SAMAVESH is an exploration of Ward 19ʼs full

potential in Dehradun. We have a vision embracing
Dehradunʼs distinctive culture, traditions, life-style
and character while seeking a more sustainable
futuristic expansion.
This monograph illustrates the stepwise approach
towards understanding the heritage and
redeveloping it accordingly.
SAMAVESH was developed as a part of our studio
project, “Local Area Planning-Dehradun,Ward 19”
Why being the core city the condition is so severe?
Is it livable? Dopeople feel safe?
To find out the answer to these issues, we
assembled altogether and took it as our studio
project. Various surveys were conducted, data was
analyzed, official documents were referred in order
to understand how and on what basis proposals and
policies are formed.
We stressed majorly on 8 major sectors: Land
Profile, Demography,Economy, Housing,Circulation,
Physical Infrastructure, Social Infrastructure and
Ecological Footprint.
After 1998 when in 1999, During1998-2003,south and
Uttarakhand became the south west direction were

but the city didnʼt develop

and moving from 9 km to 15 Hectares in 2011, almost 47%

as the city has developed by of growth, if continues, will
now as a single service centre convert Dehradun from class-I
for the entire region. city to one of the metro city in
near future.
Dehradunhas been selected out of the 25cities that
falls under AMRUT Smart City Mission. For further
selection Master Plan, Zonal Plans and City
DevelopmentPlan was referred.

Comingdown to the zones,Zone 1 was identified as

the most critical zone where further studies were
conducted to chose the most appropriate ward for
Local Area Planning.

After various discussions and studies Ward 19,

Ghantaghar,Dehradunwas selected.
A populationʼs composition may be
described in terms of basic
demographic features – age, sex,
family and household status – and
by features of the populationʼs
social and economic context–
education, occupation, ethnicity,
religion, income and wealth. So,
considering these factors, Ward 19
has a population of 10,669 with a
density of 82.5 pp sqm. is one of
the busiest places in the whole city
having a diverse ethnicity. We can
say that the area is developing as
the literacy rate observed has
increase by 20% in the last decade.
87% of the population is employed
is employed in business while, out
of the remaining 13% unemployed,
64% is due to the fact that they are
minors i.e. under 18 years. There
has been a shift in work force
participation as well as women
have increased to participate in the
occupations like business, jobs,
etc. Thisis the overall demographic
characteristics of Ward 19.

Transportation, one of the most integral
parts of planning process. At present,
the transit pattern is very disrupt and
the level of service of all the roads tend
to degrade over time. Thus, design
interventions need to be done in order
to upgrade the present condition of the
circulation pattern. So, the streetscaping
for major roads like Chakrata Road and
Ansari Marg along with junction re-
designing have been proposed. Also,
increasingwalkability was on aspect that
has been dealt with. Thus, provision of
pedestrian infrastructure and street
furniture was important to encourage
people to reduce the usage of vehicles
and be more reliant on walking. Also, for
increasing the walkability,

ʻUtilitiesʼ, a cumulation of all the basic
necessities required for a living. Itʼs often
observed that while planning an area, of any
scale, land use, transportation, amenities and
economy are always taken into consideration
while these basic amenities are kept aside. But,
as the title of the monograph suggests,
ʻSAMAVESHʼ, everything is taken into
consideration with a detailed study on physical
infrastructure.
Present scenarios are observed, government
offices were visited, data was collected,
analysed and then finally, suitable solutions
were suggested.
Four major sectors were stressed upon: water
supply, drainage & sewerage, Solid waste
managementand electricity.

ʻECONOMYʼ, as indistinctive
Ward 19 is, so is the
variations in sources of
income generation. The ward
has almost all sorts of shops
to sustain its economy.
But there are some issues
that hinders the continuum.
Trade and commerce has
emerged as major economic
activity in the ward,
moreover the ward acts as a
major contributor in the cityʼs
economy.
Mixed use being the major
issue faced in the ward,
respective
suggestions/policies have
been laid to resolve the issue
regarding the regulation of Mixed Use Shopsin Paltan

On a city level, a cityʼs life generally depends upon

its social infrastructure and their availability. From a
cityʼs economic development, social development
and cultural development perspective the level of
service for social infrastructure increases. Due to
tourism, Dehraduncity has its own importance.
Hence, Health facilities, Education facilities, Socio
cultural, Recreational and emergency facilities play
a very important role for this city. Development of Pine Hall School
Social Infrastructure facilities play an important role
in the community development and are expected to
provide a cohesive living condition for the
population in Dehradun city. Social Infrastructure
facilities are essential to satisfy the immediate
requirement of inhabitants and provide community
needs such as education, health facilities etc.
considering the development of the town. As per
our analysis, almost all the facilities under social
infrastructure area adequate in ward 19. We have
given the proposal for developing the floor area of
schools and hospitals to utilise the left over FAR & MAX Hospital
cater the need of the population till 2025.

Housing is a basic human requirement of any
civilised society. With the growth of
urbanisation, cities have been expanding
alarmingly in the last few decades, which has
resulted in haphazard growth of urban areas as
well as acute housingshortage.
The ward experiences many issues regarding
Housing likely to be congestion, safety issues
and high demand supply gap. By 2031, the
Demand Supply Gap will increase at a
tremendous rate to the extent that is nothing is
done for the housing sector the land price will
rise and saturation point will occur. For that,
proposal of achieving the left over FAR and
Group Housing is given to cater the Future
demandin the ward. Harrawala
