NATIONAL COMPETITIVE BIDDING THROUGH e-Procurement
Invitation For Bids (IFB):- /2019-20 dt.14.01.2020
The Executive Engineer, P.H. Division, Keonjhar, Tender Inviting Authority (TIA) on
behalf of Governor of Odisha invites sealed tenders in double bid system (1.Technical
bid, 2.Financial bid) in conformity with the terms and conditions of the Detailed Tender
Call Notice (DTCN) from eligible bidders meeting the minimum Eligible Criteria for supply of
materials as detailed herein, which is to be delivered at P.H. stores at Joda. The bid should
be submitted on-line in the website www.tendersorissa.gov.in by eligible manufacturer.
The bidders should have the necessary Portal Enrolment with his own Digital Signature
Certificate.

2. Mode of Submission of tender: Tender must be submitted online only in

www.tendersorissa.gov.in

3. The bidders desirous to participate in bidding must possess compatible Digital Signature
Certificate of Class-II or Class-III and should follow the changes/ modifications/ addendum
to DTCN if any.

4. The bidder have to submit the DD in favour of the Executive Engineer, P.H. Division,
Keonjhar payable at Keonjhar towards cost of tender paper and EMD in approved form. For

 EMD, Bank Guarantee (BG) from any scheduled bank shall also be accepted as valid
instrument. However the BG should be countersigned by Odisha branch of the issuing bank,
in case the BG is issued by a Bank Branch out side Odisha. The validity of EMD shall be six
months from the date of un priced (technical) bid opening.
5. The original Financial instrument towards Tender Paper Cost & EMD, original Affidavit
including attested hard copies of all the documents up loaded through website should be
submitted in a sealed cover superscripted with the name of tenderer and bid Identification
no. in the office of the Executive Engineer, P.H. Division, Keonjhar for verification by 17:00
Hrs of dt.30.01.2020 so as to enable opening of Bid i.e., at 14:30 Hrs of
dt.31.01.2020.

6. Critical Dates:-

Technical Bid

7. Minimum Eligibility Criteria:

i) Bidder shall fulfill following Eligible (Qualification) Criteria.

7.1 Technical Criteria:

i) Bidder shall be manufacturer of Ductile Iron Pipes and should not be black listed by any
Govt./Govt. undertaking for supply of DI pipes in India
ii) The manufacturer should have valid Bureau of Indian Standards (BIS) license for
marking ISI mark on their product for at least 5 (Five) years from the Bid due date.
iii) The manufacturer’s Ductile Iron (D.I) pipes are in satisfactory performance in Indian
Projects for at least three years from the Bid Due Date.
8. Document required:

 Copy of the valid BIS License of the product to be supplied.

 Document/Certificate in support of satisfactory performance of D.I pipes in Indian
projects for at least three years shall be furnished duly certified by an officer not
below the rank of Executive Engineer or appropriate authority.

9. Financial Criteria:
Bidders should have annual financial turnover of not less than 40% of estimated
cost(i.e.10.10 Lakh) in at least one year during last 5 (Five) preceding financial years.
Inflation/Escalation @10% per financial year (on compound basis) shall be considered on
the value of annual turnover of the proceeding years.

 Bidder shall furnish audited annual financial year statements i.e. balance sheets, profit and
loss accounts, corresponding schedules and auditors support as a part of published annual
report in support of meeting the financial criteria as mentioned above.

Escalation Factor (On Compound Basis):

Following enhancement/Compounding factors will be used for the costs of works executed
and the financial figures to a common base value.

10. The bid for the work shall remain open for acceptance for a period of 120 (One Hundred
Twenty) days from the date of opening of price bids. If any Bidder/Tenderer withdraws his
bids/tender before the said period or makes any modifications in the terms and conditions
of the bid, the said earnest money shall stand forfeited.

11. Bidder should not have been black listed by any Govt./Govt. Undertaking on bid submission
date. Self declaration certificate by the bidder in the form of affidavit is to be submitted.

12. The bidders who have in last 3 financial years applied for/ are undergoing corporate debt.
Restructuring (CDR) / Strategic Debt Restructuring (SDR) or facing recovery proceedings
from Financial Institutions or those are facing Sickness and under consideration of Board for
Industrial and Financial Reconstruction (BIFR) are not eligible for qualification. Self
declaration certificate by the bidder in the form of affidavit is to be submitted.

14. Subsequent Corrigendum if required shall be appeared in the website.

15. Authority reserves the right to reject any or all the tenders without assigning any reasons
thereof.
