EXCERPT FROM THE MINUTES OF THE REGULAR MEETING HELD BY THE FAMILY & LIFE
APOSTOLATE (FLA) ON DECEMBER 15, 2019 AT HAPPY PLACE, CANTILAN, SURIGAO DEL
SUR.

Present: 12 Parishes with 25 Authorized Representatives / Parish Coordinators


Absent: 9 Parishes

DIOCESAN – FLA RESOLUTION NO.02, S-2019

STRONGLY OPPOSING HOUSE BILL NO. 4982, ENTITLED: “PROHIBITING


DISCRIMINATION ON THE BASIS OF SEXUAL ORIENTATION OR GENDER IDENTITY OR
EXPRESSION (SOGIE) AND PROVIDING PENALTIES THEREFOR”

WHEREAS, House Bill No. 4982, entitled: “An Act Prohibiting Discrimination on the Basis of
Sexual Orientation or Gender Identity or Expression (SOGIE) and providing penalties therefor”, has been
filed in Congress on February 7, 2017 and is recommended for approval in substitution of House Bills
Numbered 00051, 00267, 00949, 01034, 01108, 0145, 01854, 03245, 03555, 03701, and 004414;

WHEREAS, R.A. No. 3019 – The Anti-Graft & Corrupt Practices Act, provides penalties for any
person on authority in the government from committing graft and corrupt practices against any person
who would to avail/ access of services inherent in his / her office;

WHEREAS, R.A. No. 6713, as amended, the Code of Conduct and Ethical Standard for Public
Officials and Employees, section 2 Declaration of Policy provides fir the State to promote a high standard
of ethics in public service. Public officials and employees shall at all times be accountable to the people
and shall discharge their duties with utmost responsibilities, integrity, competence, and loyalty with
patriotism and justice, lead modest lives, and loyalty with patriotism and justice, lead modest lives, and
uphold public interest over personal interest;

WHEREAS, R.A. No._______, known as the Anti-Bullying Act penalize all persons committing
all forms of bullying such as physical assaults, verbal attacks, social isolation and cyberbullying.

WHEREAS, the 0987 Constitution provides that: “No Person shall be deprived of life, liberty or
property without due process of the law nor shall any person be denied the equal protection of the laws,
(Phil. Const., Art. III, Sec 1, Bill of Rights.);

WHEREAS, the Appellate Court of the Philippines totally dismissed for look of merits the
petition of sums LGBT petitioners for legal recognition of Same Sex Marriage;

WHEREAS, if House Bill No. 4982 is approved by Congress it will create a especial “class of
people” to the detriment of the majority of the Filipinos;

NOW THEREFOR, BE IT,

RESOLVE, AS IT IS HEREBY RESOLVED BY THE Diocesan Family & Life Apostolate


(FLA) of the Diocese of Tandag, to strongly oppose the passage approval by the Philippine Congress,
House Bill No. 4982, otherwise kwon as “An Act Prohibiting Discrimination by the Basis of Sexual
Orientation or Gender Identity or Expression (SOGIE) and Providing Penalties Therefor”.

RESOLVED FURTHER, that copies of their resolution the furnished all congressman, senators,
Congress of the Philippines, for their proper information and guidance.

RESOLVED FINALLY, that a Diocesan-Wide Signature Campaign be initiated for gather more
votes of indorsement from all members of the Family and Life Apostolate (FLA) and other Church
mandated Religious Organization.

ADOPTED AND APPROVED, upon motion presented by Bro. Florante A. Campos,


unanimously seconded by all FLA officers/members present, this 15th day of December, 2019 at Cantilan,
Surigao del Sur.
