2. Is this procurement going to require a SSP?

Yes, contract exceeds $100,000 and there is adequate competition therefore negotiated
contracting applies. We will need to look at LTPA or Tradeoff negotiations to ensure the
government gets the best value for the IT/Engineering Services Contract.

3. What would your team propose as the elements in the SSP if required?

Some of the SSP elements would be a good description of the services to be performed
for the contract, description of organizational structure (SSA, SSAC, and SSEB), proposed
pre-solicitation activities (training of the SSA, SSAC, & SEB, coordination for the SSP, etc),
summary of the acquisition strategy (PM), proposed evaluation factors and relative
importance (will we use LPTA or Tradeoff), evaluation process, methodology, and
techniques, and Milestones.

4. How would your team structure a Source Selection Team for this procurement and what would
be the roles of each?

We would put together a SSA, SSAC, and SEB. The Source Selection Authority would
make the final decision for the contract based on recommendations from the Source
Selection Advisory Council. The Source Evaluation Board will crunch all of the numbers
and data available based on the evaluation factors and send that info up to the SSAC IOT
make sure they can put a recommendation together for the SSA. The SSA is not bound
by the SSAC’s recommendation.

For the SSAC we want a PM, Legal, Finance, Contracting, Quality Assurance, IT/Engineer
Services professionals and consultants.

For the SEB we want technical blue collar workers that work IT services and engineer
services, operations and support, and research and development areas that are experts
in evaluating their specific areas and will be able to understand the requirements and
make judgments on the evaluation factors.

6. What would be your Weighted/Selection Approach and explain why?

We would focus on a tradeoff approach, this allows the government to look at other
factors besides just cost. LPTA (Price) does not look like the best value for the
government in this situation. We need to weigh other factors such as quality, past
performance and cost. The SSP will come up with a measurement plan based on the
evaluation factors and subfactors mentioned above. We plan on rating quality (40%)
past performance (10%), cost (40%), and small business (10%). We will document all of
the results from the SSB to ensure that all parties and contractors understand the
rationale for selection.

7. What would be your Measurement method and explain the benefits?

We would use a quantitative measurement method. The benefits of this method are
that it is easier to defend the decision (to contractors), easy for calculating overall score
based on factors and subfactors. This will make it easier for the SSB so that they can
focus on the numerical values as opposed to variable judgment from different
individuals.
