Ithas reached to the attention of this Directorate the glaring deviations committed by some offices/units in pursuing the conduct of off-campus mandatory career courses such as the Public Safety Senior Leadership Course (PSSLC) and the Public Safety Junior Leadership Course (PSJLC) despite the indefinite suspension and repeated policy advisories thereof. 2. Compounding this is the unauthorized direct coordination being initiated by the offices/units concerned with the Philippine Public Safety College (PPSC), ignoring and setting aside the mandate of this Directorate in so far as the training and education of PNP personnel is concemed. 3. In this regard, the following guidelines shall be strictly observed effective immediately: a. Asa policy, all mandatory career courses should be and must be conducted only at the PPSC facilities; b. Any request relating to the conduct of career courses outside the vicinity of the PPSC must be coordinated, cleared and coursed through with this Directorate for pertinent actions and recommendations; and c. In the event that mandatory career courses have to be conducted off- campus for compelling and legitimate reasons, the following shall be complied: c1. The relief of the participants from their present offices/units and their reassignment to the Regional Personnel Holding Administration Unit (RPHAU) or PHAU, DPRM for the duration of the training to guarantee full time study and avoid distraction; 2. The identification and selection of the training venue, with consideration to its appropriateness to positive learning and training atmosphere; 3. The maximum number of participants per class, which is 50 and their selection on the basis of Time-In-Grade (TIG), present positions and ‘status of appointment in that order; 4. The assertion that there will be no additional or extra expenses on the part of the participants, either training or non-training related expenditures; c4. The total and full supervision and control of the off-campus course/s by competent and knowledgeable instructors/trainers from the Regional Training School (RTS) of the Police National Training Institute (PNTI); 5. The submission of complete documentary requirements, authenticated and verified; and 06. The observance of the training qualification standards for specific ranks in determining the would-be participants pursuant to NAPOLCOM Resolution 2011-196. 3. For guidance and strict compliance. Reference: PNP Human Resource Development Manual 2. This pertains to the seeming influx of requests from various offices/units for authorizing individual PCOs/PNCOs to cross-train with military personnel attending specialized courses administered mainly by the Philippine Army, and other branches of the AFP. 3. Apparently, while this Directorate may view the requests as being anchored on the development of some of PNP uniformed personnel in terms of competency in their field of work, there are courses that do not sit well with making these individuals perform the very functions of police force, with their training badges/pins merely considered, therefore, as ‘embellishments in their uniform. 4, ITCON, notwithstanding a separate set of policies adhered to by the AFP in allowing police personnel to undergo military training courses, and in order for this Directorate to establish standards that are more beneficial and relevant to the PNP in sending police personnel to cross-training with military counterparts, the following training courses are only those that can be considered for the purpose: Scout Ranger Training Course; ‘Special Forces Operations Course; Intelligence Courses and the like; Psychological Operations Course and the like; Search and Rescue (SAR) Operations Cour Explosives and Ordnance Course and the lik ‘Communications Skills Course; and Other analogous AFP courses applicable to police work. zeea0cm 5. Airborne/Jumpmaster Course and similar courses as well as those that are not quite relevant to police functions, shall not be considered for cross-training in the AFP. 6._All unit requests for any of the relevant trainings in the AFP shall be coursed through this Directorate for evaluation and endorsement of individual candidates with prior coordination as well with the AFP on its list of training courses that may also be offered to qualified police officers at the expense of the latter. 7.
