To The Deputy Commissioner & District Registrar of Citizen Registration (ORCR), All Districts, Sub Regarding order of the Hon'ble Supreme Court of India dated 10" April 2019 regarding administrative control of officials engaged in NRC works and publication of Draft Exclusion List under Clause 5 SirfMadam, With reference to the subject cited above, | am to inform you that the Hon'ble Supreme Court in their order dated 10% Apri 2019 have directed the folowing ~ “...consideration of the statements made in Paragraph 4 of the report, we direct that after the completion of the Parliamentary Elections, the NRC staff who may have been currently assigned Election duties be redeployed exclusively for NRC works and be subjected to the administrative control of the Registrar General of India and the State Coordinator...” In view of the aforementioned orders, you are requested to ensure that topmost priority is accorded to NRC works and offcials are deployed for NRC works as per requirement. Further, it needs to be be ensured that officials deployed for NRC perform NRC works exclusively and not burdened with other duties. These officials may belong to any level viz. DRCR, ADRGR, CRCR, Disposing Officer, LRCR, ACRCR, FLO, VT members or any other officials deployed for NRC works. Further, its essential thal focus of the entire field machinery is brought to NRC works to ensure publication of Final NRC within 315 July 2019 28 per orders of the Hon'ble Supreme Cour. Along with timely completion, focus also needs has to be given on ensuring maintenance of error-tree qual in al works. At the last leg ofthis project, NRC Update requires undivided attention of DRCRs, ADRCRs, CRCRs, ACRCRs, DOs and all other other support staff. The ORCRs and CRCRs would be required to invest deeply in doing quality checking of 00s work to ensure disposal ofall cases are done as per statutory provisions and guidelines. The Final NRC to be published for your district has to be error-ree and of the quality expected of a Supreme Court monitored project of national importance. Exemplary disciplinary action willbe initiated against any officer of any rank found to be violating or ignoring or not giving adequate attention to any NRC duty or any instruction issued regarding NRC works from the office of the RGI or SCNR Your attention is also invited to the following paragraph of the aforementioned order — Insofar as the statements made in paragraph 6 of the report are concerned, we approve the proposed additional Draft Exclusion List(s) under Clause 5 of the Schedule of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. with the timelines contained therein. The leamed State Coordinator may act accordingly...” OFFICE OF THE STATE COORDINATOR, NRC ACHYUT PLAZA (1ST FLOOR), BHARALUPAR, BHANGAGARH, GUWAHATI-781005, In the paragraph 6 of his repor, undersigned had submitted to the Hon'ble Court that whereas cases requiring vertcation under Clause 4(3) would require publication of an additional list under Clause 5, the folowing timelines would be followed ~ 1. Publication of Additional Draft List on 15 June 2019. Informing the person concemed also through an individual notice to be delivered at his/her residence. 2. Receipt of Claims within 30 June 2019 3. Disposal of such Claims and publication of Final List within 31 July 2019 You are requested to ensure that the timelines stipulated by the Hon'ble Court are strictly adhered to and as such, disposal of 4(3) cases need to be started forthuith, In this context, please refer this office's letter no SPMUINRC/District CO Equip/68/2015/Part 6/351 dated 3rd Apri 2019 wherein an excel format was sent for maintaining details of members taken up for Review under Clause 4(3). As per instructions conveyed vide letter no SPMUINRC/District CO Equipl68/2015/Part 6/353 dated 9 April 2019, itis expected that CRCRs and DRCRs have started vetting already. Initially, such vetting will be carried out as First Round for the following cases ‘© cases identified before starting of hearings ‘= cases identified during the hearings up to 9" Apri, 2019 You are requested to ensure completion of your vetting and filing up ofthis excel with al details as follows for the First Round as follows 1. Compilation and Listing of all 4(3) cases identified before starting of hearings, Such listing has already been completed in webform shared earlier and available with the districts, 2. Compilation and Listing in Excels (as per format given in the 3% April 2019 letter mentioned above) by DOs of all 4(3) cases identified during the hearings up to 9" Apri, 2019. Such listing needs to be completed within 4 May, 2019. 3. Entering of Review cases identified by DOs will be done first at DO level in Online CORReS software application to be launched shortly. Completion within 10" May, 2019 4, Vetting by CRCRs and thereafter by ORCRs. Entries of these vetting results wil have to be made into the templates by hand by the CRCRs/ DRCRs and also in Excels. Completion within 10" May, 2019 5. Thereafter these cases will also be pushed electronically into ALX. Results of CRCR and ORCR vetting as maintained in Excels will have to be entered into ALX. The above timelines are forthe first round of cases of 4(3) which will consist of cases identified for 4(3) before hearing and those identified during the hearings held up to 9" Apri, 2019. 7. Astime is limite, itis required that the details are filed in the web form (for pre hearing 4(3) cases) and in excel format (for post hearing 4(3) cases) and kept absolutely ready for entering into Online CORReS. There wil not be any time left to look for Review Cases by searching folder after Online CORReS is launched. DRCRS to ensure readiness for publication of Additional Draft Exclusion List under Clause 6 without any deterrent or delay. Keep the vetting results ready for entering the same in ALX. For subsequent rounds cases identified for 4(3) during the hearings held from 25% April, 2019 onwards, separate timelines willbe issued.
