Governance comprises all of the processes of governing undertaken by the


government of a state and whether through the laws, norms, power or language
of an organized society.

Political power in the Philippines is divided into three branches: Executive
(president), Legislative (congress), and judiciary (courts).

The Philippines is a republic with a presidential form of government.

The executive branch which carries out and enforces laws is the most powerful
branch of government in the Philippines.

5. Propose a project on political engagement and youth


empowerment.
Outreach project for the less fortunate and community services to be participated
by the youth. This project will help youth participants to be fully aware of their
rights and responsibilities in the society. They will be encouraged to take part in
community development and better understand their role in the community.

6. Explain citizenship.
Citizenship is the relationship between an individual and a state to which the
individual owes allegiance and in turn is entitled to its protection. It also implies the
status of freedom with accompanying responsibilities. Citizenship is the most
privileged form of nationality.
7. Assess the various avenues for citizen participation.
Elections (national, local, regional), NGO’s (non-government organizations), and
community assembly are various avenues for citizen participation.
Election is when people participate to vote for their chosen public officer to sit the
public office. NGO’s or non-government organizations are where people join to
deliver services and productivity. And it is in community assemblies where people
can participate in order to speak their mind about the governance in their
community or public matters.

One issue surrounding political engagement and youth empowerment is budget.
Funds are necessary to enable the mechanisms of programs and this becomes an
issue when the budget is tight. Another is tradition and culture. Some parents
believes education inside the school is the only important thing their children should
focus that engaging with politics and youth programs.

empowerment.
SK (Sagguniang Kabataan) is for young Filipinos to be trained as leaders but there
are multitude of issues surrounding the institution. Issues like corruption, nepotism,
and recurring programs focusing on sports festivals and pageantry. Favoring services
to relatives and friends of the SK representatives and neglecting school education is
observed by some SK’s which makes youth council a program a weak empowerment.
