Sub: Proposal for procurement of electrical insulated safety-mat for LT Panels at
Aurangabad S/s.
1. Aurangabad S/s was commissioned in Jan’14 and subsequently all other bays
were charged and presently in O&M stage.

2. During the commissioning, ACDB, DCDB and all other panel rooms panels
were not provided any electrical insulated mat.

3. As per safety norms electrical insulated mat should be laid in front of all flour
mounted ACDB, DCDB and relay control panels for safety of operator during
the operation of equipment.
4. By considering the all ACDB, DCDB, relay control panels and additional
required Qty is estimated to 350 meter long, 1m width and 2mm thickness.
Estimation of total required quantity is also attached as Annex-II
5. In connection with the above, a budgetary quotation is collected from
M/s.Metro Rubber Corporation vide ref MRC/LT/2018-19/B1259

dated 08/04/2019 (copy attached), who is already executed the same work at
400/220kV KOTRA S/Stn (a copy of PO attached). Based on the rates quoted
by Agency, a BOQ is prepared with a total cost estimation of Rs.1,89,980/-. A
copy of same is also attached as Annex-I.
6. List of interested parties attached at Annex-IV
7. Competent authority is requested to kindly accord the following.
a. Approval for cost estimation of Rs.1,89,980/- including GST and freight
charges.
b. Procurement is proposed through limited tender basis
c. Approval for interested list of parties.
As per revised DOP section-II cl. no 1.1(a) Chief Manager and above is the
component authority to accord the technical and administrative approval of
estimation and as per DOP Section-II cl.no1.3 (b) DGM and above is the
component authority for approval of award of contract. General terms and
conditions attached as Annex-III.

Annex-III
General Terms and condition
1. The material supply shall be of class-A confirming the IS-15652-2006.
2. Color of mat is blue. The size of supplied material should be 1meter width and
10 meter long.
3. Every meter of mat should be marked with respective Class symbol, Lot No.
or Batch number and Manufacturer’s Identity or Brand name and Tested &
Stamped to IS: 15652-06 specification with ISI marking and shall be approved
with leading Electronic Instrument testing Institutions like ERDA, CPRI, BIS.
4. Insulating mat shall be made of elastomeric material free from any insertions
leading to deteriorations of insulating property. It shall be resistance to acid,
oil and low temperature.
5. Upper surface of insulating mat shall have small aberration( rough surface
without edges) to avoid the slippery while the lower surface shall be plain or
could be finished with slip resistance without affecting adversely the
dielectric properties of mat.
6. High Elongation & Tensile Strength. No tear or breakage due to Trolley

movement & Foot Traffic.
7. MAT shall be tested as per IS-15652-2006, Test report shall be submitted to us

before dispatch.
