The undersigned hereby applies for a warrant for the arrest of the above-named accused on the basis of the facts

The undersigned affiant, being duly sworn, deposes and says:
1.- That the Affiant, Sergeant Robert Catania , is a member of the Mashantucket Pequot Tribal
Police Department and has been so for 2 years and is currently assigned to the patrol division
as a supervisor. Prior to becoming a member of MPTN-PD, this Affiant was a member of the
Rocky Hill Police Department for 28 years, holding the rank of Lieutenant. The following facts
and circumstances within this affidavit are from personal knowledge,observations, and
investigation, as well as information received from prudent and credible witnesses, and fellow
police officers acting in their official capacity.
2.- That on Saturday January 25, 2020 at 16:09 hours, The MPTN-PD received notification from
the Stonington Police Department that a shooting had occurred in the town of Westerly, Rhode
Island. The information relayed indicated that the suspect wanted in the shooting had ties to
the Mashantucket Pequot Reservation, and that the individual may be en-route to our location.
The suspect was identified as Louis Michael Seignious, DOB January 7, 1989 with a last known
address of 92 Ox Hill Road in Norwich, Connecticut. MPTN officers were aware that Seignious
has a relative or relatives that live within our jurisdiction, in particular on John George Drive in
Mashantucket, CT., and as the shift supervisor, I made the decision to deploy officers to the
area referenced.
3.- That further information was relayed to this affiant that the victim of the shooting in
Westerly, Rhode Island had died of his injuries and that no weapons were recovered at the
crime scene. The suspect was to be considered armed and dangerous. Further, the suspect had
a criminal history that included crimes of violence and was a known tribal member of the
Mashantucket Pequot Indian Tribe, so therefore, it was likely that he may return to our
reservation. After briefing shift officers of the occurrence and suspect identity, myself and
MPTN officers went to the area of John George Drive to look for the suspect and vehicle.

4.- That this affiant drove up John George Drive to the area where it was believed that

reg,~trat,on AH-0990~ p~oved negative. This vehicle description was given as a possible
v~h1cle owned by Se1gmous and it was later leaned that he was driving a gray Acura vehicle
with front end damage. That vehicle registration was CT. registration AS-46334. As I had
alrea~y ~etu~ned to the staging area of officers, I recalled a vehicle matching the updated
description m the area upon initial inspection. I also note that it was raining moderately and
was 40 degrees, and a good number of residents in the neighborhood of John George and Fox
Trail were outside their homes. My training and experience in patrolling this community led me
to believe that the community was aware of the crime and that they were aware we would be
looking for the individual responsible as well. At this point, I stationed officers at each area of
possible escape if in fact the suspect was in the area and attempted to flee.

5.- That the Acura vehicle that I had seen in the area was reported by Officer Kevin Cardonne
MPTN-PD to be "on the move" and traveling toward Officer Peter Beckwith who was stationed
at John George Drive. Officer Beckwiths vehicle lighting illuminated the interior of the vehicle at
which point he was able to positively identify the suspect Seignious as the operator. Officer
Beckwith noted that the suspect was operating without headlights illuminated as it approached
him. Officer Beckwith also relayed to me that a female occupant of a witness vehicle on scene
yelled to him to"follow Seignious" and that he killed "Vinnie's son"!. The murder victim in
Westerly, Rhode Island was named Vinnie, and according to our in house records, the victim is
actually Vincent Ill.
6.-That suspect Seignious, after going around Officer Beckwith at a high rate of speed, heading
toward Fox Trail in Mashantucket, CT., was traveling toward this affiant at a high rate of speed.
The suspect Seignious, purposely crossed the center of the roadway, head on toward this
affiant's clearly marked police vehicle with emergency lights illuminated and audible siren
activated. At this point, this affiant was forced to execute an evasive maneuver towed the
oncoming lane, and then the shoulder of the roadway to avoid a collision. Suspect Seignious
then traveled toward the area of Kate Swamp Road in Mashantucket, CT., where Officer Kevin
Cardonne was blocking the roadway. It was here that suspect Seignious came to a stop,
narrowly striking his vehicle and making it around Officer Cardonnes clearly marked police
vehicle, traveling from Kate Swamp to Pequot Trail. It was at this point that Officer Beckwith,
Officer Cardonne and Officer Heinnson began to pursue the supect vehicle toward Sheewville
Road in the town of Ledyard, CT. I note that each officer were operating clearly marked police
vehicles with the words "POLICE" prominently displayed on all sides and that each vehicle had
fully functioning lighting and audible sirens which were both activated and in use.
7.-This affiant noted the speed, conditions of the roadway as wet, moderate rain and the
darkness as factors in terminating the pursuit of the suspect once on Shewville Road. I also
note that due to the recklessness of suspect Seignous that once at the intersectionof Pequot

Trail and Shewville Road that officers lost sight of him. Additionally, occupied motor vehicles
were forced to the side of the road in both directions. A motorist later reported to Officer
Cardonne that the vehicle was abandoned by a telephone pole, in the area of 904 Shewville
Road in Ledyard, CT. Suspect Seignous fled from the vehiclle on foot, causing a manhumt
involving the towns of Ledyard, Stonington, Groton, Westerly Rhode Island, the Connecticut
State Police and the Mashantucket Pequot Tribal Police until approximatey 2100 hours. The
suspect was not located on the date and time of this incident.
9.-That a DMV photo of Louis Michael Seignious, DOB January 7, 1989, with with an operator
number of 0183811602 obtained from MPTN-PD dispatch is the individual involved in the
referenced incident regarding the murder in Westerly, Rhode Island and Mashantucket, on
Saturday January 25, 2020 16:09 hours weas the operator and sole occupant of CT. registration
AS-46334, the vehicle involved in the attempted assault upon police officers and associated
charges.

10.-That based on the facts and circumstances within this arrest warrant application this affiant
requests that a warrant be issued for Louis Michael Seignious, DOB January 7, 1989 with a last
known address of 92 Ox Hill Road in Norwich, Connecticut in violation of the Connecticut
General Statutes. Louis Michael Seignious is a black male approximately 6'04" 170 pounds,
brown eyes and brown hair. Seignious has a CT DL #0183811602 and SS# XXX-XX-4759.
