Further, you are hereby directed to observe the following significant undertakings in connection with the conduct of hiring, to wit a. Initial Screening. The concerned Regional Administrative Officer shall conduct preliminary! initial screening of applicants’ documents based on the Qualification Standards and provisions of Republic Act No. 9263 as amended by Republic Act No. 9592. Driver and Non-Driver Category. To ensure that the augmentation of the existing fire truck drivers in the BFP is properly addressed, Regional Directors are directed to prioritize FO1 applicants who are holders of unexpired Professional Driver's License with restriction code 2 and 3 (PDL 23) with or without National Certificate (NC) I! or Ill in Driving issued by the Technological Education and Skills Development Authority (TESDA). Provided that applicants have complied with the minimum Qualification Standards (QS) stipulated under existing circulars, laws and rules. Applicants who are holders of unexpired PDL 23 with or without NC II or lil in Driving issued by TESDA shall be categorized as “Driver” Absence of the unexpired PDL 23 shall fall under the category of “Non- Driver” It is ministerial on the part of Regional Health Services (RHS) to facilitate the initial assessment of applicant based on the required height and weight. The RHS shall submit the list of names of the applicants who passed the Initial Screening to the RHRMPSB, to be used as basis in the next procedure which is the Trade Test. Licensed Architect and/or Engineer Category. To strengthen our pool of personnel who will be designated as Plan Evaluators and other engineering related functions, applicants who are licensed Engineers specifically Civil, Electrical, Mechanical Engineers and licensed Architects will be prioritized. The main duties and responsibilities of Plan Evaluators are to review and evaluate building plans and specifications including fire protection system to determine compliance to the requirement of the Fire Code, its IRR, Building Code of the Philippines and other Life and Safety Standard; and conduct site verification and inspection on building under construction to determine compliance with the approved plans and specifications. Applicants who fall under the “Engineer and/or Architect’ category must submit photocopy of unexpired PRC ID, Board Rating and/or Certificate of Eligibility, Applicants with Waiver. The Certificate of Waiver may be used or presented to any BFP recruiting unit nationwide. The applicants shall attach the said Certificate of Waiver to their application folder to justify their deficiencies. Absence of the same shall mean outright disqualification of the applicant. The acceptance and evaluation of application folder for Fire Officer 1 (FO1) BFPwide as approved by the undersigned is from 26 March 2019 to 30 April 2019. It is expected that applicants with waiver will have their Certificate of Waiver attached in their application folders. Applicants must have Tax Identification, Philhealth and Pag-ibig Numbers. Photocopy must be included in his/her application folder. . Medical Examination. The laboratory examination shall be conducted by any Government Hospital and/or any DOH-accredited hospital/ciinical laboratory hospital within the region. The results of the Physical, Medical and Dental examination consisting of ECG, Urinalysis, CBC with Blood Typing, Hepa B Screening, Cholesterol, Creatinine, Chest X-Ray, FBS, Serum Pregnancy Test (for female), Dental Panoramic X-Ray shall be sealed and sent by the laboratory facility through personal service or courier to the corresponding BFP Regional Office where the applicant applied to. ONLY THE BFP MEDICAL TEAM ARE AUTHORIZED TO OPEN THE SEALED ENVELOPE CONTAINING THE LABORATORY RESULTS. The Government Health Facility of DOH accredited private laboratories where the laboratory examinations were performed shall issue an individual certification that an applicant has undergone laboratory ‘examination in the said facility. The laboratory examinations performed must be specified. The certification must be attached in the application folder for all applicants. The Medical Team shall be composed of Medical Officer who will evaluate the laboratory results and do physical examination. The Dental Officer will evaluate the dental panoramic x-ray result and examine the oral cavity and dental health of the applicant. The Physical Therapist will evaluate the neurologic status of the applicant. The nurses will do the vital signs monitoring and assist the Medical Officer, Dental Officer and Physical Therapist in doing the complete medical examination. The Medical Team shall evaluate the laboratory results, the complete physical by Medical Officer, dental by Dental Officer and neurologic examination by Physical Therapist. Government Hospitals/Clinical Laboratories. The BFP Regional Office shall post the list of all Government Health Facility and other DOH accredited private laboratories with complete clinical laboratory and x-ray capability within their respective region and must include certified true copy of the DOH accreditation with price quotation of their services. In the case that an applicant is found to be Hepa B positive, he/she will be required to seek confirmatory test. To determine the stage, virulence and extent of the disease Applicants who are found to be physically and medically unfit through a medical resolution by the designated Medical Team shall be excluded in © the Final List of Qualified Applicants. Only applicants who are medically cleared are eligible to proceed to the next stage of recruitment process. Trade/Skills Test. To substantiate the legitimacy of the submitted documents, applicants with PDL 23 with or without NC Il or Ill in Driving shall be subjected to the actual trade test using at least six- wheeler truck or firetruck. The trade/skill test will be facilitated by the Regional HRMPSB through the Regional Chief Operations with or without the assistance of the Regional TESDA prior to the submission of the Final List of Qualified Applicants to the NHQ. For this purpose, Regional Administrative Officers are directed to facilitate the necessary coordination/collaboration with TESDA regional offices for the conduct of Trade Test or devise a system on the procedure to be adopted during the Trade Test. ‘The actual result of the aforesaid test shall cause the removal or retention of the applicant in their respective categories (Drivers or Non-Drivers) Final List of Qualified Applicants (FLQA). The Final List of Qualified Applicants shall be categorized into Drivers, Engineers, Architects and Non-Drivers Category. Said list shall be posted in the DILG and BFP official website which shall be facilitated by the NHQ. Qualifying Written Examination (QWE). The qualifying written examination shall be 40% of the corresponding maximum percentage points. The conduct of simultaneous Qualifying Written Examination shall be facilitated by the concerned Regional HRMPSBs. Questionnaires. Qualifying Written Examination for Fire Officer 1 (Regular Quota) shall be prepared and printed by BFP NHQ Committee of Examiners (CoE). The packed and sealed questionnaires and answer sheets shall be mailed to respective Regional Offices Venue. It shall accommodate all the examinees at one time to ensure uniformity in the communication of instructions. The Regional Committee of Examiners shall supervise and document the burning of used and unused Questionnaires and unused Answer Sheets. They shall also safe keep the used answer sheets of applicants who took the Qualifying Written Examination. Regional Administrative Officers must provide armchairs for the convenience of the examinees. If and only if all efforts have been exhausted and armchairs are not available, Regional Administrative Officers may ask the examinees to bring their own folders instead. BFP Officers and personnel who will be involved in the conduct of Qualifying Written Examination must be in the venue at least four (4) hours before the intended start of the Written Examination, and they must wear their GOA/Bush Jacket Examination Proper. The registration (evaluation of Valid IDs, seat plans, etc.) will start at exactly 1200H 21 May 2019. The simultaneous conduct of qualifying examination will commence at exactly 1400H. Duration of examination is two (2) hours. Applicants must bring with them their two (2) valid IDs, passport size picture with nametag, folder, in case of unavailability of armchair, and Black Ballpen during the written examination ANtire of examinees shall be white t-shirt, maong pants and rubber shoes. Checking of Answer Sheets. The Answer Key shall be sent separately after the Qualifying Written Examination. The Checking of Answer Sheets will be carried out by the Regional Committee of Examiners (RCoE) Accordingly, the duly certified results of all examinees (hard and soft copy) will be sent to the RSS, HRMD, BFP NHQ (cssbfpnhq10@yahoo.com.ph) for publication on 22 May 2019. Results shall be posted in the DILG and BFP official website. To standardize/rationalize the number of FO1 applicants who will proceed to the next stages of hiring, “Quota x 2” per Region shall be observed, to illustrate: Duly approved Quota based on Program Distribution List 450 = Total # of FO1 applicants who took the Written Examination Formula: Quota x 2 150 x 2 = 300 Hence, only the top three hundred (300) applicants amongst the 450 applicants who took the Qualifying Written Examination shall be allowed to proceed to the next stage. Exemption. Pursuant to the Article V. Privileges of Registered Criminologists, Sec. 34. Privileges of Registered Criminologists and Sec.35 Preference of Appointment in Government Criminal Justice and Other Government Institutions of Republic Act No. 11131 also known as The Philippine Criminology Profession Act of 2018, all registered criminologists are exempted to take the Qualifying Written Examination. For final ranking purposes, Criminologists will be given the grade of 75 points. However, Criminologists who want to take the QWE shall submit a letter waiving their exemption privileges. Percentage Quota Distribution. The Drivers, Engineers and/or Architects and Non-Drivers will be ranked independently/separately with respect to the results of the Written Examination to give preference to drivers, engineers and architects. Percentage Quota Distribution Drivers - 40% Engineers and/or Architects - 35% Non-Drivers = 25% Total 100% All Regional HRMPSB are directed to strictly adhere to the percentage quota distribution. In case that the required quota for drivers, engineers and architects will not be filled-up in the regular recruitment for CY 2019, it shall be opened in the succeeding recruitment process in the region until such time that the suggested quota for drivers, engineers and architects will be filled up. Example: 150 = Approved quota based on Program Distribution List 60 | = | Drivers who took the Qualifying Written Examination Engineers and/or Architects who took the Qualifying 53 ° : | = | Wiiten Exemination Non-Drivers who passed the Qualifying Written Examination Pn eee Total Number of FO7 applicants who took and passed the Qualifying Written Examination | Since Quota x 2 will be observed, only the top 300 will proceed to the next stage which is the Physical Agility Test. Therefore all the 60 Drivers and 53 Licensed Engineers and/or Architects are automatically included in the top 300, and those Non-Drivers who ranked # 1 to # 187 will fil the rest of the 300 quota. In case the number of successful applicants is lower than the quota due to elimination by reason of failure to pass the recruitment stage/s, the concerned region shall consider the applicant/s who is “next in rank’ in the Qualifying Written Examination. Physical Agility Test. The Physical Agility Test (PAT) shall be 30% of the corresponding maximum percentage points. Prior to the conduct of PAT, initial physical assessment (blood pressure, heart rate, pulse rate) shall be conducted to applicants by the concerned BFP Medical Officers or Regional Emergency Medical Services. Applicants whose vital signs (blood pressure, respiratory rate, pulse or heart rate, body temperature) are not within the normal range during the initial assessment may be allowed to rest. However, they must undergo PAT within the prescribed schedule. Otherwise, they will be considered “FAILED” and disqualified to proceed to the next process. BFP Physical Agility Test Form (BFP-QSF-HRMD-011 Rev @@ (05.04.18) shall be used in rating the performance of the applicants. Only applicants who passed the Physical Agility Test shall proceed to the next stage which is the Panel Interview. Posting of Results of Physical Agility Test in the DILG-RO and BFP-RO official website to shall be done by the BFP-RO. Panel Interview. The oral examination shall be 30% of the corresponding maximum percentage points based on the following Potential (physical and intellectual attributes) 40% Psychosocial Attributes 30% Personality Traits 30% Total 100% Only those applicants who passed the Panel Interview shall be subjected to Complete Background Investigation. No Special Panel Interview shall be conducted. Results of Panel Interview shall be posted in the DILG-RO and BFP-RO official website. Complete Background Investigation (CBI). The Regional HRMPSB through the Regional Intelligence and Investigation Branch shall conduct a Complete Background Investigation in a maximum span of two (2) weeks to verify the authenticity of the submitted documents and to check the personal background of the applicants. Only those applicants who have passed the CBI shall undergo the Neuro-Psychiatric Examination and Drug Test Neuro-Psychiatric Examination and Drug Test. The Regional HRMPSB shall ensure that only shortlisted applicants will be subjected to the conduct of Neuro-Psychiatric Examinations and Drug Test. In the event ©© that the number of shortisted applicants is less than the PDL, the “next-in- rank’ applicants in the latest stage of the process (Panel Interview) shall be prioritized Posting of Successful Applicants who passed the Neuro-Psychiatric Examinations and Drug Test shall be facilitated by the BFP-RO. Government Hospitals/Clinical Laboratories. The list of government hospitals and/or clinical laboratories operating within your respective regions must include certified true copy of the service providers’ proof of any accreditation from the Department of Health (DOH) and price quotations of their services. |. Deliberation of HRMPSB. The Regional HRMPSB shall convene, deliberate and prepare the final ranking of applicants based on their performance from the commencement of the process until NPE/DT through a resolution signed by all Regional HRMPSB members following the order of priorities, for subsequent submission to the appointing authority: 1 priority - Drivers 2 priority- Engineers and/or Architects 3 priority - Non-Drivers For ranking purposes, the following criteria with the corresponding maximum percentage points will be observed: Qualifying Written Examination 40% Physical Agility Test 30% Panel Interview 30% 100% m. Selection by the Appointing Authority. The appointing authority who is the Regional Director (RD) shall be guided by the Regional HRMPSB's comprehensive evaluation report of candidates screened for appointment and in the exercise of sound discretion, select, in so far as practicable, from among the top applicants deemed most qualifies for the appointment to the vacant position. n. Posting of Final List of Successful Applicants. The final list of successful applicants shall be posted in the DILG-RO and BFP-RO official website. The appointing authority shall appoint only those who were included in the final ranking prepared by the Regional HRMPSB. As a requirement, your respective Regional HRMPSB resolutions shall contain the detailed stages of hiring and selection, to include the dates of correspondence issued for the purpose. ©. Oath-taking Ceremony. Posting of appointments in the DILG-RO and BFP-RO official website shall be facilitated by the BFP-RO upon approval of the appointing authority. In no case shall an appointee take her/his Oath of Office before the issuance of appointment by the appointing authority. p. Unit Assignment. The Regional Director must ensure that all appointees shall be assigned to City/Municipal Fire Stations or Sub-Stations. The initial specific unit assignment shall be stated in the Regional Order/Absorption Order. @O No. q. Submission of Documents. Name Three (3) days after the oath taking ceremony (July 04, 2019), the following documents must be submitted to RSS, HRMD, BFP NHQ for the issuance of Bureau Order announcing the absorption of successful applicants for FO1 in the BFP: a. Softcopy of Regional Order for newly absorbed FO1 with following format of names: Status Item Number Place of Assignment Juan A Dela Cruz | Permanent | U-14-16408 RSS, BFP-NHQ b. One (1) set of the following: Regional Order (with _unit/place of assignment); Regional Personnel Selection Board Resolution; Authority to Fill-up Vacancies; Medical/Dental Board Resolution: Certificate of below quota (for under quota); and Certificate of Waiver signed by Chief, BFP VVVVVY One (1) set of the following per recruit arranged as follows: > Appointment; and > Computer Data Sheet indicating Tax Identification, Phithealth and Pagibig Numbers > Certificate of Validation issued by the Regional Chief, Administrative Division, re: Tax Identification, PhilHealth and Pag-ibig Fund Numbers; and > Photocopy of Tax identification, PhilHealth and Pag-ibig Fund Cards.
