Yusfian Frandika: An Implementation on Village Fund Allocation Policy at Desa Setia Budi,
Kecamatan Bengkayang, Kabupaten Bengkayang. Thesis. Public Administration Study Program,

This research aims to describe and analyse the process on implementing the policy of Village Fund
Allocation at Desa Setia Budi, Kecamatan Bengkayang, Kabupaten Bengkayang. This research is
based on the problem of the implementation on construction that causes slow rate construction at
Desa Setia Budi. Method of this research was descriptive with qualitative approach. Subjects of
this research were Sekretaris Camat Bengkayang, Headman of Desa Setia Budi, the Chair of Badan
Permusyawaratan Desa, the Chair of Lembaga Pemberdayaan Desa, and the local people of Desa
Setia Budi. This research applied the theory of Edward III, whereas the four aspects are
Communication, Resources, Disposition, and Bureaucracy Structure. The result showed that there
were still inadequate Communication between implementer and policy target regarding to contents
and objectives of Village Fund Allocation. The inadequacy of Resource caused the policy to not
be optimal. The are also insufficiencies of Disposition in holding Rencana Kegiatan Desa that is
not corresponding with the defined procedure. Besides, Bureaucracy Structure did not work based
on standard operation procedure between the headman and the head of Lembaga Pemberdayaan
Masyarakat. The result can be concluded that the result of policy implementation on Village Fund
Allocation has not been according to the regulation by Pemerintah Daerah through Peraturan
Bupati Kabupaten Bengkayang number 3 of 2014 about Technical Guidance of Using Village
Fund Allocation, so the policy implementation is no optimal.
