1.0 INTRODUCTION

This volume consolidates the sectoral plans into a Capital Investment Program
for 2006-2015. Taking off from the sectoral plans, the CIP focuses on projects
that have land use implications as well as those supportive of the strategies
espoused by the CLUP. While necessarily comprehensive, the CIP may still
be adjusted as plan implementation progresses particularly due to evolving
requirements and financial considerations. The City Government shall use
the CIP as a reference in the formulation of its Annual Investment Plans.

2.0 INVESTMENT REQUIREMENTS

The estimated total cost of the sectoral plans is almost PhP3.4 billion. The City
Government expects to shoulder PhP563 million of these as it will seek the
combined support of the Provincial Government, National Government and
International Funding Agencies to meet the other financial requirements.

The bulk of the investment requirements is for infrastructure particularly the roads
and transport subsector. This is expected as the City Government has to lay a
good foundation for the long-term growth of Urdaneta. Table 1.1 refers.

3.0 PHASING PLAN

The CIP has been phased into Short Term (2006-2007), Medium Term (2008-
2010) and Long Term (2011-2015) projects. Short-term projects are those that
meet the basic socio-economic requirements and can readily be implemented by
the City Government. Larger project items have been earmarked for
implementation at the Medium and Long Terms. Table 1.2 refers.
