ACTIVITIES AND LAYOUT OF JUSTICE COURT

SECTION -B

The Saket District Court is located in Saket, New Delhi- 110017 covering an area of 17 acres. The basic design
concept provides for the Judges’ Chambers on separate and exclusive floors sandwiched between two court
room floors. CCTV Cameras have been installed in the court premises. At present there are 81 Court Rooms
available at Saket Court Complex, out of which 68 Courts are functional, Family Court, Delhi Legal Services
Authorities Office and various other branches and Lawyers Chambers.
Layout and Branches -
FACILITATION CENTER/ PRO Office:
A facilitation Centre is located at entrance of the main building of the Court Complex where all information
relating to court work is available to litigants, lawyers and general public and An Asst. Public Relation Of-
ficer maintains all information related to judiciary. Apart from this the work of arranging/booking air tickets
for Judicial Officers for official tour & corresponding with the National/State Judicial Academy.

FILING COUNTER:
To receive cases pertaining to District Judge, District & Sessions Judges and Addl. District & Sessions Judges,
Senior Civil Judges and Civil Judges, Rent Controller, Addl. Chief Metropolitan Magistrate and the Metropol-
itan Magistrates and bail applications.

VIDEO CONFERENCING:
Video conferencing facility has been made available at the Court Complex in Court Room No. 16, Ground
Floor, South Wing of the Court Building. At present the conferencing between the Court and the Jail and
other Court Complexes including the Hon’ble High court is possible from the Conferencing room.

CASH BRANCH:
The Cash Branch is located on the Fourth Floor in the Administrative Block of the Court Building. The Cash
Branch is responsible for all kinds of cash receipts (viz. challans, fines, fees etc.) and deposit of the same in
the Government Treasury/ Reserve Bank of India.

NAZARAT BRANCH
Nazarat Branch is functional at the Second Floor in the Administrative Block of the Court Build-
ing. Nazarat Branch also known as process serving agency is primarily responsible for delivery/execution of
various processes (summons/notices/warrants etc.) issued by the Saket Courts and the processes received
from other Courts of different Districts/States also.

ACCOUNTS BRANCH
Accounts branch is located on the Fourth Floor of the Administrative Block in the Court Complex. The Ac-
counts Branch is responsible for preparation of all the Pay & Allowances of the Employees and the Employer.

GENERAL BRANCH
The General Branch is located on the Fourth Floor in the Administrative Block of the Court Complex. This
Branch traces/ links the cases related to old and existing Courts and also deals with the work of Building
Maintenance Committee, appointment of Oath Commissioners, Canteens, Lawyers Chambers etc.

ADMINISTRATION BRANCH
The Administration Branch at Saket District Court is located on the Fourth Floor in the Administrative Block
and deals with the functions related to the administration of the Court Complex and the employees.

R&I BRANCH
Receipt and Issue Branch is on the Fourth Floor in the Administrative Block of the Court Building. The Branch
is mainly divided in to two sub head i.e. Receipt Section & Dispatch Section and deals with all the Corre-
spondence/ Communications after making entries with particulars of subject.

PIO/ RTI SECTION


The PIO/ RTI cell exists at the Fourth Floor in the Administrative Block of the Court Building and is headed by
the Public Information Officer. All the applications after being received by the RTI Section the same are
disposed of by the Public Information Officer, Saket District and all such data is duly transmitted to all the
quarters concerned.

RECORD ROOMS (Sessions)


The Record Rooms (Sessions) are located on the Third Floor of the Administrative Block of the Court Com-
plex. The Record Room works for weeding out of the matured Judicial Records and Consignment of files
decided by the Judicial Officers.

COMPUTER BRANCH
The Computer Branch has been set up on the Third Floor in the Administrative Block of the Court Building.
The Branch Controls the computer facilities installed at all the Courts, Branches and the residences of the
Judicial Officers and provides the necessary technical assistance to troubleshoot the problems wherever re-
quired.

CARE TAKING BRANCH


The Care Taking Branch is located on the Second Floor in the Administrative Block of the Court Complex. The
Branch control and supervise Group-D employees (sweepers, cleaners, gatekeeper etc.) and supervise the
cleanliness work of the building. The branch also deals with arrangement of meetings/functions, all the com-
plaints related to PWD, AMC, etc.

COPYING AGENCY
The Copying Agency (CA) i.e. CA (Civil), CA (Sessions) are located at the Ground Floor in the Administrative
Block. This agency provides the Certified Copies of the documents related to the Judicial Case Files on appli-
cation.

LIBRARY
A Library is presently functional at the First Floor in the Court Complex, however construction is underway
for a full-fledged Library equipped with all the facilities and the Reading Space for the Judicial Officers on the
Fourth Floor of the Court Complex. Judicial Officers can access all the reference Books, Journals, Bare Acts,
General books, law Journals, Law Software’s etc. Binding of Law Journals, Purchasing of Newspapers and
Magazines for the Ld. District Judge, New Delhi District.

JUDICIAL BRANCH:
Judicial Branch at Saket District Court is located in the Administrative Block on the Fourth Floor of the Publi-
cation Building. This branch deals with matters related to Judicial officers and also keeps the record of the
monthly disposal statements, training programmes, leave, etc.

LEGAL AID SERVICES


The office of the Legal Aid Services has been set up in Room No. 607, on Sixth Floor in the Court Room Block
to provide free legal services to the needy, poor, woman, scheduled casts, children etc. wherever applicable.

FAMILY COURT
Two Family Courts have been set up adjacent to the Court Complex at the First Floor and the Second Floor.
Special Rooms have been provided in the Family Court at New Delhi District keeping in view the basic needs
and requirement of the children who come with their parents to attend the proceedings.

POST OFFICE
Post Office has been set up in the Lawyers Chambers Block on the Ground Floor for staff, lawyers, litigants
& general public.

BANK & ATM


A branch of State Bank of India along with ATM has been functioning at the Ground Floor of the Utility
Block to facilitate easy financial transactions by the Court Staff, Litigants, Lawyers and the General Public.

CANTEEN
A Canteen is in operation on the Ground Floor in the Lawyers Chamber Block to provide easy access to the
hygienic and healthy food beverages and refreshments.

OTHER FACILITIES (SERVICES IN RELATION TO OTHER INDEPENDENT FACILITIES)


Sufficient space has been provided for various public facilities, mentioned hereunder:

OATH COMMISSIONER
Oath Commissioners are available in Courts Complex for the purpose of attestation of the documents to be
filed in the Courts. A nominal fee of Rs. 10/- only is charged by the Oath Commissioners for attestation of
the documents.

NOTARY PUBLIC:
For the purpose of attestation of all the documents, Notary Public is also available inside the Court Com-
plex. A fee of Rs. 15/- is charged by the Notary Public for verification and attestation of the normal docu-
ments, as per the rules of the Notary Act, 1952.

JUICE CORNER:
A kiosk allotted at HPMC is located on the Ground Floor in the utility block at Saket Court Complex. Different
kinds of Juices and other refreshment items are readily available to the staff, lawyers, litigants and other
visitors.

PHOTOCOPYIST & TYPISTS :


Private Typists and Photo copyists are available in the Lawyers Chamber Block.

OTHER FACILITIES AVAILABLE TO THE PUBLIC

Patiala House Courts Complex is visited by thousands of people every day which include litigants, lawyers
and general public apart from the Judicial Officers and Staff. Keeping in view the huge foot falls, the follow-
ing facilities have been made available in Patiala House Courts:

HANDICAP FRIENDLY STRUCTURE:


In order to ensure that the physically challenged people are not made to face hardships while attending their
cases in the Courts existing at various floors of Saket Court Complex, provision of ramps has been made at
each level. Further, the lifts are also designed to be handicapped friendly, so that the disabled people can
use them with any problem. A wheel-chair is also readily available in the Court Complex for the disabled,
which can be used as and when required.

PUBLIC CONVENIENCE:
Adequate provision of Drinking Water and Toilet facilities has been made on each floor of the Court Complex
including the Administrative Block and the Lawyers Chambers Block.
PARKING:
Two level basement parking for the public has been provided in addition to one tier parking under the courts
building for Judicial Officers and two tier basement under the Admn. Block.

PARK:
There is a small park in front of the Main Building for General Public to sit.

SITTING ARRANGEMENTS:
There is sufficient space earmarked for the sitting arrangements for the litigants and the lawyers inside and
outside each court room and in the main halls of the Court building.

DISPENSARY:
A dispensary of the Govt. of NCT of Delhi is situated in the Saket District Complex where a Medical Officer
would be available from 9.30 A.M. to 3.30 A.M.

STAMP VENDORS:
Stamp Vendors are seated in the Court Complex.

FILE INSPECTION:
The Judicial files can be inspected on the payment of Court Fees of Rs. 5/- for an hour on the same day, if
the case in not listed on the same day. If the case is listed, then Court fees of Rs. 10/- per hour is to be
paid. The party to the litigation or authorized lawyer can inspect the same. The inspection of decided file
can be done by all public persons.

TRANSPORT ALLOWANCE TO THE WITNESSES:


The witnesses are paid Travelling Allowance when they come to the Court for deposing/evidence.
