State sector employee or a Government pensioner. A membership
fee of Rs. Rs.1, 000/- (inclusive of all applicable taxes and levies) will apply. However the standard
package change fee of Rs100/- will not apply.

10. I am already a Mobitel Pre Paid subscriber. Can I carry my present number to the
UPAHARAYA package?
Yes you can. However the SIM card will need to be changed and you need to follow the standard
number portability migration procedure from Pre Paid to Post Paid with the required documents and a
membership fee of Rs.1, 000/- (inclusive of all applicable taxes and levies).

11. What is my Credit Limit?


If your connection has been activated via MMS then your Initial credit limit will be set at Rs.1,000/-
irrespective of your salary scale. The credit limit will be increased to Rs 1500/- once the data entry is
done (after STC verification). However If your gross salary is more than Rs. 30,000/- a month your
credit limit will be enhanced to 10% of your gross salary, once the data entry/modification is
completed.
Credit Limit will be further enhanced upon verification by STC for Deputy Directors and above
categories.

12. What happens when I fail to make a payment?


If payments are not made on or before the due date the subscriber would be sent a text message
(SMS) and a reminder call before any credit action. (The SMS reminder would apply for subscribers
with a credit limit of Rs 1500/- and the rest would be notified by a call)

13. Can I access Value Added Services with this?


Yes. you can enjoy all the Value Added Service features, provided your handset supports them.

14. Can I make IDD calls with my UPAHARAYA?


Yes, IDD can be activated upon customer request, however the facility can be requested for, after the
welcome letter has been dispatched (after STC verification/data entry ) confirming the connection.

15. Can I roam with my UPAHARAYA package?


Yes, however the deposits would apply for Voice/Video roaming.
