1 INTRODUCTION

Project Background
The BRT Kitchen / Cafeteria building provides facilities for food storage, cooking and messing
for all the occupants of the BRT. Most of the building elements have suffered severe
degradation due to age, fatigue and weather effects resulting in multiple failures of different
equipment and features. Some of the kitchen equipment have exhausted their useful life and
have suffered failure several times.
The Life Camp on the other hand was constructed several years ago. It provided the needed
accommodation, infrastructure and logistics while the BRT facility was being constructed.
The original intent was apparently to provide temporary accommodation to support the
construction and commissioning of the BRT facility. The life camp presently provides
accommodation for mainly the security personnel and some maintenance workers at BRT.
Most of the buildings, facilities and infrastructure in the Life Camp have suffered severe
degradation due to age, fatigue and severe weather conditions resulting in multiple failures
and degradations. The roads, drainages and landscape within the life camp are equally in
failed conditions. The sewage treatment plant and the accompanied lift station pumps are
also in state of disrepair.
Mobil Producing Nigeria Unlimited (MPN) and its Joint Venture (JV) partner, the Nigerian
National Petroleum Company (NNPC) wish to carry out an assessment of BRT Kitchen, Life
Camp buildings & Infrastructures / STP and evaluation of Turbine Power Supply from BRT to
Life Camp and to upgrade the facilities to full functional capacity.

Project Objectives

 Carry out a building condition assessment of the Bonny River Terminal (BRT) Kitchen/
Cafeteria
• Carry out a detailed assessment of the various building elements, the exterior
elevations, roofing, interior assemblies, architectural components, fittings and finishes,
plumbing fixtures, waste discharge system, mechanical and electrical services, kitchen
equipment, Wash Rooms, Changing Rooms, etc.
• Provide Detailed Design and Approved for Construction drawings for the recommended
upgrade.
 Carry out a condition assessment of the entire Life Camp.
• Carry out a detailed assessment of the entire Life Camp Facilities; the buildings,
landscape, drainage, road, lawn tennis and basketball court, portable water distribution
network, sanitary sewer network, electrical distribution network, the fencing, perimeter
lighting, etc.
• Provide various options for upgrading the respective elements mentioned above in the
entire life camp, and recommend with justification the most viable options.
• Provide a detailed design and approved construction drawings for the approved
options.
• Provide a new modern design for the Cafeteria, Recreation Centre and Laundry
Building.
 Carry out a technical assessment of the existing Sewage Treatment Plant (STP) and the Lift
Stations at life Camp.
• Evaluate the integrity of the existing plant, the containment structure, the
electromechanical system with a view to extending STP’s life by 20 years.
• Provide the sequencing required to achieve the needed upgrade with minimal
disruption to the use of the plant during implementation.

• Evaluate the mechanical component (i.e. the pump) with a view to advising on the
appropriate pump type that will provide the needed capacity and facilitate ease of
maintenance.
 Carry out survey on existing BRT Medium Voltage power system with the aim of designing a
power supply connection to the Life Camp new substation.
• Evaluate and determine the load consumptions at the Life Camp applying a factor of
safety for additional loading.
• Survey the likely route of the power cable from BRT power generation station to the
Life Camp generator plant area.
• Design a new sub-station with a step down transformer at the Life Camp

Purpose of Document
The document describes the concept to be used to design an appropriate new substation at Life
Camp to step down the Medium Voltage supply from BRT to appropriate low voltage for power
distribution to various facilities in the Life camp

4 POWER SUPPLY ARRANGEMENTS


The power supply and distribution shall be made up of the following

EXISTING INSTALLATIONS
The entire Life camp is powered by the existing diesel generators. The existing MV substation in
the BRT shall supply power to the life camp facilities in accordance with the project specification,
while the diesel generators in the Life camp are to serve as backup power supply.

The existing MV Substation is rated 6.6kV and has four (4) transformers rated at 2000KVA each,
which are powered by five (5) Turbines A,B,C,D = 1.1MW and E =4.2MW.

The proposed MV/LV Substation in the Life Camp to tap power from the existing MV Substation.

POWER SYSTEM PROTECTION


Electric power systems in commercial and residential buildings should be designed to serve loads
in a safe and reliable manner.
The type and characteristics of protective devices shall be selected according to the application
and shall be compatible with those of existing system
I. LIGHTNING & EARTHING PROTECTION

The Lightning Protection System shall be designed as per IEC-62305 and the Earthing
Protection System to be designed as per IEC-60364

II. SHORT CIRCUIT PROTECTION AND EARTH FAULT PROTECTION

Adequate and selective phase short-circuit and earth fault protection shall be provided. Due
regard shall be given to the magnitude of short-circuit currents and method of system
earthing.

The short circuit rating shall be coordinated with circuit breakers with the prospective short
circuit currents at respective location in the system and shall ensure that their operating
characteristics provide correct discrimination between devices under fault and overload
conditions.

5 CONCEPTUAL DESIGN

Many factors should be considered in the design of the electric power distribution system for a modern
Residential and commercial building.
Some of the most important factors that will influence the system design and circuit arrangement are the
characteristics of the electric service available at the building site, the characteristics of the load, the
quality of service required, and costs.

5.1. RADIAL FEEDERS


The simplest and the lowest cost way of distributing power is the radial-circuit arrangement.
In this option, the proposed substation will have a single transformer which shall be connected to the
existing MV substation in the BRT via a single direct buried MV cable.
The substation will have one single overcurrent protection device where the MV cable which supplies the
substation originates. The transformer steps the distribution voltage down from MV to the utilization
voltage, typically 480/277V or 208/120V.
The service equipment shall be the LV main switchboard. The LV feeder circuits shall run from the main
switchboard to Subsidiary Distribution Boards and to the Final Distribution Board, by which the electrical
service is transmitted to end user.
From the installation and cost point of view, this option is simple and economic, but not flexible because
the entire loads shall be served from this single power source. A fault on the Switchboards LV bus will
cause the main over current protective device to operate, interrupting service to all loads. Service cannot
be restored until necessary repairs have been made. A fault on a low-voltage feeder circuit will interrupt
service to all the loads supplied by that feeder. This downtime or maintenance on a component (cable,
circuit breaker or transformer) will result in loss of power to the entire life camp facilities.
For this reason, the existing diesel generators shall serve as the power back up plan. The diesel
generators shall be the standby power source. A manual transfer switch shall be used to transfer or
change the power source to the Generators in the event of power loss due to faults or maintenance of
components in the primary feeder or transformer. In this case, the load is either supplied from the LV
utility or the generator. The generator and the utility are never connected together
Advantages of Radial Feeders
1. The Radial system is the simplest topology
2. It’s the least expensive in terms of equipment first cost and space economy
Disadvantages of Radial feeders
1. It’s the least reliable since it incorporates only one transformer and the loss of transformer will
result in loss of service
2. The loads must be shut down in order to perform maintenance on the system.

5.3 CONCLUSION
The best distribution system is one that will cost-effectively and safely supply adequate electrical services
to both present and future probable loads.
After due evaluation in terms of continuity of service, safety, efficiency, reliability and economics, we
recommend the Radial feeder system with the diesel generators serving as back up.
