ACCOMPLISHMENT REPORT

For the period of November 1 to 30, 2019

The undersigned most respectfully submits his accomplishment


report for the abovementioned period and for this purpose, most
humbly states the following accomplishments, to wit:

a. Patiently and tediously made researches on:

a.1. Applicable provisions on the Local Government Code


regarding the power of the Chief Executive to enter into
leasehold agreements; and

a.2. Jurisprudence delineating the proprietary function


from the governmental function of the government.

b. Reviewed the previously executed, albeit expired, leasehold


agreement between the Municipal Government of Jones, Isabela
and G.L. Chan Construction and Development;

c. Reviewed the subsisting Ordinance No. 2015-003 enacted by the


Sangguniang Bayan of Jones, Isabela regarding rental fees of the
market stalls of the Municipality of Jones and for possible
amendment of the same;

d. Made recommendations regarding the convening of a technical


working group that will make the preliminary assessment of the
Municipality of Jones Public Market as to the actual occupants
vis-à-vis the original lessee that would eventually be the
blueprint in the formulation of new leasehold agreement over the
market stalls;

e. Made several consultations with the Office of the Municipal


Mayor relative to the formulation of new leasehold contract over
the market stalls of the Municipality of Jones; and

f. Assisted in the conduct of the public consultation as regards the


proposed enactment of Municipality of Jones Market Code.
