The MyGovEA Reference Model is a set of living documents to which Malaysian Government
Ministries/ Agencies can refer for best practices in adopting and implementing MyGovEA that
will result in the delivery of more consistent and cohesive government services to citizens
(G2C), other government agencies (G2G) and businesses (G2B) that support cost-effective
delivery of integrated government services, providing a reference model that:
avoid 1st timer mistakes: faster learning curve and save time to jump start the
MyGovEA adoption
promote consistency for interoperability: prescriptive Guidelines with standard
templates for documents/viewpoints/views creation based on a common language for
agencies involved in the delivery of cross-agency services

The external reference architecture sources that have been used by other countries such as
USA, Europe and Australia are used as reference to derive this MyGovEA Reference Model
as follows:
1.) TOGAF – The Open Group Enterprise Architecture Framework: it provides an approach
for designing, planning, implementing, and governing an enterprise information
technology architecture. TOGAF is a high level approach to design that consist of four

d. Alignment with EIF and TOGAF: The EIRA is aligned with the European
Interoperability Framework (EIF) and TOGAF as it re-uses terminology and
paradigms from TOGAF such as architecture patterns, building blocks,
viewpoints and views.
The following Figure 1 shows how the MyGovEA Reference Model as a set of living
documents:
As the MyGovEA implementation covers more government Ministries and Agencies, the
Reference Model will be updated to reflect the adaptation and adoption of MyGovEA for the
respective ministries/agencies. There are 4 (four) Reference Models that will be covered:

2.) Data Reference Model: provides a framework that enables information sharing and re-
use across the Malaysian Government, by grouping the information based on its Data
Category, independent of the ministries or agencies that produce them.
4.) Technology Reference Model: provides a technical framework that categorizes the
standards and technologies to support the delivery of technology services and
capabilities. This model provides a guidance on how each ministries and agencies’
TRMs can be unified with the government-wide TRM by providing a foundation to
promote re-usability and standardization of technology and technology service
components from the government-wide perspective.
The following sub-sections will describe the 4 (four) reference model of MyGovEA.
The Business Reference Model (BRM) provides a framework that enables end-to-end
government functional view based on Malaysian Government’s Business Service Category,
independent of the ministries or agencies performing them. The BRM describe the Malaysian
Government based on its common Business Area Domain instead of a structured/sectoral
agency-by-agency view. This approach promotes ministry/agency collaboration as it groups
ministries and agencies by their common Business Area Domain, and aligns with Malaysia
Government’s Digital Government initiatives and strategies.
The Business Area Domain is the highest level of the BRM, to represent the common business
areas that the Malaysian Government is focusing into. Each Business Area Domain is broken
down into Business Service Categories, which consists of one or more Business Service Sub-
Categories.

The following Figure 2 shows how each level is represented in the BRM tiered hierarchy.
The Data Reference Model (DRM) provides a framework which enables information sharing
and re-use across the Malaysian Government, by grouping the information based on its Data
Category, independent of the ministries or agencies that produce them. This approach allows
a visibility on how information can be re-use and shared in by ministries and agencies, as the
information is categorized according to each respective Business Service Category. The DRM
will serve as the underlying foundation to further enhance the DDSA initiative which Malaysian
Government has implemented.
The Data Area Domain represents the highest level in the DRM hierarchy, which corresponds
to BRM’s Business Area Domain. Each Data Area Domain is broken down into multiple Data
Category, to represent the information required by each BRM’s Business Service Category.
The lowest level which is Data Sub-Category represents a more detailed information required
by each BRM’s Business Function.

The following Figure 3 shows how each level is represented in the DRM tiered hierarchy.
The Application Reference Model (ARM) provides a functional framework which is a business-
driven that classifies applications based on how they are used to support the business
objectives. This model allows the identification of possibilities to consolidate multiple
applications that provides similar services to the business.
The Application Domain represents the highest level in the ARM hierarchy, which corresponds
to BRM’s Business Area Domain. Each Application Domain is broken down into multiple
Application Category, to represent the application required by each BRM’s Business Service
Category. The lowest level which is Application Sub-Category represents application services
required by each BRM’s Business Function
The following Figure 4 shows how each level is represented in the ARM tiered hierarchy.

The alignment of Government-wide TRM and the ministries/agencies’ TRM will allow an easier
collaboration and interoperability among ministries/agencies due to a common, standardized
technology usage.

Metamodel Concepts
1.) Business Layer: describes the common business areas that the Malaysian
Government is focusing into. Each Business Area Domain is broken down into Business
Service Categories, which consists of one or more Business Service Sub-Categories.
2.) Data Layer: describes the data hierarchy, which corresponds to BRM’s Business Area
Domain. Each Data Area Domain is broken down into multiple Data Category to
represent the information required by each BRM’s Business Service Category. The
lowest level which is Data Sub-Category represents a more detailed information
required by each BRM’s Business Function.
3.) Application Layer: describes the Application hierarchy, which corresponds to BRM’s
Business Area Domain. Each Application Domain is broken down into multiple
Application Category, to represent the application required by each BRM’s Business
Service Category. The lowest level which is Application Sub-Category represents

Introduction
The Business Reference Model (BRM) provides a framework that facilitates a functional (as
opposed to organisational) view of the Malaysian Government’s Business Service Categories.
This functional view includes the Malaysian Government’s internal operations and services for
citizens, individuals, businesses and other organisations, independent of the agencies
performing them.
While the BRM provides an improved way of thinking about government operations, it is only
a model: its true utility can only be realised when it is effectively used. The functional approach
promoted by the BRM can do little to help accomplish the goals of whole-of-government
initiatives if not incorporated into enterprise business architectures and management
processes of Malaysian Government agencies.
Structure
The structure of the BRM is a tiered hierarchy representing the business functions of the
Malaysian Government. The tiers are:

Introduction
The Data Reference Model (DRM) is a framework whose primary purpose is to enable
information sharing and re-use across the Malaysian Government via the standard description
and discovery of common data and the promotion of uniform data management practices. The
DRM describes artefacts which can be generated from the data architectures of Malaysian
Government ministries and agencies. The DRM provides a flexible and standards-based
approach to accomplish its purpose. The scope of the DRM is broad; it may be applied within
a single agency, or within a Community of Interest (COI - collaborative groups of users who
require a shared vocabulary to exchange information in pursuit of common goals, interests
and business objectives.), or cross-COI.
The first version of DRM will focus on the categorization of data, based on each Business
Service Category defined in the Business Reference Model. The data categorization will then
be described in detail based on its standardization areas.
Structure
The structure of the DRM is a tiered hierarchy representing the data required for each business
functionality and services provided by the Malaysian Government. The tiers are:
