1.0 M/s Projects and Development India Limited (PDIL) on behalf of Krishak Bharti Cooperative
Limited (KRIBHCO) has the pleasure of inviting you to submit Bid, on Lump-Sum Turn Key
(LSTK) basis for - DAP / NPK Plant along with associated port facilities, near Krihsnapatnam,
Dist. Nellore, Andhra Pradesh, India on a lump-sum Turnkey (LSTK) basis on single point
responsibility as per Technical Specifications, Commercial Conditions and details laid down in
this ITB.

2.0 Following Bidding Documents are part of the ITB:


PART — I : COMMERCIAL
PART — II : TECHNICAL

3.0 This letter inviting bid briefly provides the BIDDERS with guidance, requirements and
instructions for submitting a fully compliant and responsive bid.
The subsequent section of ITB provides the format and specifies the extent and nature of the
information the BIDDER shall provide with its bid.

4.0 Brief Scope of work:


Supply of process license, basic design& engineering, detailed engineering, procurement,
supply, manufacture, fabrication, transportation of all equipment & material to site including
loading, unloading, storage, maintenance, construction and erection of all civil, mechanical,
electrical and instrumentation works, installation, obtaining all necessary statutory approvals
from concerned government authorities as applicable, testing, mechanical completion, pre-
commissioning, commissioning, performance guarantee test runs including total project
management and handing over for following:
(A) Grass-root NPK fertilizer complex & associated facilities
o 1.2 MMTPY NPK Fertilizer Plant (PN+PR) having two streams with capablity to
produce various NPK grades with micronutrients like Mg, Zn,B,
o Raw material storage,Offsite Facilities,Product storage , Bagging, rail/ road
Loading facilities, all supporting facilities etc.
o Power receiving at 132 KV, Electrical Substation for stepping down to 11KV and
futher distribution

(B) Port & Associated Facilities


o Port Storage and handling for Ammonia ( 2 X 15,000 MT) & Phosphoric acid (3 X
12,500 MT) facility at Krishanpatanm Port of KPCL
o Ship Unloading facilities
o Pipelines for Phosphoric Aid and Ammonia from Berth to Port Storage (approx
02km)
o Pipelines from Port storage to plant site (approx 18 km).
o Power receiving at 33 KV, Electrical Substation for stepping down to 6.6KV and
further distribution .

6.0 SUBMISSION OF BID

6.1 The Bids shall be submitted in the following manner in separately sealed four envelopes, duly
super scribed with Project Name and Bid Document No. and in manner as described in
Instructions to Bidders:
i) Envelope-I Earnest Money Deposit as Specified in Bid Documents.
ii) Envelope-II Pre-Qualification Bid
iii) Envelope-III Technical and Unpriced Commercial Bid
iv) Envelope-IV Price Bid

7.0 OWNER/PDIL reserves the right to accept/ reject any or all Bids without assigning any
reason whatsoever or to not award a portion of the Work without assigning any reason
whatsoever.
8.0 Transfer of Bidding Document is not permissible in any other name at any stage.

9.0 Bids complete in all respects should reach on or before the Bid Due Date and time. Bids
received through Fax /E-mails shall not be considered. OWNER/PDIL takes no
responsibility for delay, loss or non-receipt of Bid sent by post/courier.

10.0 Bidder may depute their representative with proper authorization letter to attend techno-
commercial opening of bids.
11.0 EMD and Pre-Qualification bid shall be opened on the same day on last date of submission
of Bids as indicated above.
12.0 The Technical and un-priced commercial bid of only pre-qualified bidders shall be opened
subsequently.
13.0 The exact date and time of Price Bid shall be communicated to the bidders who's Technical
and Commercial Bids are found technically and commercially acceptable.

14.0 Please acknowledge receipt of this letter along with its enclosures and confirm your
intension to participate in subject bidding through a letter or fax message as per proforma
for Acknowledgement-Cum-Consent Letter, enclosed as Annexure-1.22 in the enclosed
Bidding documents, within seven days from the date of pre-bid meeting.
