The Executive Engineer, Rukura Canal Division, Rourkela., Dist.–Sundargarh on behalf of Hon’ble
Governor of Odisha invites on-line Percentage Rate bids in single cover system respectfully for the
construction of work detailed in the table below from the class of contractors as mentioned in Column-7
against each work registered with the State Governments and contractors of equivalent Grade ? class
registered with Central Government / MES/ Railways for execution of Civil works. The proof of
registration from the appropriate authority shall be enclosed along with the bid.

2. Bid document consisting of information , specification and bill of quantities of the works are available
in web-site www.tendersorissa.gov.in and the set of terms and conditions of contract and other
necessary documents can be seen in the web-site till last date of sale and submission of Bid.

3. Availability of tender for on-line bidding from 10.00 A.M of Dt 20.01.2020 to 05.30 P.M of Dt
31.01.2020 from Govt. website www.tendersorissa.gov.in. The last date & time of seeking
tender clarification is upto at 5.30 P.M dt 29.01.2020 .

4. The required amount of E.M.D / Bid Security and cost of Bid document as mentioned for the
specified work in Col .5 & 6 respectively of above Table shall be collected in separate pooling
accounts open in Focal Point Branch called e-FPB of respective designated Banks such as SBI / ICIC
Bank / HDFC Bank at Bhubaneswar.
5. The successful bidder quoting less bid price than the amount put to tender shall have to furnish the
exact amount of differential cost i.e. estimated cost put to tender minus the quoted amount as
additional performance security (APS) in shape of Term Deposit Receipt of Schedule Bank pledged
in favour of the Executive Engineer, Rukura Canal Division, Rourkela within seven days of
finalization of the tender, otherwise the bid shall be cancelled and the security deposit shall be
forfeited. Further, proceeding for blacklisting shall be initiated against a bidder. In case of SC ? St
bidder who wants to avail the price preference he must have to furnish the required affidavit to avail
price preference.
6. Bid validity period of the tender is for a period of 90 days from the last date of submission of Bid.
If any bidder withdraws his Bid / Tender before the said period or makes any modification in the
terms and condition of the bid, the E.M.D deposited at the time of submission of tender/ bid shall
stand forfeited.

7. Exemption of EMD to the Engineer Contractor will be allowed for a maximum of three(03) works
in a financial year and the fact of the awarding a work with exemption of EMD should be entered in
the original registration certificate of the Engineer Contractor. Engineer Contractor desires to avail
the exemption of EMD is required to submit an affidavit to the affect that He / She has not availed
the facility for more than two works during the current financial year.

8. The original affidavit should be retained by the bidder with him. The bidders have to furnish the
original documents to the Executive Engineer, Rukura Canal Division, Rourkela as and when
required for verification of tender. The successful bidder have to submit the original affidavit to the
Executive Engineer, Rukura Canal Division, Rourkela before drawal of Agreement..

9. Date of opening of Tender :- Dated 01.02.2020 at 10.30 A.M in the office chamber of the
Executive Engineer, Rukura Canal Division, Rourkela . If the rate quoted by more than one bidder
is found to be equal and lowest & within the permissible limit, then the tender will be finalized by a
transparent lottery system(i.e on 01.02.2020 at 03.30 P.M) in the Office Chamber of the Executive
Engineer, Rukura Canal Division, Rourkela in presence of the qualified Bidders or their authorized
representatives who so ever desire to be present. If the scheduled date either for opening of tender or
lottery for finalization of tender is declared as a Govt. holiday then the same will be conducted in the
next working day.

10. The single tender received in the first call shall be cancelled without opening the bid. The acceptance
of the single tender received even after retendering should have prior approval of next higher
authority vide O.P.W.D. Para-3.5.18 of Office memorandum no 16/W dated 01.01.2015.

11. Authority reserves the right to reject any or all the tenders without assigning any reasons thereof.
