MEMORANDUM OF AGREEMENT

This Memorandum of Agreement (MOA) is entered by and between SOUTHERN MINDANAO ACADEMIC
REVIEW & TRAINING SERVICES (SMARTS) with business address at 3F Menorca Building, Roxas Street,
General Santos City, hereinafter referred to as the OUTSOURCED REVIEW CENTER, and 5th YEAR BS-
ACCOUNTANCY students of SULTAN KUDARAT STATE UNIVERSITY hereinafter referred to as the
GRADUATING STUDENTS and SULTAN KUDARAT STATE UNIVERSITY with business address at Tacurong
City, Sultan Kudarat hereinafter referred to as the HIGHER EDUCATIONAL INSTITUTION (HEI) or
SCHOOL, do hereby stipulate and bind themselves as follows:

1. That the Outsourced Review Center (SMARTS)


a. Accommodate the Graduating students through a professional enhancement program for CPA
board exam subjects, from December 2019 to April 2020;
b. Conduct its enhancement program every weekends (Saturday and Sunday)) from 8:30 am to
6:00 pm at SULTAN KUDARAT STATE UNIVERSITY TACURONG CAMPUS – AVR for Financial
Accounting and Reporting, Advanced Financial Accounting and Reporting, Management Advisory
Services and Auditing Classes with the address stated above starting December 9, 2019
c. Regulatory Framework for Business Transactions and Taxation classes will be a joint class
conducted in SMARTS in the above stated address which will be scheduled as joint class enjoining
students with other reviewees;
d. Provide enhancement materials, hand-outs, and necessary review materials to each student for
each enrolled subject. Provide an assessment for every weekend lecture at SKSU every
Wednesday;
e. Evaluate students’ performance with the use of zero-based grading method of assessing the
students. Grades of students will depend on what grading system the school is using. With this,
the center is using the following guideline to evaluate their reviewee’s:
Below 50% - Failed
50% - 55% - Fair
56% - 65% - Good
66% - 75% - Very Good
76% and above- Outstanding
All records regarding assessments and pre-boards will be forwarded to the Head of
Accountancy for evaluation purposes. Rule on confidentiality will be implemented by
SMARTS and only the Review Coordinator and Program Chairman will be able to receive all
exam results.

f. Shall check the attendance of each student on every enhancement meeting, including quizzes and
pre-board examinations, and provide SKSU a summary of each student’s monthly attendance;
g. Shall provide all the required review and trainings until the final coaching that will end on April
30, 2019. (Final Coaching schedule is on April 24-30, 2019);
h. The liability of SMARTS starts at the beginning of the review program until the Final Coaching
period together with its obligations towards the review (materials, coaching, etc.)
.
2. That the Graduating-Students:
a. Comply with the provisions of the MOA at all times with the rules and regulations of SMARTS and
SKSU.
b. Attend the enhancement and examinations schedule set by the Review Center; and that the venue
for the enhancement and examinations shall be at SKSU Tacurong Campus.
c. Pay the enhancement fee through SMARTS.

3. That SULTAN KUDARAT STATE UNIVERSITY:


a. Ensure the acceptability of the enhancement program in order to protect the interest of the
student;
b. Evaluate the performance of the Graduating Students jointly with the Review Center based on the
enhancement program;
c. Conduct general orientation for qualified graduating students;
d. Measure and provide grades for the students based on the following metrics:

Performance during classes conducted by the Review Center 50%


Performance during monitoring conducted by the Department 50%

e. Conduct monitoring classes for the students to measure to closely monitor the progess of the
reviewees by:

i. Giving daily drills related to the topics discussed by the review center during weekend
classes;
ii. Proctor quizzes and other examinations provided by the review center;
iii. Monitor the atterndances of students and provide weekly reports to parents about the
performance of the students;
iv. Provide materials, hand-outs during classes and counseling and consultations if
necessary; and
v. Rate students based on the following rubrics:
Examination 50%
Quizzes 40%
Miscellaneous requirements 10%

4. The Review Fee shall be P14000 per student (minimum of 31 students)


5. Accompany students during joint classes in Gen. Santos City
6. The payment for the enhancement fees of the graduating students shall be made through SMARTS.
Total amount of enhancement fee shall be paid 50% at the start of the Review Program and the
balance will be settled on the first Pre-board Examination.
7. This document contains the entire Agreement of the parties with respect to the subject matter
hereof, and no other Agreement, statement or promise made by a party hereto, which is not
contained herein, shall be valid and binding.
8. That this Agreement takes effect on December 9, 2019 until May 2019 unless the Review Center may,
upon written notice, pre-terminate the effectivity hereof.
