Services cannot be guaranteed for forms that are submitted after the stipulated deadline.

The following information is supplied for your reference only. Exhibitors are advised to read through the detailed shipping
manual of the Official Freight Forwarders carefully and observe the shipping requirements and deadlines. Failure to
comply with the strict import requirements will cause unnecessary delays in clearance and may lead to confiscation and/or
heavy surcharges.

All exhibition goods must be sent “Freight Prepaid” to the appointed freight forwarder. Please contact your
appointed freight forwarder for consignee & notify party details, which are very important for smooth clearing of
consignments for the exhibition.
IMPORTANT:
The Vietnam Authorities allows exhibits to be imported under ‘Temporary Import’ basis and exhibits must be re-exported
within one month from the close of the show. However, please note that alcohol and wine, import duties and taxes must
be paid upon importation. Import duties and taxes also apply to consumable goods such as print material, souvenirs, food
and foodstuff products, etc.

Identification
All workers employed in the construction of the stand must wear identification badges provided by the SECC at all times when
they are in the exhibition halls. Personnel without proper badges will be refused entry into the exhibition halls. Please refer to
Form 15 for Contractors’ badges.
Removal of Rubbish
During the build-up period, exhibitors and their contractors will be responsible for day-to-day removal of debris (i.e. empty paint
cans, lumber scraps, etc.). Failure to do so will result in the exhibitors being liable for the service fees involved in removing the
debris.
Building Regulations
Detailed drawings of stands must be submitted to the Organiser by the stipulated deadline for the approval of the relevant
government authorities and the Organiser to ensure that the interests of all exhibitors are observed.
The exhibiting company and their appointed contractor(s) shall ensure the structural integrity of their booth design.
Hall Structure
In the construction of the booth, existing fixtures or walls may not be used in any way (eg. nailing, wiring or fixing of items to
any existing structure).
Work Schedule
Exhibitors and their appointed contractors must strictly adhere to the schedule given by the Organiser.
In accordance with the Organiser’s build-up schedule, carpet and main structures must be installed within 24 hours of the
commencement date.
Failure to comply with these regulations may result in the delay of installation of electrics and equipment move-in, and any
consequential costs incurred will be charged to the exhibitor.
Floor Covering
All booths must be carpeted or laid with some form of flooring as clear demarcation of contracted space. All carpet and floor
covering must be affixed with double-sided tapes. These tapes are to be removed during the dismantling period. The use of paint
or other adhesives on the floor of the exhibition hall is strictly forbidden.
Backwall / Sidewalls
With the exception of “island” (4-side open) booths, a backwall must be installed for every booth. Booth with adjoining
neighbour(s) must also be installed with the necessary sidewall(s).
Height Restriction
The permitted stand height is 2.5m (8.3ft). Any design for a structure exceeding 2.5m in height must be submitted for approval at
least 10 weeks in advance and will be considered on a case-to-case basis. If approved, this structure will be restricted to a distance
of 1 metre (3.28ft) away from the dividing walls of the adjoining stands. This restriction also applies to overhead structure
suspended from the existing hall ceilings.
For booths in the exhibition hall maximum stand height allowed: 6m*
* As the ceiling height including perimeter structures of the hall ranges from 2.8m to 12m, please check with the
Organiser if the location of your booth allows the height of above 2.8m.
For booths in the main lobby & concourse, the maximum stand height allowed is 3.5m.
For booths in the tent, the maximum stand height construction allowed is 4.0m (Perimeter stands is 3.5m)

Open Frontage
All stands in the exhibition, irrespective of height, must have at least half of any frontage facing an aisle left open, or fitted with
transparent (clear see-through) material. This area must be left visibly free of obstruction.
Each side of the exhibition stand should not be obstructed for more than 3 metres continuously
Dismantling
At the close of the exhibition, it is the joint responsibility of the exhibitor and contractor to dismantle and remove the stand in
accordance with the dismantling schedule specified by the Organiser. All debris and carpets must be cleared by the exhibitors
and/or their contractors as per the tear-down schedule given by the Organiser. Failure to do so will result in the contractors/
exhibitors being liable for service fees incurred.
Unforeseen occurrences
In the event of any occurrence not foreseen in these Rules & Regulations, the decision of the Organiser shall be final.
(b) Detailed stand design drawing (elevations, layout plans and perspective views) must be submitted to the Organiser 10 weeks
before the show. For double storey stands, this must be submitted 3 months before the show.
(c) All approved contractors must lodge a refundable security deposit, equivalent to VND 1,100,000 per square metre to SECC,
based on the contracted booth space. Upon approval, the contractors are required to pay fees for contractors’ badges at VND
110,000 per badge and management fees of VND 120,000 per sqm payable to SECC based on the contracted booth space, as
per venue regulations.
- Hand-carried goods/exhibits
- Goods/machines with original wheels attached (proved by their catalogue)
to be brought into the exhibition hall either by staffs of exhibitors or by small trolley of SECC. Exhibitors approach the
Information counter for Borrowing Trolley Request form.
(e) Exhibitors are requested for service from the Official Freight Forwarder if the exhibit is either heavier than 100 kilograms or
more than 1 cbm. For safety reasons and to avoid congestion in the exhibition ground, only the Official Freight Forwarders
are allowed to operate mechanical handling equipment (e.g. pallet-trucks, fork-lifts, cranes) inside the exhibition halls.
(f) No explosives, petrol, dangerous gas or highly inflammable substance (O2, CO2 …) will be allowed in the exhibition complex.
The organizer must be notified in advance of any display of motor vehicles with fuel tank, petrol-engined equipment.
(g) Contractors, have to present valid certificate of their air compressors, gas and gas cylinders to SECC’s security for checking.
No or expired certificate will not be accepted.
If exhibitors have any booth construction services and equipment provided by outside contractors, management fee and contractor
badges will be imposed by SECC. Please contact SECC for further information.
This is to ensure that the rules and regulations of both the Organisers (as contained in this Manual) and SECC are abided by and
to cover any damages arising directly or indirectly from any infringment. This is without prejudice to any additional claim the
Organiser or SECC may have on the contractor and/or the exhibitor if the damages exceed the deposit.
NOTE: General Information on page 4 and Exhibition Rules & Regulations on page 6-8 should be read together with this form.

1. The exhibiting company of the lower level of a particular booth must be the same as that of the upper level.
2. The rental rates for the contracted floor area at the upper level shall be 50% that of the lower level. That is, if
the rental rate for the lower level floor area is at the USD 610 per square metre, the rental rate for the upper
level area is check price rate for the lower USD 305 per square metre.
3. Double storey booth will only be allowed provided the minimum contracted floor area for the lower level of
the particular booth is 60 square metres and that the minimum length of any dimensions of the area is 6 metres.
4. The contracted floor area at the upper level shall not exceed 50% of the contracted floor area at the lower level
of the particular booth.
5. Any additional cost incurred in extending the build-up/tear-down period will be fully borne by the exhibitor.
6. Subject to the ceiling height limitations, all objects exceeding 2.5 metres in height must be placed at a minimum
distance of 1 metre from all boundaries adjoining a neighbouring booth.
7. The permissible occupant load of the upper floor shall be based on the ration of one person to 1.5m2. A notice
in 25mm plain block letters indicating the limitation of occupant load should be conspicuously positioned at
the head of the staircase.
8. All booth designs and construction must comply with the guidelines, rules and regulations laid down by the
relevant government authorities, as well as both the Organiser’s and the exhibition hall owner’s requirements.
9. Stand designs and layout plans must be submitted to the Organiser at least 3 months prior to the exhibition.
The exhibiting company and their appointed contractor must submit in quadruplicate the detailed drawings (to
scale in 1:200) with endorsement from a local qualified engineer together with structural calculations of the
proposed stand design.
10. Upon receipt of all relevant information/materials, the Organiser will submit them to the Fire Safety & Shelter
Department for comments/approval. The authorities will require some time before reverting with their
comments/ approval. Late submissions are usually not accommodated.
11. The booth must be constructed in accordance with the approved design and be ready within the build-up period
specified by the Organiser.
12. The exhibitor shall ensure that the booth is dismantled in a safe, systematic and organised manner; within the
specified dismantling period.
13. With regards to other issues in general, the rules and regulations stipulated in this Technical Services Manual
are still to be complied with.

To ensure the safety, hygiene and to be more professional in the constructing process of contractors during an
event. All approved contractors have to follow these following regulations while supplying services at SECC:
1. On move-in/ move-out days: All workers and people in hall need to wear protecting helmet (constructing
workers, supervisors, SECC staffs, cleaning and security team, Organizer) during working time.
2. To minimize the impact of dust on environment and health. During construction, when sanding wood,
plastering, build-up contractors are not allowed to use sandpaper to rub by hand, the use of sanding machine
with vacuum function is compulsory. Contractors need to equip a vacuum cleaner when using saw,
woodcutting tools.
3. Build-up contractors have to use wheeled-scaffolding (lockable) for easily transport and safety, avoid direct
contact between the iron legs and the floor. In addition, it will be more flexible in moving and help to release
the congestion in hall.
4. Build-up contractors should minimize the use of plaster because it will become solid waste after dismantling
which affect the environment and will be difficult to clean up. Contractors who use plaster have to clean up
everything after dismantling, SECC will apply sanction to contractors violate this regulation, the penalty fine
is equivalent to the violation: chemical drops on the floor (paint, viscous, solvent...).
5. Build-up contractors need to have the information of manager/ supervisor at the booth in order to contact when
needed.
6. Booth with private meeting room, storage and the area which using the heat-generated machines must be
equipped with fire extinguishers. The fire extinguishers need to be placed in a visible and easy to reach area.

PUBLIC LIABILITY / REFUNDS
Exhibitors are responsible for taking out public liability insurance against injury to persons and property of others on their stand, along
with their exhibits and merchandise moving to and from the show and during the show. The Exhibitors attention is drawn to clause
[9]: “Insurance” of the Exhibition Rules and Regulations. Each exhibitor is required to have valid and adequate insurance cover
of no less than US$ 3 million against public liability in place for the Exhibition. Exhibitors should contact their insurance broker to
cover their exhibits and exhibit materials. The Organisers will not be held responsible for any loss of, or damage to, exhibits and
personal items.
The Exhibitors attention is drawn to clause [12]: “Liability and Refunds” of the Exhibition Rules and Regulations which sets out the
rights and obligations of the Exhibitor and the Organiser(s) in respect of such matters.
It is required that all exhibitors sign the undertaking below and return to the Organiser(s) to acknowledge their compliance
with the insurance requirement.
The following information serves as a guideline to exhibitors. Exhibitors are at liberty to effect insurance coverage through their own
insurance broker.
Below is an extract from the Rules and Regulations which you have signed which relates to your Liability
Participation by the Exhibitor in the Exhibition is solely at the Exhibitor’s own risk.
The Exhibitor agrees to indemnify and hold the Organisers harmless, on demand, against all claims, liabilities, losses, suits, proceedings,
damages, judgments, expenses, costs (including legal fees) and charges of any kind howsoever incurred by or on behalf of or made
against the Organisers arising out of any breach of any of this Contract or the Exhibitor’s Manual or any other default or negligence
of, or any damage or loss caused by, the Exhibitor and/or any of its Representatives.
All exhibits are brought to, displayed at and removed from the Exhibition Centre at the Exhibitor’s own risk and shall be
safeguarded by the Exhibitor at all times.
The Organiser shall not be liable for any losses (including consequential losses), damages, demands, costs, claims, charges or other
expenses of any kind suffered or incurred by the Exhibitor, their Representatives or any other person arising in connection with the
Exhibition including, without limitation, (a) any theft, fire, (b) use of the Security Room Service, (c) defect in the Exhibition Centre
howsoever caused, (d) cancellation or early closure of, or delay in the opening or closing of, the Exhibition for whatever reason outside
the control of the Organiser, (e) any matter referred to in paragraph 3 & 4 of these Terms and Conditions, (f) any types of taxes accrued
or imposed by government (including any government agency or department) or regulatory authority to the Exhibitors or their
Representatives, (g) any natural calamity or any act of God, howsoever arising. The Exhibitor shall be liable to any third party for,
inter alia, any claims, injury or damage arising from any such event and/or from its booths and its portion of the shell scheme. The
Exhibitor and/or their Representatives shall have no financial or other claim against the Organisers.
The Exhibitor acknowledges that, in light of the Fees, the above provisions of this clause are no more than is reasonable to protect the
Organisers as Organisers of the Exhibition.
Nothing in this clause shall have the effect of limiting or excluding the Organisers’ liability for fraud, or for death or personal injury
caused by negligence of the Organisers to the extent it cannot be excluded or restricted at the relevant law.
We hereby acknowledge our liability as set out in clause [12] of the Rules and Regulations and confirm that we have obtained
public liability insurance as required by clause [9] of the Rules and Regulations with cover of no less than (US$ 3 million).
