In the implementation of programs/projects/activities particularly under the NGP,

hereunder are some challenges encountered: the voluminous paper works in the billing process of
NGP beneficiaries incur additional cost and delay in payment of accomplished activities, lack of
volunteer planters within far-flung NGP sites, peace and order condition within some project areas,
lack of transportation and very poor road condition especially during rainy season, and negative
perception of some residents in the community including leftists in the areas.

Moreover, the road widening activity of the government has also became a threat on the
survival of NGP plantation along roadsides. Force majeure has also contributed a major hazard
among established plantation. These include fire incidents and prolonged drought.
