End of Colonial Rule:

In 1935 support of the Geneva convention by the govt. of British India marked the cessation of
colonial drug trade. The colonial authorities suffered a ‘conversion of hearts’. For the increase of
demand of drug both the production and export of opium in India fell gradually. Under the
Geneva convention, the British India take steps to prevent illicit opium traffic within five years.
In 1926, statement says its gradually less revenue from the export and import of opium. The
circulars of the opium advisory committee tell the gov. not to delay to stop the contraband traffic
in opium. And govt. follows 10 percent less every year from 1927 to 1935.in 1923 India produce
1500 metric tons’ drug where 100 metric tons legal and other smuggled, so USA and other
country says India is a biggest exporter of opium and they have no control with that, then they
gradually decreased its purchasing of Malwa opium. But in 1930, alexander said, I was assured
that every mail-boat leaving for south Africa probably had smuggled opium on board from
india.in 1945 the advisory committee indicates that Punjab hill opium was smuggled into the
Patiala and other neighboring areas, to control this local abuse of drugs, the adoption of anti-
drug, legislation became imperative.

2.Drug Laws Modified:

In 1930s and 1940s drugs distributed licit and illicitly. The international summits helped
influence the govt. of India to for limit the manufacture and sale of narcotic drugs and its use in
medicinal and scientific needs. But after govt. new laws allowed the non-medicinal use of opium
and other intoxicants. Govt. set some law for manufacture and sale opium and other drugs.
Provincial govt. adopted some legislation on opium smoking, while some provinces maintain and
some not.in 1933 CP govt. imposed a ban on possession of a ‘pipe or an apparatus for the
purpose of smoking or of preparing opium for smoking purpose’. For the revenue purposes
Burma Punjab follow the 1920s rule. Punjab authorities distributes about 30 metric tons of
opium in 1940, it’s a much higher distributes then other provinces. Under the central province of
1938, Ahmedabad city Surat district and some rural areas were declared dry and India lost
substantial amount of revenue from distribution of liquor.
3. Legacies in East Bengal:

Early 1930’s the Bengal government encouraged the consumption of intoxicants for the
maximization of revenue. In previous view compare to the Orissa division and Calcutta Dhaka
division is much less percentage of drug addicted people. In 1890 the colonial authorities set up
distillers and distributed liquor amongst vendors at a fixed rate, as a result excise revenue in
Dhaka district increased so much but declined afterwards, while the local Muslim generally

a license. Afterwards Bengal earn RS 522,000 from distributing licenses to opium vendors and
then govt. set some rule for eaten opium. And it’s become a penal offence without getting license
for eaten. Eventually it does not work well that’s why provincial govt. continued to permit
cultivation of cannabis in Naogaon of Rajshahi. Following independence, the Bangladesh govt.
allowed to cultivate of cannabis in 40 hectares’ area. Afterwards the different official policy, the
abuse of drugs cannot be completely eradicated.

The Colonial Hangover:

China govt. argue for that and organize a seminar for abuse drug in Shanghai and internationally
much country allow this rule. That’s why UK loss their brand image. When 1st world start every
rule break for that. But in India subcontinent want to allow opium for revenue and want to pass
law. After that USA help to enter drug in Afghanistan and Pakistan, and want to involve them in
war. General Zia stop the drug trade permanently.
