I. INTRODUCTION
General Arrangement is containing about calculations of gross tonnage,
determination of ship’s crew list, and requirement of freshwater, fuel oil
and lubricant. Accordance “The International Convention on Tonnage
Measurement of ship, 1969” Gross Tonnage is calculation of all volume of
the ship located on under shipboard including volume of enclosed spaces
on board and superstructures. Gross tonnage is foundation about ship tax.
Historically Tonnage is measurement about a barrel of wine formerly used
in commerce in the United Kingdom. Gross tonnage to be determined is
total of enclosed space which is sum of volume displacement, volume
freeboard and volume superstructures. The ship at sea necessary supplies
of freshwater, fuel and lubricants. Function of freshwater to fulfill all crew
needs as for bath, cook, drink until for cooling engine Fuel oil and
lubricants is major aspect for operated main engine worked properly. Ship’s
crew list adjusted by several conditions and requirement of the ship
depend on gross tonnage of the ship and statutory of flagstate. One of
which is KM-70. Another aspect for ship’s crew list is provision efficiency,
its mean caused limited of space, supplies of food, fresh water and
economic efficiency.

3. Determining the Number of Crew

The number of crew in Indonesia vessel regulated in Minister of Transportation


Decree No. 70 of 1998 concerning Commercial Vessel stature as a basis for
determining the number of crew members.
Chapter V: Requirements of Position Number, Maritime Certificate and
Number of Crew, Article 11 b
Minimum requirement of Position number, maritime certificates, crew on
deck parts and service in the merchant vessel to all ocean regions are
determined as follows:
a. For ships with GT 1500-3000, the number of crew of 11 people
Position with number and certificates:
- 1 (one) captain (Master) which has a nautical expert certificate level II
(ANT II), and has obtained confirmation as skipper and has a
certificate referred to in Article 9 letter b.2) to 8);
- 1 (one) person Muliam I (Chief Officer) having a nautical expert
certificate level II (ANT II) and has a certificate referred to in Article 9
- 1 (one) Mualim (Officer) have a nautical expert certificate level III (ANT
III) and has a certificate referred to in Article 9 letter d.2) to 7);
1 (one) radio operators who have at least a certificate REK II or 2 (two)
- people that is held by captain and chief officer who has at least a certificate
ORU or two (2) persons who held by Mualim who have at least a certificate
ORU;
- 1 (one) Serang (bostwain) with certificate referred to in Article 9 letter f;
- 3 (three) the Quarter Master with certificate referred to in Article 9(f)
- 1 (two) Seamans with certificate referred to in Article 9 letter g;
- 1 (one) Chef with certificate referred to in Article 9 letter g;
- 1 (one) Steward with certificate referred to in Article 9 letter g;

Chapter V: Requirements of Position Number, Maritime Certificate and


Number of Crew, Article 12 a
Minimum requirement of Position number, maritime certificates, crew on
machinery in the merchant vessel to all ocean regions are determined as
follows:
a. For ships with propulsion of 3000-7500 KW or more, the number of
crew of 8 (eight) people with the Position number and certificates as
- 1 (one) Chief Engine Room certified engineer expert level I (ATT I), and
has a certificate referred to in Article 10 letter a.2) to 5);
- 1 (one) Engineer II certified experts engineer level II (ATT II) and has a
certificate referred to in Article 10 letter a.2) to 5);
- 1 (one) Engineer III certified experts engineer level III (ATT III) and has
a certificate referred to in Article 10 letter c.2) to 5);
- 1 (one) Engine Foreman who has a certificate referred to in Article 10
paragraph d;
- 3 (three) Oil Interpreter (oiler) who has a certificate referred to in
Article 10 paragraph d;
- 1 (one) of the aides in the engine room (wiper), which has a
certificate referred to in Article 10 letter e;
