lobbied for the selection of specific project, particularly if a Request for proposal
(RFP) was involved. Discuss several issues face by the project manager when
preparing proposals. Elaborate your explanation.

(a) In the project management, most managers prefer to use network analysis in their
works, do you think the possibility of network technique could be used to estimate
cost of managing project? Discuss your answers.

Question 4
{Soalan4]

(a) Figure 2 shows technically three activities sequence; paint living room, paint
kitchen and paint bedroom without based on resource constraints. However, when
the limited resources are available, another decision that must be made to draw
the exact sequence of the activities. By taking several resource constraints,
illustrate a new network diagram for activities sequence.

(b) One of the leading Developer/Land Owner was going to expand its Development
portfolios (Turnkey project) that included demolish the existing building. On
December 2012 at about 3.00 pm a fatal accident case involving a 45 tonnes truck
mounted crane. The accident was caused by the sudden inclination of the crane
body from the failure of the culvert caused the hook block to swing and struck the
deceased who happened to be nearby. The deceased, En. Ali was caught in
between the swinging hook block and the transformer to hoisted and sustained
serious injury.

[Salah satu daripada Pemaju I Pemilik Tanah terkemuka ingin mengembangkan portfolio
Pembangunan (projek Turnkey) termasuk merobohkan bangunan yang sedia ada. Pada Disember
2012 pada kira-ldra 15:00 kes kemalangan maut yang melibatkan sebuah kren yang dipasang
pada trak 45 tan. Kemalangan itu disebabkon oleh kecenderungan secara tiba-tiba badan kren
dari kegagalan pembetung menyebabkan blok cangkuk berayun dan memukul si mati yang
kebetulan berada berhampiran. Si mati, En. Ali telah terperangkap di antara blok cangkuk
berayun dan pengubah telah menyebabkan kecederaan serius.

(a) Discuss and give examples in the respect to construction management, what are
the issues addressed while framing organization strategy for an organization
undertaking development of a technologically complex, or high-risk project?
Propose the organizational structure for the involve parties.

(iii) One situation arises between the Kontraktor MJ Sdn. Bhd. and the client on
the project. The works involve dredging at estuary in Kuala Baru to enable
larger vessels to dock. The original contract tender referred to the dredged
material being deposited in suitable areas (Site A) approved by the public
authorities. However, resistant to the plan came from several parties including
the Land Office, and as a result an alternative plan was agreed to use the
excavated material to form an artificial bird island. It was argued by the
Kontraktor MJ Sdn. Bhd. that this is not a variation to the works within the
confines of the contract. In this case, ifthe arbitration is involved to solve that
discrepancy, what do you think the decision of the arbitrator? Justify your
answers.

[Satu isu perubahan kerja timbul antara Kontraktor MJ Sdn. Bhd. dan empunya projek.
Kerja-lcerja pengorekan di Kuala Baru dijalankan untuk. membolehkan kapal-kapa/ besar
berlabuh. Di dalam lwntrak asal, sisa pengorekkan sepatutnya diloggokkan di kawasan yang
sesuai (I'apak A) sepertimana yang telah dipersetujui oleh pengawai penguasa.
Walaubagaimana pun, beberapa pihak termasuk Pejabat Tanah membantah, dan satu
keputusan diambil di mana alternatifplan dipersetujui untuk menggunakan sisa pengoreklran
terbuang dan dijadikan pulau burung buatan. Keputusan itu dibantah oleh Kontralctor MJ
Sdn. Bhd. mereka mendakwa perubahan kerja itu tidak termaktub di dalam kontrak. Dalam
kes ini, seldranya timbangtara digunakan untuk menyelesaikan percanggahan ini, apakah
yang bakal penimbangtara balcal putuskan? Justifik.asikanjawapan anda.
