Why chlorine gas cylinder ends should have funnel like shape?

Hi grrun,
I think many people might not have understand my question because of my poor language! I will try to repeat it.
Chlorine gas cylinders have their shape of domes like concave at both ends and are curved inward. Why it
should be like this?
The heads are dished to have a domed center portion which has a profile and thickness so that the domed
center portions will reverse before any other part of the cylinder is stressed beyond a yield limit for such
part.
The design ensures that the stresses in the circumferential weld joints are very low. In the event of accidental
over pressure or fall from a truck, if pressure exceeds the working pressure, the container will not burst.
One of the dished end will reverse outwardly and internal pressure of the container will come down,
which ensures built in safety.
