E XECUTIVE S UMMARY
1.0 INTRODUCTION
M/s. Century Plyboards (I) Limited (CPIL)-Kandla Unit has proposed to set-up synthetic
resins manufacturing unit within the existing ply board plant located at survey No. 145 & 147
Paiky, 148, Village Motichirai, Bhachau Road, District Kutch in Gujarat State. Types of resins
proposed to be manufactured at the proposed plant are Phenol Formaldehyde (PF), Resin,
Melamine Formaldehyde (MF) Resin, Urea Formaldehyde (UF) Resin, Melamine-Urea
Formaldehyde (MUF) Resin.
Expert Appraisal Committee (EAC) - Industry 2 of Ministry of Environment, Forest & Climate
Change (MoEF&CC) issued Terms of Reference (TOR) for carrying out the EIA/EMP study
Memo no. No.J-11011/82/2015-IA-II(I) dated 06th August 2015 based on the duly filled Form
I along with pre feasibility report submitted and subsequent presentation made to Expert
Appraisal Committee (EAC) - Industry 2 of Ministry of Environment, Forest & Climate
Change (MoEF&CC).
This greenfield project is designated to be developed under the Environmental Impact
Assessment (EIA) Notification and amendments under Environment (Protection) Act, 1986
and falls under “Category B (activity 5 f)” as per the notification issued on 14th September
2006 by MOEF.
As per the TOR prescribed by the EAC, MoEF&CC the ensuing report termed as ‘Draft EIA
Report’, has been prepared to submit Member Secretary, Gujarat Pollution Control Board
(GPCB) to carry out public hearing.
Location and Accessibility
The details of location of the proposed site are provided below.
Latitude: 23°14’07.67” N
Longitude: 70°16’30.59” E
The proposed resin manufacturing unit will be coming up within the existing plyboard unit of
CPIL. The plant is near NH-8A/ NH41. There is no ecological sensitive area within 10 km
distance from the plant. Nearest airport is Bhuj (West 62 Km), Kandla Airport (south West 22
Km). Nearest Railway station is Bhachau (~9 km, North East) and Nearest Town is Bhachau
(~9 km, North East). Nearest Port is Kandla Port (26 Km, South).
1.1 PROJECT DESCRIPTION
Total plot area of the proposed resin unit is 254.25 sq.m. The proposed Plant involves
production of synthetic resins. The manufacture of different type of resins involves the
Manufacturing of Phenol Formaldehyde (PF) Resin, Manufacturing of Melamine
Formaldehyde (MF) Resin, Manufacturing of Urea Formaldehyde (UF) Resin, Manufacturing
of Melamine-Urea Formaldehyde (MUF) Resin.

The capital cost of the proposed project will be Rs. 105.00 Lacs. The project is scheduled to
be commissioned after obtaining required regulatory permits.

1.3 PROCESS DESCRIPTION


The process of manufacturing PF Resin, MF Resin, UF Resin, MUF Resin manufacturing
details are provided in the below Table 1.

Manufacturing Process of PF resin


 A typical phenolic resin is made by a batch process in a jacketed, stainless steel reaction
kettle, equipped with turbine-blade or anchor type agitator and condenser.
First Stage: Novolac
 Molten phenol and formalin (37% formaldehyde) along with Oxalic acid is charged to the
kettle and heated to increase the temperature gradually.
 The heating valve is closed and the exothermic reaction is controlled by close monitoring
and started cooling at 80ºC.
 Then it is refluxed for 75 to 90 minutes at 90ºC to 92ºC and the separation of novolac
resin is checked.
 Then it is cooling upto 55ºC.
Second Stage: Resol
 To make a resole resin, an alkaline catalyst such as Caustic solution is added to the
phenol and formaldehyde.
 PVA is added at 60ºC temperature. PVA is to be mixed with alkaline formalin solution for
convenient dosing into the kettle.
 At 70 ºC it is refluxed to get flow time in B4 cup-18 seconds in hot condition.
 Caustic solution is added and refluxed at 70ºC till to get flow time in B4 cup-19 seconds
in hot condition.
 After getting the targeted flow time, it is cooled to ambient temperature.
 The final flow time at B4 cup – 30-35 seconds is checked at the time of unloading of
batch.
Manufacturing Process of MF resin
 In MF resin preparation, melamine and formaldehyde are taken in 1:2 to 1:3 molar ratio.
For water soluble MF resin this ratio is 1:6 to get Hexamethoxymethylol melamine
(HMM).
 It is manufactured by reacting melamine with formaldehyde in a jacketed reactor under
neutral or alkaline condition.
 In first step melamine reacts with formaldehyde in aqueous solution (37 % w/w) to form
methylol compounds. The reaction is carried out under slightly alkaline condition.
 Since melamine is not soluble in water at room temperature. It is necessary to heat the
mixture to about 89°C for obtaining methylol compounds.

 In the preparation of water soluble resins, the solution of methylol compound is further
heated under alkaline condition until the desired viscosity or solubility characteristics are
obtained from increased molecular weight.
 Liquid formaldehyde is taken in the reaction vessel and melamine powder is added
slowly with stirring. After about 15 minutes Borax is added and the mixture is heated by
steam. The temperature is controlled at about 89°C.
 After 60-80 minutes till to get white steak in measuring cylinder. Final cooling started
after getting targeted water tolerance of 1:8 in hot condition.
 The final product is cooled down to ambient temperature before unloading.
Manufacturing Process of Urea Formaldehyde Resin
 The resin is prepared by reacting urea with formaldehyde in a molar ratio of 1:2.2
generally. Urea reacts with formaldehyde under neutral or alkaline condition to yield
monomethylol urea, symmetrical dimethylol urea and trimethylol urea depending on the
ratio of the reactants.
 The resinification process for urea formaldehyde occurs in two main stages, addition or
methylolation and condensation.
 In the methylolation step, urea and formaldehyde are reacted under controlled conditions
using an alkaline catalyst and heating upto 60ºC and addition of PVA. Typically, the
methylolation step is carried out at a pH of about 8.0. The methylolation stage usually
results in a mixture of methylolated species, monomethylol urea, and dimethylol urea
and trimethylol urea.
 This mono and dimethylol urea may be regarded as the monomer of the urea-
formaldehyde resin.
 In the second stage these methylol urea undergo condensation to form low molecular
weight polymers. The rate of reaction depends on pH. Acid catalyses the reaction in
many ways:
 Formation of Methylene Bridge in amino nitrogen facilities in acidic medium.
 Methylene ether linkages also can be formed in acidic medium.
 The temperature is raised upto 88ºC to 90ºC for 90 minutes. After 90 minutes of reflux
Acetic acid solution is added and decrease the pH upto 5 to 5.5.
 The batch is refluxed at 88 ºC -90ºC till to get the water tolerance 1:5 in hot condition.
 The pH of the solution then increased upto 8 to 8.5 by caustic solution.
 Final cooling started and again urea added at temperature 60 ºC and cooling is
continued upto ambient temperature.
 Final water tolerance at a time of unloading 1:2.5 to 3 and pH 7.5 to 8.
 Poly Vinyl Alcohol will be added for dilution purpose. It will not use to manufacture resin.
It will help to let down the viscosity of resin.
Manufacturing Process of MUF Resin
 Formaldehyde is taken in a reaction vessel with Urea and water with Borax and pH is
adjusted to 9 to 9.2. The reaction is done at 60ºC temperature. Then to the mixture
melamine powder is added slowly and the mixture is then stirred well at a temperature of
80-82ºC for 90 minutes.
 The temperature is raised after 90 minutes of reflux upto 85ºC till to get white steak in
measuring cylinder.
 Then final cooling process will be initiated after getting targeted water tolerance 1:5 in
hot condition.
 At this stage the product is cooled to ambient temperature (35ºC) and targeted final
water tolerance will be 1: 2.5 to 3 during unloading of batch.
 Total Batch time is about 5 hrs and evaporation loss of about 1%.

Water Requirements and Source: At the existing ply board plant, total water requirement is
80 KLD. For the proposed resin manufacturing plant, total water requirement is estimated as
7 KLD. Water requirement at existing plant is fulfilled from water supply by Gujarat Water
Infrastructure Limited. Total water requirement of existing ply board plant after proposed
resin plant will be 87 KLD.
Power Requirement: Total connected load is 1000 KVA. For proposed plant total load will
be 100 kVA power. Electricity requirement will be met through existing grid supply by
Paschim Gujarat Vij Company Limited (PGVCL). For back-up power existing DG Sets of 600
kVA capacity are available.
Land Requirement: The proposed resin plant will be located on the 254.25 sqm within the
existing ply board plant located on 98482.94 sqm land.

1.5 DESCRIPTION OF ENVIRONMENT

A study area of 10 km radius around the proposed site has been considered for the study of
existing environment. The findings of study are summarized below:
No Reserved Forest, Protected forest and Wildlife Sanctuary/ National Park are present
within the study area;
Soils of the area are very shallow, moderately deep to deep, calcareous fine loamy, soils on
very gently sloping arid plain with severe to moderate erosion associated with very shallow,
moderately deep and deep with slight, moderate erosion, slight stoniness, moderate salinity
and moderate sodicity.

There is no perennial river flowing through the study area. Many natural drains and small
rivers, etc exist in the study area, which remain dry during non rainy season and carry runoff
during rains. Ramvali Creek is located at about 3.5 km from the project site in south-west
direction.
The major habitation is at Bhachau town situated at a distance of 9 km in Eastern direction
from the proposed plant.
Topography of the study area is plain as there are no hills, hillocks or undulating land within
the study area. The topography of the study area is plain, the general elevation ranges from
3 m to 67 m above msl. The study area falls in seismic zone V.
1.6 B AS E L I N E E N V I R O N M E N T A L C O N D I T I O N S

Baseline environmental studies for various environmental attributes were carried out during
the months, 9th November 2015 to 10th February 2016 covering winter season.
1.6.1 A M B I E N T A I R Q U AL I T Y
The ambient air quality monitoring for PM2.5, PM10, SO2, NO2, NH3, O3, C6H6, BaP, Pb, As, Ni
and CO were carried out at eight (08) locations in order to assess the present air quality of
the study area and its conformity to standards specified by MoEF&CC. Monitoring was
conducted at a frequency of twice a week at each station for 24 hours for three months. The
baseline air quality found to be as follows;
The concentration of PM10 and PM2.5 varied from 50 g/m3 to 93 g/m3 and 20 to 54 g/m3
respectively. Concentration of SO2 varied from 5.5 to 17.8 g/m3 and NO2 varied from 9.6 to
27.3 µg/m3. Concentration of NH3 found to be Below Detection Limit (BDL) at all monitoring
locations. CO concentrations at all AAQM locations during the study period vary in the range
of 0.21 to 0.94 mg/m3. It is observed that the all the monitored parameters found to be below
the standard prescribed by CPCB for residential area.
1.6.2 N O I S E L E V E L
Ambient noise monitoring was carried at residential zone of eight (08) locations surrounding
the plant site. The equivalent sound pressure level (Leq) ranged between 51.2 to 66.7 db (A)
during daytime and 39.6 to 57.2 db (A) during night time.
1.6.4 W A T E R Q U AL I T Y

For assessing the ground water quality in the study area, water samples were collected from
8 ground water locations and analysed for the physicochemical parameters and compared
with to IS: 10500 (Indian Standards/Specifications for Drinking Water), to evaluate their
suitability for drinking purpose in absence of main source.
The analysis results of ground water samples show except TDS, rest all parameters conform
to the permissible limits of standards IS 10500:2012.
1.6.5 S O I L Q U AL I T Y

The analysis of soil quality was carried out to assess the existing soil quality status by
collecting grab soil samples from eight (08) locations (Within Project site, Chirai Nani,
Nandgam, Chopadva, Bhachau, Gunatitpur, Lunva, Sukhpar) falling within the study area.
The soil texture in the study area is mainly sandy clay and silty clay in texture.

1.6.6 B I O D I V E R S I T Y

The study area falls under 3B- Kutch Desert Province category as far as the Indian
Biogeographical Zones. There is no National Park, Sanctuary, Biosphere Reserves, Wildlife
corridors, Tiger/ Elephant reserves within 10 km radius of the study area. No rare and
endangered species were found within the study area. The unit is also surrounded by
agricultural lands owned by the project authority. In some area standing crops were also
observed. The vegetation was thorny and scrub type and the predominant species was
Acacia Senegal, Acacia leucophloea (Harmo baval), Acacia nilotica (Baval), Prosopis
spicigera (Khijado), Prosopis juliflora (Bilayti Baval), Azadirachta indica (Neem), Delonix
regia, Eucalyptus globules, Leptadenia pyrotechnica
No wild mammalian species was directly sighted during the field survey. From the primary
survey, a total of 44 species of avifauna were identified and recorded from the study area.
Other than common garden lizard, Tree lizard and common snakes no other reptilian
species was encountered directly during the field survey. Variety of butterflies (like common
grass yellow/ common jezebel, Plain Tiger) and insects (such as beetles, spiders, red ants,
and flies) are spotted in abundance in the study zone.
1.6.7 B AS E L I N E S O C I O - E C O N O M I C C O N D I T I O N S
In the settlements located in the study area, there are total 16037 households as per census
records 2011. Total population of the study area is 69232. Scheduled castes population of
8.99%, scheduled tribes population is 1.97%. The total literacy rate is 57.68%.

The proposed synthetic resin manufacturing unit of M/s Century Plyboards (I) Ltd. (Kandla
Unit) will have impact on soil, water resources & water quality, ambient air quality, noise,
ecology and socio-economic environment in surrounding area due to the generation,
handling and disposal of stack emissions, liquid effluents and solid wastes during
construction as well as operation phase and various related industrial activities.
1.7.1 CONSTRUCTION PHASE

CPIL –Kandla unit planted approximately 550 plants within the existing premises. Total

The Greenbelt has been adequately sized, 33% of plant area and will have a suitable density
so as to mitigate the effects of emissions from the plant. The treated effluents from the plants

CPIL-Kandla Unit shall create an Environmental Management Cell (EMC) to look after the
needs of proposed plant after implementation.
1.9 R I S K A N A L Y S I S
CPIL-Kandla Unit will be engaged in manufacturing of synthetic resin and has proposed to
implement a Greenfield facility within existing plyboards unit. The proposed plant will be
engaged in handling and storage of various flammable, corrosive and toxic hazardous
materials Phenol, Formalin, Caustic Soda, Urea, Melamine, PVA etc. Hazardous materials
stored at the plant can pose risk to life and property in an unlikely event of an accidental
release. Therefore, the risk assessment studies have been carried out for identification of
hazards, to compute consequence distances, to evaluate safety at the plant and to spell out
additional risk mitigation measures to enhance safety at the proposed operation and after
the proposed implementation of the plant.
For the risk reduction at the plant after implementation, the following salient suggestions are
made:

 A written process safety information document will be compiled for general use.
The document compilation will include an assessment of the hazards presented
including:
1. toxicity/flammable information
2. permissible exposure limits.
3. physical hazard data
4. thermal and chemical stability data
5. reactivity data
6. corrosivity data
7. information on process and mechanical design.
 The process design information in the process safety information compilation will
include P&IDs/PFDs; process chemistry; maximum intended inventory; upper and
lower limits, pressures, flows, compositions, process design and energy
balances.
 Personnel engaged in handling of hazardous chemicals will be trained to respond
in an unlikely event of emergencies.
 Safety measures in the form of DO and Don’t Do will be displayed at strategic
locations especially in Gujarati and English language.
 The plant will check and ensure that all instruments provided in the plant are in
good condition and documented.
 Safe work practices will be developed to provide for the control of hazards during
operation and maintenance.
 Personnel especially contractor workers at the plant will be made aware about
the hazardous substance stored at the plant and risk associated with them.
 The adequate numbers of heat and smoke gas detectors will be provided at
strategic locations in the plant and indication of detectors/sensors will be provided
in main control room.
 Predictive and preventive maintenance schedule will be prepared for equipment,
piping, pumps, etc. and thickness survey will be done periodically as per standard
practices.
1.10 C O N C L U S I O N
Environmental Impact Assessment studies carried out for the proposed synthetic resin
manufacturing unit of CPIL-Kandla Unit indicate that mild environmental impacts are
anticipated during construction and operation phases, those can be mitigated by
implementing suggested mitigation measures and environmental management plan. The
proposed implementation shall have long term positive impact on socio-economic condition
of the area, as a result of increased employment opportunities and by implementation of
Enterprise Social Commitment (ESC) measures in the area. The company earmarked about
Rs. 24 lacs towards ESC activities and Rs. 19 lacs for implementation of Environmental
Management Plan (EMP) activities.
