Task Order No. 19-FQ18033~IRPG-0004 ~ Power Construction/Procurement Development Support Request for Proposal Dear Sir/Madam: You are invited to submit a Technical Proposal for Task Order 19-FQ18033-IRPG-0004 - Power Construction/Procurement Development Support. The proposal in POF format is due no later than 5/30/2019 at 3:00 PM EDT via e-mail to DECO_PMCMProcurement@wmata.com. Please identify the Task (Order Number shown above as the subject. Structure the proposal to address the submittal requirements as outlined in #10 of the attached Scope of Work (SOW) and to address the proposal evaluation criteria listed in #11 of the attached Scope of Work. The proposal may not exceed five pages (required forms, conflict of interest statements, and resumes of the proposed critical positions are not counted in the five-page limit). Place the resumes at the end of the proposal. If a conflict of interest statement is submitted, please provide it as a separate attachment. Should a proposer choose to include a cover letter, the cover letter will not be included in the five-page limit and will not be scored in the evaluation. Any pages beyond the five-page limit also will not be reviewed or considered in the evaluation Please single-space the proposal text on 84” x 11” paper (except as specifically noted), with a minimum ‘one-inch margin all around. Number pages consecutively. A page printed on both sides shall be counted as two pages. We encourage you to submit pages printed on both sides. Offerors may use 11” x 17" sized fold-out pages for tables, charts, graphs, or pictures that cannot be presented legibly on 8” x 11” paper. We will count any 11” x 17” sheet as two pages, for page count purposes. The type size for text may not be smaller than Calibri 10-point, and line spacing must be at least a line spacing of one. The type size for figures and tables may not be smaller than 8-point. You may use bolding, underlining, and italics to identify topic demarcations or points of emphasis. To ensure graphic presentations, including tables, are easily readable, the same font size and spacing requirements do not apply. WMATA will evaluate the proposal based on the evaluation criteria in the attached SOW. Please do not include a cost proposal at this time. We will request price information from the top ranked proposer after the technical proposals are submitted and evaluated. if unable to negotiate a reasonable cost for the Task Order with the top ranked proposer, WMATA may terminate negotiations and begin negotiations with the firm determined to be next best qualified for that particular Task Order. WMATA also reserves the right to reject any and all proposals received and decline to enter into a Task Order under this solicitation, ifit deems such action isin the Authority's best interests, ‘The DBE goal for this Task Order is 24.0%. For the purposes of clarifying the terms, conditions, and requirements of this request for Task Order proposals, questions should be submitted by close of business on 5/17/2019 to the e-mail indicated above. if requested, oral presentations will be conducted on 6/10/2019.
