INTRODUCTION
SKE is in the field of “FIRE FIGHTING AND PLUMBING “work since last ten years. We
have well experienced executive’s engineers and workmen.
This document defines the Health, Safety and Environment (HSE) requirement to be
implemented during the completion of project by SKE.
Safety shall be managed as per safety standard and work regulation act. (Building and other
Construction Work )
Management shall set the safety objectives which shall be Specific, Measureable,
Achievable, and Realistic to the task within the time scale.
Safety objectives are to ensure that the project shall be carried out without causing any
injury or illness to personnel’s.
The basic responsibility of enforcing this guideline rests with the project manager of site
and safety officer of the site will assist him by implementing safe working practice.
SKE believes that managing safety is a line responsibility and it is a good business practice
to provide safe working environment to the workmen of site.
SKE safety slogan is “THINK SAFETY WORK SAFELY”.

EHS POLICY
The company considers the health and safety of its people and environment protection to
be among its greatest responsibilities.
Accordingly the company undertakes measures to minimize the risk from hazard in the
work place, to protect the natural environment and to safe guard the health and safety of
employees, safety of contractor, and sub-contractor.
To achieve the aim of the occupational Health, Safety and Environment policy the company
shall,
Develop and maintain a safe work environment and safe system of work practice within the
scope of legislative provision.
Provide necessary trainings and guidelines to all employees.
Provide adequate personal protective equipment to protect employees from hazard which
cannot be otherwise eliminated or controlled.
Ensure the safety/medical emergency procedure is disseminated to all employees, and
maintain adequate first aid facilities.
Conduct safety audits to monitor effectiveness of existing policies/procedures, identify
work practice/condition that are potentially harmful to employees, and implement
corrective measures as low as reasonably practicable.
The company recognized that the achievement of an effective occupational health, safety and
environment program demands the active and positive involvement of all levels of management,
and requires the full participation and support of all employees.
We commit and firmly believe that;-
The continual improvement in HEALTH, SAFETY and ENVIRONMENT protection is an important
issue and forms an integral part of our business.
Managing health, safety and environment protection is a line responsibility.
All accidents are preventable.

SAFETY OFFICER; - Safety officer has the responsibility to give advice to management
on Health and Safety.
2) WORKING AT HEIGHTS; - Any activity which can be done above the ground level
will consider as WORKING AT HEIGHT. It can cause fall from Height, Equipment fall from
height, Slip and trip, High speed wind hazard, etc. Working at height shall be consider
working on scaffold (above 2mtrs from the ground), working on roof, working on un
protected edge of the building level, working on ladders, etc.
4) LIFTING AND SLINGING; - For lifting and slinging heavy materials / equipments.
Some mechanical means shall be used, Like Mobile crane, Tower crane, Over-head crane,
Jib crane, Trolleys and jacks, etc. Some serious accident / incidents can cause due to
mechanism failure, miss-use, over loading, un-authorized or un-trained persons, etc.
1) Only trained and authorized person shall be assigned to operate the equipment or
machine.
2) Only certified and tested equipment shall be used.
3) Equipments shall be used as per S.W.L (Safe working load).
4) The load shall be determined before it is rigged for lift.
5) All rigging gears shall be stored separately.
6) All rigging gears and equipments must be inspected prior to use.
7) Clear and good communication shall be maintained with co-worker.
8) Signalman (Flag man) shall be assigned for signaling.
9) Lifting shall not be allowed when the wind speed is too high.
10) Always use TAG-LINE for controlling the suspended load.
11) A load shall not be kept suspended in the air when the hoist or crane is un attended.
MANUAL HANDLING; -
Lifting and shifting materials manually can cause Pinch injury, Strain, Back pain,
Hernias, Fractures, Cut, Crush, etc. some precaution can be taken when performing
manual handling.
5) GRINDING WORK ;- Grinding activity can cause Eye injury, Face injury, Cut, Hand
injury, Noise, Dust, Ergonomic hazard, Fire and explosion, etc. Following precaution
shall be taken when performing grinding activity.
Only trained and authorized person shall be assigned for grinding work.
Equipment shall be inspected prior to use.
Correct speed type grinding disc shall be used for correct speed type machine.
Wheels/Disc that has been dropped shall not be used.
Grinder shall be used with manufacturers approved guard.
Work piece shall be secured properly throughout the grinding operation.
Sparks and Hot metal shall not be allowed to fall on personal or combustible materials.
Do not use grinding disc from side.
Proper P.P.E. shall be used.
1) HOT WORK PERMIT; - Hot work permit used to prevent Fire and Explosion
through presence of flammable atmosphere.i.e. Gas cutting work, Welding work,
Soldering, Brazing, Grinding. Etc.
2) COLD WORK PERMIT; - Cold work permit used to identify the hazards
associated to the task and sufficient control is set to prevent an accident /incident
throughout the activity. Cold work permit required for Working in confined space,
working at height, Electrical work, Painting work, Radiation / Radiography work. Etc.
8) HOUSE KEEPING;-
Walkways shall be free from any of obstruction, Cables and hoses shall be
routed properly.
Materials shall be stacked and secured properly, and Work area shall be cleaned
at the shift end or completion of work activity during working hours.
Periodical scrap removal shall be done periodically.
9) WASTE DISPOSAL ;-
Waste shall be dispose in proper way which is generated at work site.
General waste shall be dispose separately from harmful and chemical waste.
Metal scrap shall be dispose separately for recycle.
Hygiene waste shall be dispose separately.
Papers, Card boards, and other waste that can be recycle shall be dispose
separately as per the recycling process.
SAFETY INSPECTION; -
Safety officers carried out routinely to identify the work place or equipment
hazards within it, and assessing the use and effectiveness of control measure.
Safety inspection shall be conducted after every one month by the safety
department, observation shall be recorded and copy shall be send to the
concern management.
SAFETY AUDIT; -
A safety audit shall be carried out to check the strength of organization.
Critical examination shall be carried out of safety management system and
procedures like, Risk assessment, Accidents/ Incidents records, Training record,
Maintenance records, etc.
Safety Audit shall be carried out by trained auditor or by the Third party.
SAFETY COMMITTEE; -
The main aim of the safety committee shall be, to establish effective co-
ordination in between Management, Safety Representatives, and Employees to
ensure organizations Health and Safety at work.
It is one of the most successful tools to promote health and safety at work and
reduce occupational accidents.
WELFARE FACILITY; -
SKE will take care of all the basic needs of employees on site. Clean and clear
drinking water will be provided on site.
SKE will provide safe environment like, sufficient lights on site in darker area or
at the night time, in generally SKE will take care of all the basic need of
employees.
The correct type of lamp for each luminary should always be used and when
lamps need to be replaced it shall be in accordance with the supply voltage.
Dust control:
1. Dust mask shall be used by worker /staff.
Water :
1. Provision of drinking vessels or other suitable method of drinking.
2. Water provided for labors at site should be potable.
3. Regular Cleaning of drinking water tanks shall be done.
This Emergency Plan (ON-Site/ OFF-Site) explains the code of conduct of all personnel in
the project site along with the actions to be carried out in case of an Emergency.
This plan gives the guidelines for employees, contractors, transporters, etc.
It not only defines responsibilities but also informs about prompt rescue operations,
evacuations, rehabilitation, co-ordination and communication.
EMERGENCY:
An Emergency is a situation, which may lead to or cause large-scale damage or destruction of
life, property or environment within or outside the Project site. Such an unexpected situation
may be too difficult to handle for the normal work force within the project site.
NATURE OF EMERGENCY
The emergency specified refers to occurrence of one or more of the following events: -
a. Fire.
b. Major accident such as structural or building collapse.
c. Natural calamities like storm, earthquake, etc.
d. Land slide
e. Sabotage act of terrorism, civil commotion, air raid etc.
For the purpose of handling emergency, the following Emergency Control Centres shall be
identified.During normal working hours - The Administrative Office / Project In charge Office.
All communications to and from will originate at this CONTROL CENTRE. The Emergency Control
Centre will have the following: -
A copy of ON-SITE EMERGENCY PLAN.
List of important telephone numbers such as Police, Fire Brigade,
Hospitals, and other outside Emergency Services, etc.
List of key Personnel with addresses and telephone numbers.
List of Fire and Search & Rescue Members .
Project layout indicating storage of hazardous materials and location
emergency equipment.
List Fire Extinguisher.
List of Personal Protective Equipment
First Aid box.
ASSEMBLY POINTS
In case of an EMERGENCY the employees should assemble near the defined Assembly Points.
MOCK DRILL
1. Inform all the employees about mock drill.
2. Fix the date for mock drill.
3. Observers will not be involved in the exercise. They will monitor the Mock drill.
4. Emergency Siren / alarm will be raised.
5. After hearing the Siren / alarm, Emergency procedure will be followed as
mentioned in the OEP.
6. Observer will note down the activities with respect to the time.
ANY ONE NOTICING EMERGENCY SITUATION LIKE FIRE, EXPLOSION, LAND SLIDE, COLLAPSE
OF STRUCTURE ETC. MUST
DO’s
1 The nearby person/employee by shouting “HELP – Attract FIRE “
2 Seek help from the persons working nearby.
3 Try to control the incident at its initial stage with available means/sources quickly.
4 Inform team leader about the Incident.
DON’Ts
1 Do not panic.
2 Do not run – Walk fast.
SECURITY OFFICER
DO’s
Do not allow any vehicle to come inside the site.
Do not entertain any outside call except for emergency purpose.
Do not allow visitors to move around.
Inform all key persons about location and type of emergency.
Follow this sequence – Inform concerned Team leader, Main Site Controller, Main Incident
Controller and other KEY persons.
Inform Main Site Controller about Government visitors, if any.
DON’Ts
Do not entertain any outside call except for emergency purpose.
Do not allow visitor to move around.
SECURITY GUARD
DO’s
Immediately report at Security Gate in shortest possible time.
Follow instructions of Officer In-charge.
Assist in controlling emergency.
Assist in controlling contractors, vehicle movement and mob.
Assist in cordoning off the area.
Take note of wind direction while approaching emergency site.
Render all possible help for controlling overall situation.
DON’T
After getting satisfied with the situation, give instruction to blow ALL CLEAR Siren.
DON’Ts
Do not instruct to blow ALL CLEAR siren unless the situation is fully under control.
Don’t evacuate the entire plant unless the situation demands.
RESCUE SQUAD
DO’s
Report to assembly point near Gate.
Get in touch with security about location and type of emergency.
Approach emergency site quickly with Breathing Apparatus set and First Aid box.
Get in touch with incident controller.
Follow instructions of Incident controller.
Render first aid to the injured, hospitalize, if required.
Accompany him to hospital and assist Doctor / Nurse.
Search for missing person in that area, if required.
Help in head count.
Mobilized de-watering pump/ Earth moving equipment etc as per instruction of incident
controller.
GENERAL INTRUCTIONS
DO’S
Stop work at height. / Stop all hot works.
Stop all vessel entry.
Take note of wind direction.
On hearing Disaster Siren evacuates as per evacuation route without running and panicky
and assembles at respective safe Assembly Points.
DON’Ts
Do not use telephone except for emergency purpose.
Do not start work at height, vessel entry, hot work unless permit conditions are verified.
Do not allow unauthorized person to approach emergency site.
If anyone found hanging with safety belt from a structure, made him comfort
a) Encourage him with your word
b) Approach the platform from where he fell or nearby overhead platform
c) Try to rescue him by pulling
d) A crane / hydra may be used, if found convenient to, rescue him
Electrocution:
Switch off all power sources
Switch off all power sources touching the persons
Assess the injury. Administer First-Aid
Communicate to agencies and call for help
Communicate to Police, Fire and Ambulance. Also communicate to client/govt.
authorized person
8 LABOUR MANAGEMENT
8.1 Labor Camp: Labor shall live in rented accommodation of nearby area of construction site and
shall move to site through public transport.
8.1.1 Medical Fitness and Medical Aids :Pre-employment and periodical medical examination
will be carried out and An arrangement with local recognized Hospital will be made
8.1.2 Identification & Access Control: Valid ID-card for all staff and workers shall be provided as
per the format receivedfromClient.
9 MATERIAL MANAGEMENT:
Scrap collected shall be sent to scrap yard
During transportation, all precautions are taken to handle the items of all equipment
and materials properly.
During pick up and local transportation, the items are lifted carefully as per the
handling instructions.
The items are stored such that they are protected from rain, moisture and pilferage as
required.
Environmental factors, as appropriate, are also taken care of in order to avoid
damage while in transit.
10 EHS TRAINING
The objective of EHS training is to equip personnel with the knowledge, skill and attitude, which
will enable them to perform duties in a safe manner.
PROCEDURE: All workers and supervisors are required to be trained in the potential aspects
and hazards that may exist on a construction jobsite, elimination of aspects & hazards and the
procedure to be followed to perform all work safely.
The Safety Engineers / Supervisors shall liaise with the Construction Department and maintain a
programme for the training of workers to meet EHS Plan and statutory regulations.
TOOLBOX TALK
Toolbox talk shall be done by execution Engineer and EHS personnel shall ensure that it is being
done regularly.
11 EHS BUDGET
Shri Krishna Engineers shall commit for the continuous EHS Monitoring, Occupational Health
Check-ups for each employee, Adequate PPE, EHS Training (Audio/ Video) on various aspects
from Internal/ External agency according to the training need identified at project/ corporate
level, Reward and Recognition for the motivation of the workforce and conduct mass
management programme.
