1 - Personnel Protective Safety Equipment:

1A - Full Face Mask and Breathing Apparatus


4x Full Face Mask and Air Pump with a Custom
30m Tube.
Covers and protects all the mucous membranes,
including the Eyes, Nose and Mouth.

Application
• Powered Long Tube Breathing Apparatus is
mainly used for defence against inhalation of
harmful gases, dust, smoke and other pollution
substances.
• Suitable for chemical, petroleum, pharmaceutical
industry, gasworks, urban underground construction
and other industries.

Comprises of a comprehensive mask, 0.55m gas
hose, reliable belts, standard adjusting valve,

EN 343 Class 3:1


EN 343 is a European Standard for protective clothing that outlines a minimum level of protection
against wet weather, with the whole garment construction taken into consideration in addition to the
fabrics. Items are judged on two categories; the first ‘X’ judges precipitation, fog and humidity, and the
second ‘Y’ measures breathability in those particular conditions. They are then rated 1 to 3 within these
categories, with 3 representing the highest level of protection and 1 the lowest. See below the different
classes explained in each category:

2 - Equipment

The Equipment being deployed has been selected specifically for this task.
Cognizance has been taken with regard to the hazardous environment, and all equipment within
the tank is either Pneumatically, Hydraulically or Battery (Illumination) powered.

Additionally, a custom piece of machinery (2A) has been designed and manufactured for the initial
removal of the "sludge"; It consists of 2 opposing Archimedes screws within a half-tube with scoop
into an extraction nozzle at the mid-point of the 2 screws, feeding an Aluminium Quick-Release
nozzle. It is constructed of Stainless Steel and chain-driven by a Hydraulic Motor.

The housing is constructed such that no part of the rotating screw or the chain drive can come into
contact with either the tank or any other vertical or horizontal surface.
The chain drive if fully enclosed.

2B - Pressure Washer

The Pressure Washer is outside of the Fuel Tank, and feeds 2 sections of hoses, one 15m and the
other 20m, giving a total length of 35m.

2C - Hydraulic Power Pack:

The Hydraulic Power Pack is outside of the Fuel Tank, and feeds the Custom Sludge Machine via
2x 30m hoses, one feed and one return. Speed is governed via a Pressure Regulator at the Custom
Machine.

3 - Procedures

3A - Standard Operating Procedures and Supervision:


The Cleaning of the Fuel Oil Tank/s will only take place while the vessel is in dock.
One person (Supervisor) is at the opening (entrance /egress point) of the tank, maintains constant
visual vigilance of the Workers in the tank.
The Supervisor never enters the Tank - He can signal the Workers by tugging on the Harness
Tether (for example if their shift is complete).

Initially the rotational cycle for the Workers in the tank will be 10 minutes. This may be extended
to a maximum of 30 minuets per cycle if the Workers and Supervisor are comfortable that they are
not being overly stressed in any way.

There is a Tripod for the Emergency Extraction of the In-Tank Workers by the Supervisor, using
the Harness and Tether.

Additionally, the Supervisor has at his disposal a Vessel-Supplied Response Person who will be
equipped with either a Marine VHF or Ship-Borne Communications Handheld to alert Vessel Staff
in the event of an emergency (Health / Ambulance or Fire / Explosion).

3B: Standard Cleaning Procedures consist of 4 Phases:


3B1 - Preliminary Dilution of "Sludge" and removal of tank side residue.
In this phase, if the walls of the tank have residue, they are agitated with a rubber mallet to release
them. The Pressure Washer is then used to inject dilution chemicals along with hot water into the
sludge. The sludge, now diluted is left to stand for 30 - 60min for the process to take effect.

3B2 - Removal of the "Sludge" using the Custom Sludge Removal Machine.
In this phase, use is made of the Custom Sludge Removal Machine. In addition to the Worker
operating that equipment, a worker with the Non-Spark Shovel may assist in the alignment of loose
sludge for the Custom Machine to remove.

3B3 - Power Washing


In this phase, use is again made of the Power Washer to dissolve any sludge residue and the
Pneumatic Pump with a nozzle is used to vacuum up the residue.

3B4 - Hand Cleaning of the entire tank using Cloth and clean Fuel Oil.
In this phase, use is made of new white cloths and clean fuel oil to clean the entire tank.
This phase concludes the comprehensive cleaning process.

3C - Emergency Procedures:

3C1 - Personnel Extraction


Safety Harness with Tethers to the Supervisor. If the Supervisor notices any unusual activity or, if
the Worker/s fall, he can signal them via the Tether to exit the tank. If the Worker/s are
unresponsive, he signals a Medical Emergency and then proceeds to winch the Worker/s out of the
tank using the Tripod.

3C2 - Fire
In addition to the Extraction Procedure, the Supervisor first signals the Fire Protocol (in
accordance with the vessels standard protocol) before extracting the Worker/s. The situation must
then be addressed by the vessel response staff.

3C3 - Explosion
In addition to the Extraction Procedure, the Supervisor first signals the Explosion Protocol (in
accordance with the vessels standard protocol) before extracting the Worker/s. The situation must
then be addressed by the vessel response staff.

4 - Ventilation
WE HAVE ON BOARD 6 Units of MVS-SHT 30 Blowers:

Description
This series of MVS SHT Portable Ventilators comes with large capacity motor and it
is housed in a rugged all steel casing that is powder coated to prevent corrosion.
Special designed axial propellers provides this series with high static pressure, high
flow rate and excellent strength. The low profile design with anti-vibration foot pads
provides maximum stability to the ventilator during operation. SHT 30 has an
adjustable stand that allows it be used horizontally or vertically.

There are 20 pieces oif MVS-VH1205 Ducting:


12 Inch Diameter, 5 meters of Ducting hose.
Providing a total of 100m Ducting, or 4x 25m using 4 blowers;
A total of 6 Blowers: 2 for fresh air in, 2 extracting and 2 spare.
