Public Administration provides the organization of joint activities of people and manages these

activities through the relevant bodies of the state apparatus and civil servants who perform certain
functions. The importance of Public Administration is a specialized study which can be done from various
perspectives such being a tool or an instrument for Development and Change. It has a relationship to
political science in that its field of endeavour is the body politics, but where political scientists look at the
political aspect of an activity, public administrators deals with the implementation of policy for the
smooth operation of departments, programs and activities that are the outcomes of policy decisions
made by the bodies politics, but where political scientists look at the political aspect of an activity, public

Administration may be more profession than discipline, in that it combines theory and practice and is
both science and art. This Semester in our subject Introduction to Public Administration POS150 which
our Professor is Maam Hazel Jovita, I have gained valuable knowledge. I was unfamiliar with the world of
public service and its complicated functions in real life in Philippine context itself. When talking about
Philippine Administrative System, first thing that comes to mind is about the government and its political
divisions in the country. It is about the nation’s political hierarchy such as the central government,
provinces, municipalities and barangay. However, these divisions and subdivisions can be attributed to
our past history. It is not a plant that simply blooms from nowhere. The Philippine Administrative System
is dynamic, shaped and evolved through time. What i have learned and find it interesting was the article

exam in subject? The evolution of public administration as a practice and discipline can be categorized
into two major phases namely the traditional and modern phase. The reinforcement of Philippine public
administration as a field of study can be attributed to the establishment of the Institute of Public
Administration at the University of the Philippines by the Americans in 1952. According to Brillantes and
Fernandez (2008), the traditional/classical phase dates back from the 1800s to the 1950s, while the
modern phase dates back from the 1950s up until the present. The Modern phase is subdivided into the
following phases which are the development administration, new public administration, new public
management and reinventing governance, and public administration as governance. In the Philippines,
these phases tackle areas such as reorganization, decentralization, and corruption concerns (Brillantes
and Fernandez, 2008). Another thing is that the Philippine public administration heavily relied on foreign
models. We initially derived from the American literature and government to academically study it for its
application in our own setting. However, it can also be said the Philippines also benchmarked other
countries to improve its framework of administration. However, as far as the Philippine context is
concerned, there is undeniably a disproportion in the effect of practice, study, and politics have on the
Philippine public administration. There is complexity in its practice and theory. It can also be attributed
due to the instability of who holds the power in our public office. In my perspective I do believe that we
need to indigenise our Public Administration. Philippine
