MADHYA PRADESH LIVESTOCK DEVELOPMENT POLICY
1.0. Vision
To make the State self-reliant in livestock and livestock products,
distributing the benefit equitably to all segments of the society cutting
across caste, creed and class to promote sustainable livelihoods for the
livestock producers and thereby help in poverty reduction.
2.0 Objectives
2.4To involve farmers in the livestock production system in order to enhance
livestock productivity, thereby, enhancing livestock production towards
self reliance in livestock and livestock products.
2.2To increase livestock farmers’ income by reducing input cost through use
of latest technology as well as distributing the benefit equitably at different
levels.
2.3To be self reliant in provision of all inputs and services in order to reduce
production cost and divert this investment towards quality livestock
production by focusing on extension and farmer skill development in
livestock domain.
2.4To create equal opportunity for all livestock farmers to access input
services and market facilities cutting across all caste, class and creed.
2.5To promote environment of secured livelinoods in livestock sector
providing timely services.
2.6To empower regulatory bodies to implement Acts and Rules framed to
control environmental hazards due to livestock production system.
2.7To ensure in situ conservation of gene pools of livestock for rectifying
related measures through molecular research and propagate superior
indigenous livestock germ plasm involving community.
2.8To organize livestock farmers into farmers’ groups, producer companies,
and other similar institutional arrangements to help them engage with the
markets on an even playing field.
2.9To mitigate adverse impact of growth and modernization of livestock sector
on local ecology through appropriate poll
3.0 Approach
3.1Livestock development strategies and programmes will be based on
‘Situation specific’ and ‘Need based’ approaches, taking into account
variable agro-climatic and socio-economic conditions. Efforts will be made to
avoid adoption of a uniform approach for the whole state and all types of livestock

the fact that majority of livestock owners are smallholder, resource poor families,
special attention will be paid to help them overcome constraints faced in
improving productivity of livestock and take advantage of the increasing demand

3.3Livestock development programmes will give due cognizance to critical
development issues like impact on environment, equity, direct benefit to women
and sustainability. Care will be taken that the overall impact on environment is
positive.
3.4 Livestock development programmes will be comprehensive in nature and it
will be ensured that they cover related components like:
3.4.1. Backward and forward linkages
3.4.2 Feed-fodder resource development, extension activities, farmer training,
besides Breeding, Feeding, Animal Health etc.
3.4.3 Credit facility, Institution development (Cooperative Producer groups and
other such institutions)
3.4.4 Encouragement to public / private / farmer / NGO(Non Government
Organization) partnerships
3.4.5 Post-Production aspects like collection, processing and marketing of products
3.4.6 Assuring satisfaction of consumers by making available product of desired
type, quality and at reasonable cost.
3.4.7. Link with other development programmes like rural development, watershed,
crop improvement etc.
3.4.8 Development of alternate approaches to improve effectiveness / efficiency
and accessibility of livestock services so that these cover all the villages in the
State in a defined time frame.
3.4.9 Attention will be paid on organizational structure and processes to impart
relevant skills to departmental personnel to the emerging needs of the
livestock sector.
4.0 Policy Segments
4.1Livestock Health Policy: The following measures will be taken up for
implementation -
4.1.1 Exploit the production potential (food and non-food outputs) of livestock and
get desired benefit of developmental interventions. Efforts will be made to
check losses and maintain livestock in healthy state and to create awareness
amongst owners about animal health related aspects
4.1.2, Making available Disease Diagnostic, Prophylactic and Curative services to
combat disease to livestock owners in all the parts of the state on an
expanding scale and by strengthening the existing infrastructure and through
new initiatives like developing an eVET network
4.1.3 Special attention will be paid to diagnose cause of losses and to monitor
emerging diseases especially those of zoonotic importance.
4.1.4 Surveillance and monitoring of commonly occuring diseases will be organized
to forecast occurrence of diseases, plan control measures, monitor results

4.1.5 For control of disease known to be endemic in some pockets e.g. H.S., B.Q.,
Anthrax, universal vaccination of animals will be attempted in an ever-growing
scale
4.1.6 Regulatory mechanism will be developed to control and contain new emerging
infectious diseases,
4.1.7 Introduction and supply of animals for breeding purposes (male or female for
natural service or for semen production) without health check up according to
prescribed practices will be discouraged
4.1.8 To ensure quality a system of random checking of the quality of vaccines and
diagnostic agents will be introduced at point of production till point of use
4.1.9 Provision of animal health coverage and disease investigation facilities will be
made mobile and later would give way to professional practices delivering the
inputs at the farmers door- step.
4.1.10 Development and maintenance of cold chain for vaccines and biological
products for delivery to the farmers’ door-step will be strengthened
4.1.11 Efforts will be made for creating a disease free zone by taking up disease
management initiative to control contagious diseases on the basis of severity
of the impact on livestock productivity and human health.
41.12 Animal health coverage will be provided by using ICT (Information
Communication Technology)
4.2Livestock Breed Improvement Policy: The following measures will be
strengthened-
4.2.1 Breeding interventions for livestock aimed at producing and making available
livestock /poultry ‘that have potential for higher outputs compared to existing
ones (depending on preferred functions in an area), niche well with prevailing
agro-climatic conditions, farming systems, market and resource conditions in
an area and will not be risk prone.
4.2.2 A uniform approach will not be followed. Due consideration to guidelines of
National and existing State Policy, local preferences and practices.
4.2.3 Livestock Breeding Policy will be so formulated as to maintain bio-diversity,
besides improving productivity. Biodiversity here will not only connote
livestock of identified local breeds but also those referred to as non-descript,
since in some cases their breed is not formally named, The functions

assessed before deciding Cross Breeding or Upgrading with other breeds
(Exotic or Indigenous). Any change in the type of livestock/poultry will be
decided with due care
4.2.4 Selection of animals for breeding purposes (for frozen Semen production or
natural service) will be after due scrutiny of their pedigree so as to select
animals superior to base population on which these are to be used. These
animals will also conform to prescribed health standards
4.2.5 All the Breeding Farms of the Animal Husbandry Department will strive to

purposes as per prescribed selection and health standards. Sincere efforts
will be made to ensure that average level of productivity of the animals at
farms is better than existing field standards. Quality standards specified for
frozen semen and embryo producing units will be strictly applied,
4.2.6 Productivity of the local livestock / poultry of descript or undefined breeds and
the crossbreds (dairy or meat) will be assessed, using recommended
methodology, to form the base for deciding breeding intervention for
improvement, selection of breeding material and to identify characters to be
improved
4.2.7 Progeny Testing Programmes will be initiated for selection of breeding bulls
(Crossbred cattle and Buffaloes) to ensure sustained progress (the characters
to be tested will be decided with due care ~ giving due regard to producer's
preferences).
4.2.8 Productivity and not the production of improved progeny born out of various
development programmes will be the basis to assess the impact
4.2.9 Breed improvement programmes will be taken up in such a way that genotype
of any livestock/poultry will be identifiable in order to assess genetic
performance and identifying necessary corrective measures.
4.2.10 The NGOs involved in Artificial Insemination of Cattle/ Buffalo in the state will
be required to follow the prescribed breeding policy. A mechanism will be
evolved by the Animal Husbandry Department to monitor the work of these
agencies from time to time
4.2.11 Exotic germ plasm will be used in organized farm conditions, if found
necessary
4.2.12 Provision of superior germ plasm bull will be made for natural service in areas
where access to Artificial Insemination is difficult and mass castration of scrub

4.3Extension and capacity building: The following measures will be taken up for
implementation -
4.3.1. Strategically planned extension and farmer training programmes will be
integral components of all the livestock development programmes. Extension
strategy will be planned considering nature of the area and type of the farmer
through farmers’ participation
4.3.2. An extension and advisory system will be developed within the Directorate of
Animal Husbandry to improve productivity as well as quality of livestock /
poultry and its products.
4.3.3, Regular training of the extension personnel will be organized at training
institutions as well as through ICT interventions
4.3.4 A mechanism for communicating information, skill and technology to the
producer will be developed to sustain the process of updation and

4.3.5 Convergence with other departments’ schemes and flow of the credit from
financing institutions will be encouraged to increase investment in the
livestock sector.
4.3.8 Government functionaries and farmers’ associations involved in planning and
execution of these programmes will be oriented and trained to ensure their
appropriateness and effectiveness, particularly for resource poor /
underprivileged families.
4.3.7 The recommendations, messages (for improving awareness, animal
management, technology adoption, skills) conveyed through extensions and
training programmes will be pre-tested to ensure appropriateness and
situation and need specificity.
4.3.8 Considering crucial role of women in livestock production efforts will be made
to plan and implement extension and training according to their needs,
perceptions and suitability. A programme of gender sensitization will be
arranged for the staff of the department.
4.3.9 Risk coverage through livestock insurance will be promoted against disease
and natural calamity
4.4Marketing: Measures will be initiated/strengthened as follows-
4.4.1, Livestock farmers will be organized at different levels to develop access to
markets at different levels to meet consumer demand by getting equipped
with information, skill and technology, thereby, ensuring a shift from
subsistence to commercial production
4.4.2. Market infrastructure will be strengthened for livestock sale providing shelter,
drinking water, health care services ete.
4.4.3, Measures to reach market intelligence and information to the producers will
be implemented
4.4.4 Efforts will be made to ensure that producer gets fair share of price paid by
consumer for livestock products
4.4.5 Looking to the market globalization public, private partnership will also be
promoted for vertical linkages for small producers.
4.5Fodder Development: Efforts will be made to ensure-
4.8.1, Proper utilization of available grazing land.
4.5.2 Better coordination with forest department for procurement and utilization of
forest produces
4.5.3, Development of fallow land for either fodder production or as grazing land
4.5.4 Promotion of utilization of crop residues in an efficient manner,

4.7 Regulations and Standardization:
4.7.1, Implement Milk Regulations/Standardization by effectively administering Food

4.6.1 Research-policy nexus will be strengthened in order to attain objectives of the
Policies and accordingly capacitate the producers as well as departmental
machinery for an efficient and effective execution of interventions.
4.8.2 Development supporting and problem solving research in livestock related
aspects will be organized through the University of Veterinary Science by
extending funding support and setting a system for planned feedback about
problems.
4.6.3 Research to generate basic information on livestock related aspects will also
be promoted and gaps in information identified

4.7.7 Facilitating development of systems for analyzing milk & milk products, feed
supplement and nutritional supplements to ensure quality
4.8Dairy Development: The following measures will be taken up/strengthened for
implementation-
4.8.1, Development of market for primary milk producers for their marketable surplus
milk.
4.8.2 Development of market for regional Cooperative Milk Unions for liquid
pasteurized milk, indigenous milk products and balanced cattle feed.
4.8.3 Strengthening and expansion of existing marketing network.
4.8.4 Tapping of uncovered markets within and outside the State for all the above
products in order to ensure equitable share to primary milk producers
4.8.5 Public Private Partnership in order to expand coverage of organized market
for milk and milk product.
4.8.6 Production & supply of mineral mixture to rural areas for enhancement of milk
production and better health of animals.
4.8.7 Encouraging practices of clean milk production with an objective to achieve
quality improvement.
4.9Poultry Development: The following measures will be taken up/strengthened for

scavenging system with the locally available low-cost /alternate feed
ingredients in order to ensure better growth & production of birds.
Other inputs like vaccination, extension support, disease awareness, Bio-
security and skilled training with the help of department ,NGOs, and Self Help
Groups in the villages.
Framing necessary regulations and programmes at government level in view
of newly emerging diseases so as to have a control on the commercial poultry
activities.
Monitoring and Evaluation: Measures will be initiated/strengthened as
