hos been toking up severol initiotives to retoin its posilion os the preferred Indion
destinotion; through initiotives such qs torgeted promotionol strolegies, extensive morketing
compoigns through print ond eleclronic medio ond the creotion qnd improvemenf of bosic
omenities ond infrostructure ot lourist destinotions, omong oihers. The "Vision Tomil Nqdu 2023"
documenf ouflines o rood mop for growth in oll the moior seclors of the economy. The Vision
2023 gives significont lhrust to the developments in the Tourism Sector.

1.1 .10 In this regord, on onnouncement \Mos mode in the Budget, 2019 by the Government of Tomil
Nodu for the Tomil Nodu Integroted Tourism Promolion Proiect with on initiol investment of INR
l0O crores. The Government of Tomil Nodu through Tomil Nodu Infroslructure Fund Monogement
Corporolion (TNIFMC)(the "Authorily") intends lo corry oul the proiect preporotory works, which
envisions the integrofion of oll fhe tourism destinofions of the Stote into o
mossive network, to enoble the convergence of oll tourism products ond services. The proiecf
oims lo identify specific circuits for different irovelers from ocross the globe ond within the
country. There is o push fo develop ond upgrode infrosfructure ond qmenities of the destinqfions
in line with lhe internotionol stondords of quolity, sofetyf ond comforf. Such developmenl must
consider the inherent chollenges, needs ond concerns of the srokeholders ensuring sustoinoble
growth in on infegrofed monner leoding to enhonced employment opporiunities. A totol of 295
desiinotions ocross Tomil Nodu hove been identified for this proiect, including sites of heritoge
significonce, religious importonce ond noturol beouty omongst mony others. The oim is lo
integrote ond estoblish o lourism nelwork thof will promote the history ond culture of the Stote
ond enhonce the employment opportunities. The Government of Tomil Nodu wishes to generqfe
employment omong lhe locol communities through suitoble development inferventions. A

domestic ond internotionol lourists by strengthening lhe Stote's position on the Globol Tourism
Mop. In this regord, TC&RE hos engoged the Authority to invite opplicolions ("Applicotion") from
repuled consulting firms for preporing q Tourism Mqsler Plon qnd o Detoiled Strotegy under
Iomil Nodu lnlegrofed Tourism Promotion Proiect. Consuhonts ore invited to express their interest
in providing Consultoncy Services for Preporotion of o Moster Plon ond Detoiled Strotegy for
Iomil Nodu Integroted Tourism Promotion Proiect. The Consuhonts interested in providing
consultoncy services should provide informotion demonstroting thot they hove the required
quolificotions ond relevont experience os prescribed in lhe eligibility criterio mentioned under
clquse 3.2 of this document.

The Moster Plon ond Detoiled Strofegy for Tqmil Nodu will ochieve lhe ofore mentioned obiectives to
provide o rood mop for the holistic ond inlegroted
long-term strqtegy for fourism in the Stote of
Tomil Nqdu. The Moster Plon will build on the exisfing strengths, copitolize lhe noturol bounty ond
support the infrostructurol development of Tomil Nodu, propelling the Stote towords becoming o
preferred tourism destinolion globolly. The following qre the brood scope of services to be performed
by the Consultqnl:

l. A primory ond secondory study needs to be conducted fo ossess the exisling scenorio of the
shortlisted locotions including but not limited to doto
collection ond consultqtion with vorious
stokeholders including hoteliers, foreign ond domestic tourists, lour operofors ond oll concerned
stokeholders, os deemed necessory. The Consultoni is required to conducl both quolitotive ond

leost three) ond benchmork the best proclices for lhe shortlisted locotions under lhe lomil Nodu
lntegroled Tourism Promolion Proiecl. The cose studies sholl be for eoch cotegory bul not limiied to
Heritoge, Nqture Troils, Temple Archilecture thot moy be clqssified by the Consuhont bosed on the
proposed moster plon ond strotegy.

4. Utilize reseorch techniques such os interviews, surveys, focus groups qnd observotions to interoct with
oll stokeholders such os holeliers, locol vendors, locol communifies, guides, lourisfs, outhorilies, frovel
ogents ond qll concerned stokeholders os deemed necessory. This includes the following:

3.5 Evqluotion of Applicotion

3.5.1 The Authorily will esfoblish on Evoluolion Committee fo evoluote the Applicotions.

3.5.2 The evqluotion of the informotion furnished by rhe Appliconfs relofing to their eligible experience
comprising Technicql ond Finonciol Eligibility would be underfoken os per Clouse 3.2 of this REOI.
Appliconfs who meel the Eligibility Criterio would be considered os quolified bidders ("Quolified
Bidders") for the next stqge of bidding.

3.5.3 During the process of evoluqtion, fhe Aufhoriiy moy, qf its discretion, seek clorificotions from oll
