library to be known as “The Philippines Public Library”, making suitable
appropriations therefor, and for other purposes.

the Use of Library Books” promulgated by the Department of Justice through
Undersecretary of Justice Jose Escaler.

June 8, 1939 Commonwealth Act No. 451 – An Act to create the Legislative
Service Office of the National Assembly, appropriating funds therefore.

TRIVIA: The passage of Act No. 96 by the Philippine Commission on March 5, 1901 authorized the
Military Governor to accept the donation from the American Circulating Library Association of Manila of
the library containing 10,000 books and to create the Board of Trustees. This Act No. 96 became the first
known library legislation in the country.
