Republic of the Philippines OFFICE OF THE PRESIDENT COMMISSION ON HIGHER EDUCATIOI als] CHED Administrative Order No. 03 ‘Series of 2018 SUBJECT; ADDENDUM TO CHED ADMINISTRATIVE ORDER No. 05, ‘SERIES of 2016 and CHED ADMINISTRATIVE ORDER NO. 3 ‘SERIES of 2013 ENTITLED “GUIDELINES ON THE of PARTICIPATION AND ATTENDANCE TO CONFERENCES, ) MEETINGS, TRAININGS AND MISSIONS HELD ABROAD BY CHED OFFICIALS AND PERSONNEL, “ PRESIDENTS/OFFICERS-IN-CHARGE OF STATE UNIVERSITIES AND COLLEGES, INCLUDING TRAVELS ABROAD FOR PERSONAL PURPOSES.” In accordance with the pertinent provisions of Republic Act (RA) 7722, otherwise known as the Higher Education of 1964, and pursuant to Commission-en-Banc Resolution No, 594-2016 dated 26 July 2016, Memorandum Circular No. 35 ‘ated 22 November 2017 entitled Clanfying and Reinforcing Existing Rules and Regulations on Foreign Travel Authorities, Travel Entitements, and Travel Tax Exemptions, which Require the Approval of the Office of the President, Memorandum from the Executive Secretary on the Directives Applying to Foreign Travels of all Government Officials and Personnel in the Executive Department dated 3 January 2018 and with the purpose of ensuring compliance with the pronouncements of President Rodrigo Roa Duterte against extravagant and lavish travels abroad of government officals and personnel, CHED ‘Administrative Order (CAO) No. 3 series of 2013 entitled “Guidelines on the Participation and Attendance to Conferences, Meetings, Trainings and Missions held Abroad by CHED Officials and Personnel, Presidents/Officers-in-Charge of State Universities and Colleges, is hereby reinforced, thus, 41. For SUCs, the Certification shall be issued by the Vice President or Director for Intemational Affairs/international Relations Officer or the immediate official responsible for coordinating, facilitating and leading the implementation of international agreements commitments and internationalization programs. Section 6-B of CAO No. 3 series of 2013 is amended thus: a) In addition to documents for submission listed in Section 6-B.6, Presidents/Officers-in-Charge of State Universities and Colleges shall submit an endorsement by their respective Chairperson-designate b) The CHED Chairperson reserves the right to disapprove the travel even if endorsed by the Chairperson-designate and approved by the State Universities and Colleges (SUCs) Board of Regents/Trustees, Seetion 14 of CAO No. 3 series of 2013 is amended as follows: CHED officials and personnel, Presidents/tead of State Universities and Colleges authorized to travel under this Order shall within fifteen (15) days after hisiher retum to his official station, submit a report on the meeting/conference/seminar/missionvtraining undertaken to the Office of the Chairperson copy furnished the International Affairs Staff and the HRDM-Administrative Finance and Management Service. The report, noted by his/her immediate Supervisor, should contain evaluation and recommendation of the activity as basis for future action of the Commission. The International Affairs Staff shall consolidate and report to the Commission-en-Banc the recommendations and take-aways of the authorized travels. CAO No. § series of 2016 is also amended to include the attached Revised Evaluation Form to determine the necessity of travel of CHED Officials and Personnel, Presidents/Officers-in-Charge of State Universities and Colleges. No officiavemployee shall be allowed to attend meetings, conferences, trainings, scholarships abroad, using government funds, when they are due to retire within one (1) year after the said travel 6. The following individuals shail not be issued foreign travel authorities, and shall not be entitled to government funding for such trips: + Private individuals ‘* Consultants of, and/or those engaged by way of contracts of service by, government agencies, except in highly meritorious circumstances (e.g. unavailability of qualified employees in highly technical and specialized fields), and upon written justification to be submitied by the requesting agency; and, * Spouses or children of government officials, except when diplomatic protocol or practices provide otherwise.
