When the American Civil War was over, the stage was set for dramatic economic growth.
Wartime taxes on production had vanished, the population flow from farm to city
increased, and the labour force it provided was buttressed by millions of newly arrived
immigrants willing to work for low wages in the mills of the North and on the railroad
crews of the Midwest and West. The Government provided loans and grants to build a
transcontinental railroad, and assumed a posture of nonintervention in private enterprise.
The social-Darwinism of British philosopher Herbert Spencer prevailed. The theory was
that business, if left to its own, would eliminate the weak and nurture the strong. But as
business expanded, the rivalry heated up. In the 1880s, five railroads operating between
New York and Chicago were fighting for traffic, and two more were under construction. As
a result of the battle, the fare between the cities decreased to $1. The petroleum industry
suffered from similar savage competition, and in the 1870s, many oil industries failed. (3p)

a) The government decided not to interfere in the operation of private companies, which
stimulated economic development;
b) According to the theory of social-Darwinism, if businesses owned their equipment, this would
result in the natural selection of the strongest companies;
c) The growth of business led to fierce competition between the railroad and the oil companies;
d) The end of the Civil War marked a dramatic stage in the life of millions of immigrants, forced
to work for lower wages than local workers
