The Department of Education, Division of Akian will conduct the 2019 Division Festival of Talents (Sining Tanghalan) on October 18-19, 2019. Venues of the different event packages will be announced later. 2 The 2019 Division Festiva! of Talents (Sining Tanghalan} aims te provide opportunity for iearners from public and private elementary and secondary schools to showcase their talents and skills through an exhibition of their products, services and performances, and to provide parallel learning sessions for teachers and students to enhance their knowledge and skills in their respective fiefd of interest. 3. The participants to this activity are elemeniary and secondary students currently enrolled in public and private elementary and secondary schools. 4, Alldistricts are encouraged to conduct district and unit levels of Festival of Talents (Sining Tanghalan}to compete in the division level following the events and specific guidelines, rules, criteria as stated therein. 4. Competition Mechanics and Rules A. Eligibilities and Elimination Rounds 1. Ateam of two junior and/or sentor high school students in media arts, including those in the ALS, shall be eligible to participate in this competition. They shall be accompanied by ‘one teacher as coach, provided that he/she shall only serve as an advisor, and shall not ‘assist or participate in the production and editing of the short film entries. 2. Only ane team from each Division shall be eligible to compete at the Regional Level. The ‘winning team fram each Region shall, in turn, be eligible to compete at the National Level. 3, The DepEd Divisions shall use the national mechanics to select the team to represent thelr Division at the Regional Level. 4. The Regional and National Level Competitions shall strictly follow the rules in Section ‘iB (Mechanics) and Section VI.C (judges and Criteria) below. 5. On the day of the Competition, contestants shall draw lots froma bax containing the Financial Education Topic, with a selection of Key Messages (See Section I1!). Contestants shall focus their films on their drawn Financial Education Topic and develop film ideas based on any (or all) of the Key Messages under that Financial Education ‘Topic. At the same thne, contestants shall conceptualize, produce and edit their films with thetr chosen target audience (Sec. 1V}.
