1. The Government of Indonesia has received for financing from the Islamic Development Bank toward the
cost of the Project Supervision Consultant for East Java Province (PSC-2) for the Development of Trans
South-South Java Road Project, and intends to apply part of the proceeds for consultant services.
2. A Project Supervision Consultant for East Java Province (PSC-2) shall therefore be required for issuing
handover and preparing of working drawings, reviewing of contractor implementation schedule,
supervising of construction works, issuing of instruction to the contractor, advising to the Beneficiary on
progress of works, inspecting and testing of works, approving of payment certificates, reporting/meeting,
and delivering to the Beneficiary “as built” drawings..
3. The consulting services are for a 34 months period commencing around fourth quarter of 2018 and
continuing for a period of 3 years. Key personnel on the staff shall include international and national
experts.
4. Please refer to the General Procurement Notice (GPN) for this project that appeared in Jakarta Post, dated
May 31st 2017 and The Guardian, dated June 16th 2017.
5. The Balai Besar Pelaksanaan Jalan Nasional VIII Surabaya now invites eligible consultants to indicate their
interest in providing the services. Experience in the following area or tasks shall be the minimum
requirement for the assignment:
 Road project supervision;
 Road and Bridge design consultancy; and
 Project management consultancy.
Interested consultants must provide specific information which demonstrate that they are fully
qualified to perform the services (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc).
6. Consultants may express interests in the forms of association, validated by an agreement among members
of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms
of association, or sub consultancy.
7. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of
Consultants under Islamic Development Bank Financing (current edition).

during office hours 08:00 to 16:30 (Monday to Thursday) and 08:00 to 17:00 (Friday) (local time).
9. Interested Consultants shall register as a vendor in the website http://spseicb.pu.go.id/eproc-
icb/login/penyedia to submit the Expression of Interest. Expressions of interest must be submitted to the
website: http://spseicb.pu.go.id/eproc-icb/lelang (must be 14 days or more after the date of this
advertisement).
