“University & College teachers hold Protest - Dharna at Jantar Mantar”


Thousands of University & College teachers from across the country today, held massive protest &
dharna at Jantar Mantar, New Delhi under the banner of ALL INDIA FEDERATION OF UNIVERSITY &
COLLEGE TEACHERS’ ORGANISATIONS (AIFUCTO), which was also supported by Federation of Central
University Teachers’ Associations (FEDCUTA), demanding - Immediate constitution of VII UGC Pay
Review Committee, scrapping 2nd amendment of UGC Regulations which introduced capping of API,
amendment of Ph. D Regulations to end the distinction between pre-2009 regulations and post-2009
Regulations Ph. D degrees, expedite filling up of thousands of vacancies on regular basis as per Govt.
of India reservation policy, resolution of anomalies of Sixth Pay Commission, dialogue with elected
leaders of AIFUCTO and FEDCUTA on professional demands of teachers etc. Addressing the protesting
teachers, Dr Arun Kumar, General Secretary – AIFUCTO flayed Govt. of India for its failure to appoint
UGC pay review committee till date, which shows the Govt’s apathetic attitude towards the
university and college teachers of the country. Prof Kesab Bhattacharya , President ,AIFUCTO,
demanded immediate scrapping of API, an end to contractual appointments and amendments of
Ph.D Regulations, 2009. Prof. Nandita Narain, President, FEDCUTA condemned the
commercialisation of education and demanded earliest resolution of the demands raised by AIFUCTO
& FEDCUTA . Teachers from all over the country assembled for the protest after holding university
area and state level protests during the month of February. The protest of teachers got support from
number of Members of Parliament. The protesting teachers were addressed by ---.

All the Members of Parliament who addressed the gathering expressed surprise that the UGC Pay
Review Committee has not been appointed so far and the Govt. of India has not discussed the
grievances of teachers with their elected leadership during last two years. They assured the teachers
that they will raise the issue in the Parliament. In the mean while the deputation of AIFUCTO was
invited for a meeting by Prof. Upendra Kushwaha, Minister of State, HRD in the morning. A
delegation of AIFUCTO led by its President Prof. Kesab Bhatttacharya met the Minister and explained
the demands of the federation. Hon’ble Minister, Prof. Upendra assured the delegation that the govt.
will look into the demands at the earliest.

Esteemed Sir,

Greetings !

We are extremely grateful to you for granting us a meeting out of your busy schedule due to when
the Parliament session is going on. We wish to draw your kind attention to the demands and
grievances of university and college teachers. We have already submitted our memorandum to the
Government, number of times during last two years. We submitted our last memorandum to the
Government on 28th January, 2016 and copy of the same is enclosed herewith. We request you to
reslve the issue at the earliest.
