1.0 SCOPE
This specification covers the requirements for furnishing labor, tools, materials,
equipment, supplies, services, and transportation necessary to design, detail,
furnish, manufacture, assemble, paint, test, and deliver Medium Voltage Lightning
Arresters and associated equipment for the Early Works of the Project Esperanza,
property of Antofagasta Minerals S.A., Chile.
The plant site is located at 150 km to the northeast of the city of Antofagasta at 2,300
m.a.s.l. in the neighborhoods of the locality of Sierra Gorda, Province El Loa, Second
Region, Chile.

1.1 Work Included

Furnish Medium Voltage lightning arresters with associated equipment, complete and
ready for installation.

1.2 Work Excluded

The following items are excluded from the scope of supply:


a. Receive at site, unloading and storage.
b. Erection labor and materials.
c. Foundation and anchor bolt.
d. Electrical wiring and external conduits.

2.0 CODES AND STANDARDS


Design shall comply with all standards and codes stated in this and attached
specifications and all Chilean standards.
In the event of difference between codes and/or standards, the most stringent code
or standard shall apply. Whenever reference is made in an Equipment Specification
to a specific code or standard, it shall be understood that the latest edition of such
reference, as of the date of proposal, shall govern.
Work performed and materials furnished shall conform to the following publications
to the extent specified herein. The latest edition or supplement valid at the time of
invitation to bid shall be considered to be the issue in effect.

3.0 OPERATING CONDITIONS

3.1. Environmental Conditions

The MV lightning arresters will be exposed to the elements and conditions described
in the attached document Nº 000-M-TS-501 Apéndice A – “Información Técnica
Estándar y del Sitio”.

3.2. Operating Conditions

MV lightning arresters will be located outdoors in the 23 kV overhead lines and shall
satisfy operating conditions, duty cycle, design conditions requirements and technical
requirements specified in attachment Data Sheet A, Data Sheet B and Item 4.0 of
this document.
The contamination level corresponds to level IV in according to IEC-815 (very heavy
pollution level, 31 mm/kVff, for desert area, characterized by no rain for long periods,
exposed to strong winds carrying sand and salt, and subjected to regular
condensation).

4.0 DESIGN REQUIREMENTS

4.1 General Requirements

The MV voltage lightning arresters shall be manufactured for heavy-duty service,


incorporating the latest design features to continuously perform at full rating within
the service conditions specified in the document indicated in 3.1.
Materials and equipment for the medium voltage lightning arresters shall be standard
products of established manufacturers who have produced continuously the type of
equipment specified.
All materials of construction for this equipment, components and accessories shall
be new and of a type and grade suitable for the duty and requirements indicated in
this document and free from all imperfections affecting performance.
There shall be no substitution of materials without prior written approval from the
Purchaser.
All equipment parts shall be adequately sized and insulated to withstand any system
fault current without injury or affecting the useful life of the MV lightning arresters.

The vendor is strongly advised to pay special attention to the site’s altitude (2,300
m.a.s.l.) effect on electrical equipment at the plant. The reduced cooling/dielectric
capabilities of the air at the site’s altitude adversely affect operating temperatures,
insulation, continuous current, operating voltage, spacing between conductors and
BIL.

4.2 Seismic Design

The equipment shall be designed to withstand seismic loading without damage in


normal operation in accordance with documents Nº 000-C-GD-002 “Criterio de
Diseño Civil Estructural”.

4.3 System Ratings

The MV lightning arresters shall be designed and constructed for operation on a


power system with the following characteristics:

Transformers 220/23 kV, Dy1, with resistance grounded neutral

Nominal Voltage 23 kV
Maximum Service Voltage 25 kV
Frequency 50 Hz
Maximum symmetrical short-circuit at 23 kV 25 kA

4.4 Ratings and Design Parameters

MV lightning arresters shall be station type surge arresters.


MV lightning arresters shall be metal oxide type and gapped. The pressure relief
capability shall be no less than 25 kA, according to ANSI Standard C62.11.
MV lightning arresters will be in service twenty-four (24) hours a day, seven (7) days
a week and three hundred sixty-five (365) days a year.
MV lightning arresters shall be supplied in accordance with attached Data Sheet “A”
and “B”.
The suspension cap of the lightning arresters shall include a terminal connector for
the power conductor as indicated in the respective attached Data Sheets.
Copper ground pads of adequate size shall be provided from each arrester.
All steel parts of the lightning arrester shall be galvanized.
Bushings extra-creepage shall be provided for contamination level IV according to
IEC 815.
Lightning arresters should be fully furnished with all accessories, including but not be
limited to:

• Devices for safe lifting the completely assembled lightning arrester.


• Metallic nameplate in Spanish language.
• Support assemble

5.0 QUALITY ASSURANCE, INSPECTION AND TESTING

5.1 Quality Assurance Program

Vendor shall furnish details of the quality assurance program to be applied during the
preparation or fabrication of equipment. The program shall describe the measures to
be used to control activities affecting the quality of equipment to be supplied in
compliance with this Specification. Quality level and minimum quality requirements
shall be in accordance with the attached Vendor Quality Plan (VQP).
Written certificates shall be furnished by Vendor indicating that the equipment has
been manufactured in compliance with the quality assurance program, and with the
requirements of the procurement documents attached “Quality Program
Requirements” and “Quality Surveillance Instructions”. These certificates will be the
basis to Purchaser's final payment of Purchase Order.

5.2 Shop Assembly, Inspection and Testing

All equipment shall be shop assembled. All dimensions shall be verified prior to
shipment. Test records shall be preserved while equipment is under warranty.
The Vendor shall notify the Owner a minimum of two weeks in advance of the date
scheduled for testing. An authorized representative of the Owner shall have free
entry at all times during testing of the equipment.
Certified copies of all factory test reports shall be furnished to the Owner after
completion of the tests. The results shall be in such form as to provide a means of
determining compliance with the applicable standards for the equipment tests.

5.3 Test Standards

Standard or routine tests shall be conducted on MV lightning arresters according to


the latest codes and standards described herein, and the appropriate test
documentation shall be submitted to de Purchaser.

6.0 SHIPMENT
Shipment shall be Buyer’s responsibility in accordance to document AB-04AD
“Instrucciones para Embalaje y Embarque”. Vendor must deliver the equipment
packed for export Ex-factory on truck or supplied transport.

Components shall be assembled to the greatest degree possible prior to shipping.


Degree of assembly shall be governed by ease of shipment.

7.0 TECHNICAL DATA REQUIREMENTS


The data requested in this Specification and on Form ENG. 44 herewith shall be
furnished by Bidder. As indicated in the respective procurement documents a
schedule must be issued with the proposal showing, in bar chart form, all
engineering, manufacturing, inspection and supply activities. The Bidder’s
recommended erection schedule shall also be included.
In order to facilitate the employees training and effectiveness, the Operating and
Maintenance Manuals are required in hard copy plus a CD ROM multimedia file.
The Vendor must issue at least a monthly progress report, indicating all variations
and steps taken to recover any delays with respect to his proposed activity.
Vendor shall supply all loads’ values necessary for design of supports and
foundations, anchor bolt size, locations and projections and any special grouting
requirements.

DESCRIPTION OF OPERATING CONDITIONS


MV lightning arresters will be located outdoors in the 23 kV overhead lines.

The contamination level corresponds to level IV in according to IEC-815 (very heavy, 31


mm/kV phase to phase).

DUTY CYCLE

The plant shall be designed to operate 24 hr/day, 7 day/week. The equipment shall be
designed for continuous operation.

ENGINEERING DRAWINGS AND DATA REQUIRED WITH THIS INQUIRY
The following data constitute a part of the Inquiry and Purchase Order and are to be supplied as indicated. Specific exceptions
must be noted on this form and returned with the Seller's Proposal.
Legend: "P"-Designates manufacturer's standard print - Maximum A0.
"T"-Designates a full size transparency from which legible prints may be made - Maximum size A0
"C"-Designates a photocopy – Either 8-1/2" x 11" or 11" x 17" is acceptable
"D"-Designates a CD-ROM for CAD files in Microstation or DXF format, Microsoft Excel/World or Adobe PDF files.
"F"-Designates first print quality.
Time Limits: Bidder shall submit a drawing list submittal schedule with his Proposal. This schedule will form the basis
for the agreed schedule, which will be incorporated into the Purchase Order. This schedule shall accommodate the following
engineering requirements:
A) Approval drawings and data required no later than 4-6 weeks after Order.
B) Final certified drawings and data required no later than 4-6 weeks after Order.
C) Manuals required for approval no later than 12 weeks after Order.
D) Final certified manuals required no later than 16 weeks after Order.
Vendor's drawings and data will be reviewed and approved only as to arrangement and conformance to the specification and
related drawings, and approval shall not be construed to relieve or mitigate the Vendor's responsibility for accuracy or
adequacy and suitability of materials and/or equipment represented thereon.
A) PROPOSAL DRAWINGS AND DATA shall be manufacturer's standard drawings and data in sufficient detail to lay
out equipment, drives, access for maintenance/operation, and design of foundations/supports.
B) APPROVAL DRAWINGS AND DATA shall be complete with equipment number(s) and Purchase Order number.
Initial drawings and data must show all information necessary for Purchaser's design of foundations and any connections to
other equipment.
C) FINAL DRAWINGS AND DATA shall be complete with equipment number(s) and Purchase Order number, marked
"CERTIFIED FOR CONSTRUCTION," and SIGNED by an authorized person. Certification warrants equipment shall conform to
the final drawings, specifications, and data. Should equipment fail to conform, Vendor shall furnish all materials, labor, and
equipment required to correct all deficiencies to the satisfaction of Aker Kvaerner and/or Owner.
D) MANUALS shall include the following information as a minimum: These manual requirements are superseded when
Appendix M "IO&M Manuals" is referenced in this Order.
• Instructions for Installation
• Instructions for Operation
• Instructions for Maintenance, including lubrication schedule, list of special tools, list of recommended spare parts for
long lead time items, and a list of recommended spare parts for one year of operation. Spare parts list must include the
manufacturer’s name and part number, lead time, and current unit price.
• Complete parts list including Vendor's and original manufacturer's part number
• Cross section with parts description
• Code certificates, if applicable
• Certified performance data
• Completed Data Sheets (Equipment and Motor)
• Motor nameplate information and/or calculations.
Manuals submitted for approval need not include all of the above, as long as an index is provided with tabs showing where the
required information will be included in the final manuals. It is recommended, but not required, that separate manuals be sent
for installation and operation/maintenance. One copy of the Spanish language manual must be included in the box with the
equipment at the time of shipment (included in the total quantity requested).
E) COMPUTER DATA CD-ROM shall include Computer Aided Design (CAD) design files of dimensionally accurate
drawings and data. Catalog type drawings with dimension tables will not be acceptable. The drawings shall be suitable for
layout purposes on Aker Kvaerner project drawings, including plan and elevation views. Design files shall preferably be in
Bentley Microstation CAD format. DXF or AutoCAD CAD formats are acceptable. CAD files shall be submitted on CD ROM.
Vendor shall state in his proposal the CAD file format he intends to use.
