Description of Project:
The EDC Limited (EDC), is the Special Purpose Vehicle appointed by
the Government of Goa for developing the “Project of Convention
Center and Allied Facilities at Dona Paula, Goa”. The Project shall
comprise of A. Convention Center B. Infrastructure for International
Film Festival of India (IFFI Complex) and C. Smart City Center of
Excellence, as the Minimum Deliverable Components to be
constructed by Concessionaire at their cost.
The Project will have other permissible commercial Structures.
The planned Project is expected to be therefore of a world class
Convention Centre, with a permanent venue for IFFI complex
(Comprising of theatres, office spaces, etc.) & a small built-up area for
the Smart City Center of Excellence.
The Convention Center shall be along with entire eco system of
Convention Centers as per global standards. The capacity of the
Convention Center could be around 5000 seating (will be finalised
based on advice by Transaction Advisor appointed for the Project
namely Knight Frank (India) Pvt Ltd). It shall be a multi-faceted
project attracting international conventions, MICE tourism, celebration
and events as well leisure activities.
The EDC intends to develop the Project through Public Private
Partnership (PPP) Model. The Land identified for the Project
admeasures around 2,09,000.00 (Two Lakh Nine Thousand Only)
Sq.mtrs i.e. around 52 acres, at Dona Paula, Goa, located next to
capital city of Panaji. A reference images of the land is attached
herewith. The land is already available and in possession.
The expected built up area of the Minimum Deliverable Components is
about 50,000.00 Sq.mtrs. The Request for Proposal (RFP) document
would indicate parameters for the three Minimum Deliverable
Components to be built by the Concessionaire at their cost. The Project
Structuring, concessions, conditions, etc. are in the process of being
framed. The total possible built-up area permissible on this prime
land in Goa could be about 4.00 lakh Sq.mtrs (about 99 acres)
The EDC through the Transaction Advisor is working out a Project
Structuring including Financial modelling, number of concessionaires,
concessions, prequalification criteria, etc. Through a public bidding
process, one or more Concessionaire/s for the Project would be
selected. The Concessionaire/s selected could build and operate Hotels,
Malls, Multiplexes, etc.as part of concessions.

Date and Time for consultative meeting:


The parties interested to be concessionaire and willing to invest in the
Project, are requested to attend a Consultative meeting on
26/06/2018 at 2.30 pm at 2nd floor EDC house Panaji Goa for
discussions/feedback on various aspects of the proposed Project.
