NARRATIVE REPORT ON MEETING AND CAPABILITY BUILDING OF AGUSAN
DEL - BUTUAN CITY GOVERNING BOARD MEMBERS AND TECHNICAL
WORKING GROUP

In line with the celebration of the International Lead Poisoning Preventive Week of Action
October 23-29,2016, bearing the theme:”Ban Lead Paint”. The EMB 13 conducted 5-day
meeting and capability building at Gerenal Santos City on October 25-29, 2016.A total of 44
participants attended the meeting of the Agusan del Norte-Butuan City Governing Board ,
Technical Working Group and Technical Staff of EMB Region 12.

The objective of the said event is to discuss current initiatives geared toward air pollution
control and enhance the capacity and development challenges related to airshed operations
and gather best practices and innovation possible application of the Region.

Engr. Arcamo , delivered his welcome address and presented the Ambient Air Quality
Monitoring Results of different municipalities and cities within Agusan del Norte-Butuan
City Airshed .

The Airshed Monitoring Station was visited for an actual demonstration using Manual
Ambient Air sampler, Opacimeter and refrigerant identifier at City ENRO Office Compound,
Doongan, Butuan City and also DOAS/CAAMS at CSU Compound, Ampayon, Butuan City

Engr. Montecer of EMB XII, discussed the Guideline on reporting of Daily Quality , Air
Quality Index (AQI) and WHO air quality guideline for particulate matter, ozone, nitrogen
dioxide and sulfur dioxide and Koronadal City Air Pollution Real Time Air Quality Index
(AQI) . On site visitation of DOAS/CAAMS at Provincial Sports Complex, Koronadal, South
Cotobato.
The Airshed Governing Board conducted on site visitation of Saranggani Energy Corporation
located at Brgy. Kamaga, Maasim, Sarangani Province. The Pollution Control Officer of the
said company discussed the overview and background of company. He said that, the Alsons
Power Group’s power generation facilities are presently focused on the island of Mindanao
where these plants play a key role in providing electricity to fuel Mindanao’s growing
population and expanding economy. The Group currently operates three diesel power
facilities: the Southern Philippines Power Corporation’s (SPPC) 55 Mega Watt (MW) plant in
Alabel, Sarangani, the Western Mindanao Power Corporation’s (WMPC) 100 MW plant in
Zamboanga City, and the newly revamped 103 MW Mapalad Power Corporation (MPC) plant
in Iligan City. All three power facilities have helped lessen the severity of the power shortage
in Mindanao.

On October 28,2016, Engr. Montecer of EMB 12 delivered his message in behalf of South
Cotabto Airshed. He suggested that there must be a forum between South Cotabato and
Agusan del Norte Airshed for the comparison in terms of implementation of RA 7849. Mr.
Alexander Alaan of Butuan City ENRO presented his output and impression regarding the
best practices of Airshed Operations of South Cotabato Region 12.
