Civils strategy invokes the various plans and strategies for the

V.S.SIRPURKAR COMMISSION
• On 12 December,2019 the supreme court appointed a three members

enquiry commission controlled by the former SC judge V.S. Sirpurkar to

conduct the investigation among the encounter killing of four men

accused in a gang rape and murder of veterinarian in HYDERBAD,

Telangana.
CIVILS STRATEGY
• On 6 December 2019 , police encounter the four accused people who

raped and burn the veterinarian in Hyderabad.

• The other two members of enquiry commission are Bombay HC judge

Rekha Baldota and CBI director K.R. Karthikeyan.

• The commission has to complete the investigation in six months and has

to submit the report file to the court.

• Apex court also stayed the all proceedings initiated by Telangana HC and

NHRC to the Hyderabad encounter and killing no other courts should

entertain any role pretending to the case.

• Meanwhile the apical court has suspended the proceedings at the High

Court of Telangana and the NHRC in the incident.

• The four accused were taken to the crime scene about 60 km from

Hyderabad in the early hours of 6 December for a crime scene

reconstruction.

• Two petitions have been submitted to the Supreme Court claiming that

the alleged encounter was “false” and that a detective agency such as the

police does not have the right to punish any accused without due legal

process.
