The Code recognizes that safety of life is more than « matter of means of exits and accordingly deals with various matters which are coosidered essential tothe safey of life. Fire protection techniques have tobe based on the fire behaviour characteristics of different materials and strvstaral clements of buildings, Tae activities pursued by the occupants of buildings must also be taken into consideration for assessing the extent of hazards, and method should then be devised by which the hazards could be minimized. ‘An indefinite combination of variables is involved in the phenomenon of fire, all of which cannot be quantified, ‘The requirements of this Code should, therefore, be taken as a guide and an enginecring design approach should ‘be adopted for ensuring a fire safe design for buildings. It would also be necessary for this purpose to associate ‘quilfied and trained fire protection engineers with the planning of buildings, so that adequate fire protection ‘measures could be incorporated in the building design right from the beginning. ‘Absolute safety from fire is not attainable in practice. The objective of this Part isto specify measures thet will provide that degree of safety from fire which can be reasonably achieved. The Code endeavours to avoid requirements that might involve unseasonable hardships or unnecessary inconvenience or interference with normal ‘use and occupancy of buildings, but insists upon compliance with minionum standards for fire safety necessary in public interest, For ensuring compliance of fire protection equipments/installations to the laid down quality requirements, itis desirable to use such equipaientsinstallation daly certified under the BIS Certification Marks Scheme, While providing guidelines for minimizing chances of occurrence of fire through passive fire protection measures, this Part does not intend to cover all aspects of general fire prevention including sources of igaition, Nor does it cover the prevention of accidental personal injuries during the course of normal occupancy of buildings. “This Pact while recognizing that panic ina building on fire may be uncontrollable, deals with the potential panic hazard thtough measures designed to prevent tbe development of panic. Experience indicetes that panic seldom develops even in the presence of potential diner, so long as occupants of buildings are moving towards exits which they can see within a reasonable distance and with no obstruction or undue congestion in the path of travel. However, any uncertainty a8 to the location or adequacy of means of egreas, the presence of smoke or fumes and the stoppage of travel towards the exit, such as mnay occur when one person stumbles and falls om stairs, may be conducive to panic. Danger from panic is greater when a large number of people are trapped in a confined arc. [Experience has shown that conecaled spaces within a building, such as, space betweén ceiling and false ceiling, horizontal and vertical ducts, etc, tend to act as fluesfunnels during a fire, Provision should, therefore, be made 1 provide fire stopping within such spaces. [Nothing in this Patt of the Code shall be construed to probibit better types of building construction, more exits or ‘otherwise safer conditions than the minimum requirements specified in this Part, Compliance with this Part sball not be construed as eliminating or reducing the necessity for other provisions for safety of persons using a building or strecture under normal occupancy condltions. Nor shall ny provision of this Code be construed as requiring or permitting any addition that may be havardous under normal occupancy ‘conditions. PART 4 FIRE AND IAF SAFETY 8 NATIONAL BUILDING CODE OF INDIA PART 4 FIRE AND LIFE SAFETY 1 SCOPE. ‘This Pert covers the requirements for fire preventi life safety in relation to fire and fire protection of buildings, The Code specifies construction, occupancy and protection features that are necessary to minimize danger to life and property from fire 2 TERMINOLOGY 2.0 For the purpose of this Part, the following efiitions shall apply. 2.1 Automatic Fire Detection and Alarm System — Fire alarm systern comprising components for fantomatlally detecting a fice initiating an alarm of fire and inititing other actions a8 appropriate. [NOT — The system may aso inclode man! fe alae cal pois, 22 Automatic Sprinkler System — A system of water pipes fied with sprinkler heads at suitable intervals and heights and designed to actuate automatically, contol and extinguish a fre by the discharge of water. 23 Building — Any structure for whatsoever purpose ‘and of whatsoever materials constructed and every part thereof whether used as human tubitation or not and includes foundation, plinth, walls, floors, roofs, chimneys, plumbing and building services, fixed platforts, VERANDAH, balcony, comice or projection, ‘pat of abuilding or anything affixed hereto or any wall tenclosing of intended to enclose any land of space and signs and outdoor display structures. Architecural features serving no other function except that of decoration, shall be excluded for the purpose of measaring heights. 2.8 Combustible Material — ‘The material which either barns itself or adds heat to a fire, when tested for non-combustibility in accordance with accepted standacd [4()} 2.6 Covered Area — Ground area covered by the PART 4 FIRE AND LIFE SAFETY building immediately sbove the plinth level. NOTE — Fr dfinions of ther terms, reference sal be ‘aad to good practice [60 3.1 Classification of Building Based on Occupancy 34 General Classification All buildings, whether existing ot hereafter erected shall be classified according to the use or the character of occupancy in one of the following groups: Group A Group B Group C DE Group F Group G Group H Group J Residential Educational Institutional Mercantile Industrial Storage Harardous 3.14.4 Minor occupancy incidental to operations in another type of occupancy shall be considered as part fof the main occupancy and shall be classified under the relevant group for the main occupancy. ‘Rxamples of buildings n each group are given in 3.1.2 to 3.1.10, 3.2 Group A Residential Buildings ‘These shall include, any building in which sleeping accommodation is provided for normal re tial purposes with or without cooking or dining or bot facilities except any building classified under Group C. ‘Buildings and structures under Group A shall be further ‘sub-divided as follows: ‘Sub-division A-L Lodging or rooming houses [PART 4 FIRE AND LINE SANETY Subdivision A-2 One or two-family private dwellings Sub-division A-3 Donnitories ‘Sub-dvision A-4 Apartment houses (las) Subdivision A-5 Hotels Sub-division A-6 Hotels (Stared) 8) Subdivision A-I Lodging or rooming houses — These shall include any building or group of buildings under the same management, in which separate sleeping accommodation for total of not more than 40 persons (beds), on (uansient or permanent basis, with or without lining facilities but without cooking fecilites for individuals is provided.
