REPUBLIC OF THE PHILIPPINES COMMISSION ON ELECTIONS Intramuros, Manila MEMO FOR 3 ALL REGIONAL ELECTION DIRECTORS SUBJECT 3 Advisories on the Filing of Certificates of Candidacy for the May 13, 2019 National and Local Elections Please advise all field offices within your respective areas of responsibility of the following advisories: 1. On the completeness of the Certificate of Candidacy (COC) Alll Receiving Officers are advised to ensure that all fields of the COC, particularly Item No. 22 thereof, are completely and properly filled up by the aspirant. If Item No. 22 is left unfilled, the Receiving Officer concerned is enjoined to call the attention of the aspirant or authorized representative, as the case may be, and require him/her to complete and fill up the same. Should the aspirant or authorized representative refuse to complete and fill up Item No. 22, the Receiving Officer concerned shall not accept the coc. 2. On the Absence of Disclaimer/Notice on Data Privacy from the Certificate of Nomination and Acceptance (CONA) As worded, the Disclaimer/Notice on Data Privacy pertains to the Commission on Elections whenever it releases personal information to third parties, who are thereby notified that they are bound to the protect any personal information issued to them. Accordingly, all Receiving Officers are advised to accept a COC even if the CONA attached thereto does not contain the Disclaimer/Notice on Data Privacy. 3. On the Absence of the Official Seal/Logo of Political Parties from the CONA To avoid partisanship, the format of the CONA that is downloadable from the COMELEC website does not contain the seal or logo of any political party. Since the essential requirements of the CONA are the information indicated therein, using the downloaded CONA format, absent the seal or logo of the political party, does not render the CONA void. Accordingly, all Receiving Officers are advised to accept a COC even if the CONA attached thereto does not contain the seal or logo of the political party.
