JEEPNEY MODERNIZATION PROGRAM AMONG SELECTED JEEPNEY

OPERATORS IN MALABON CITY: A BASIS FOR INFOGRAPHICS

Introduction

According to Escalona, (2017) Philippine jeepneys are also called as "King of the

Road". Jeepneys are the most popular means of public transportation in the Philippines.

Jeepneys are very important to all Filipinos because with the help of it, everyone can go

anywhere but because of the poor design and it causes air pollution,the administration

of President Rodrigo Duterte wants to take all jeepneys 15 years or older off the streets

and replace them with a more eco-agreeable, minivan-like form that is greater, more

secure and produces fewer emissions. Jeepney operators cannot do anything but to be

in favor in implementing the jeepney modernization program.

The Public Utility Jeepney (PUJ) Modernization Program is one of the issues in

the Philippines today. This program discusses modernizing the traditional jeepney

vehicles held by the Department of Transportation and Department of Trade and

Industry and furthermore the Land Transportation Franchising and Regulatory Board

(LTFRB) are seeking after the PUJ Modernization Program, to lessen the smoke

originating from the transportations. A few PUJ Drivers and Jeepney Operators are

challenging about this issue since it will be costly for them to modernize their vehicles.

Likewise, the people are affected because of the so called “Jeepney Strike” because the

local government announced a class suspension for the students and for some

government employees but not for the workers. According to Francisco K. also, Sy K.

(2017), the administration intends to replace all old PUJs age 15 years or more

established with environment-friendly jeepneys that have safety features. The objective

of the Public Utility Jeepney Modernization Program is to advance more secure and

greater condition cordial transport choices.


Even before its launch, the program was received negative feedbacks and

opposed by many transport groups. Still, despite the advantages of the modernized

vehicle has to offer, financing is additionally the problem. Almost all of the drivers and

small business operators who cannot afford to franchise this new vehicle that the

government is soon going to implement. In order to lessen the impact and assist small

operators who will be affected by the PUVMP, a unique credit program with Landbank

and Development Bank of the Philippines (DBP) is being proposed which will give

access to operators and drivers to satisfactory financing, as stated by DOTr Sec. Arthur

Tugade. The government said it will help operators and drivers of public utility jeepney

in purchasing modern units as it launched a program to modernize the country’s public

transport system. The achievement of the program will change road-based public land

transportation and will introduce an enhanced riding background for the benefit of our

present and future generations of Filipino passengers.

The objective of this study is to gather all of the perceptions of jeepney operators

here in Malabon City about implementing Public Utility Vehicle Modernization Program

(PUVMP).This research wants to inform people especially the operators about the

improvement of the new jeepney that will soon to be implement by the government and

it has different advantages in the society and environment through the infographics that

will serve as the output of the study.

This study aims to extrapolate the jeepney modernization program among

selected jeepney operators in Malabon City. As shown in the diagram, the selected

jeepney operators will be the main subject of the researchers. The profile of the

respondents will be the input in terms of (a) age; (b) educational attainment; and (c)

years of being a jeepney operator. Likewise, the perceptions of jeepney operators about

jeepney modernization program are also included.


The researchers will gather data through conducting an interview. Information and

critique regarding jeepney modernization program will be gather from the jeepney

operators within Malabon City in the process of face to face interview to collect data

about the perceptions of jeepney operators in implementing jeepney modernization

program. The data gathered from the respondents will undergo analysis followed by an

interpretation. The researchers will now proceed in formulating a conclusion.

As the result of this study, the researchers will make an infographics and

proposed as the final output to be given for the jeepney operators in order to give

information or some knowledge and also to enlighten them what is jeepney

modernization program all about.

Theoretical Framework

This study is anchored from the work of Leonido (2017) entitled: “Public Utility

Vehicle Modernization Program Cost-Effective and Eco-Friendly Solution for Future-

Proofing the Philippines Jeepney Transport System.” Leonido (2017) stated in his study

that Public Utility Vehicle Program is the answer for the improvement of the Philippines

because it is not only cost-effective ways but can also a good and comfortable

transportation for the commuters, it will also help the environment to become healthy

because it will decrease and produce fewer emissions. The study also discusses the

disadvantages of the old jeepneys.

Parallel to the study of Leonido (2017) the researchers came up with the idea of

focusing on the perceptions of jeepney operators located in Malabon City towards the

implementation of jeepney modernization program. In addition, the huge effect of the


implementation of jeepney modernization program in the success of our Philippine’s

transportation also discuss. This study expected to provide an infographics containing

the perceptions of jeepney operators in Malabon City.

Statement of the Problem

The study aims to determine the perceptions of jeepney operators in Malabon

City about jeepney modernization program.

It specifically sought to answer the following:

1. What is the demographic profile of the respondents in terms of:

1.1 age;

1.2 educational attainment; and

1.3 years of being a jeepney operator?

2. What are the advantages and disadvantages of jeepney modernization program for

the:

2.1 jeepney operators;

2.2 commuters; and

2.3 society/environment?

3. What are the possible effects of jeepney modernization program to jeepney

operators?

4. How may this study help be utilized in designing an infographics to improve the

knowledge about jeepney modernization program?


Assumption

This study assumed the following:

1. Implementation of jeepney modernization program affects the job of jeepney

operators.

2. Implementation of jeepney modernization program has a huge effect in the success

of Philippine’s transportation.

Significance of the Study

This study aims to give important details and information about jeepney

modernization program on selected jeepney operators in Malabon City. Furthermore, it

has been done with gathered through interviews among jeepney operators. Thus, this

study will be beneficial to the following:

Jeepney Operators – this study will serve as the enlightenment for the jeepney

operators about their knowledge on the positive result of the jeepney modernization

program.

Jeepney Drivers – this study can help the jeepney drivers to understand and also to

inform them the reason why the program needs to be implemented.

Commuters – this study will benefit the commuters in order for them to know why the

government had to implement jeepney modernization program.

Future and Other Researchers– this study will serve to the future researchers as their

basis. It also helps them with the information they needed and become as a background

for their research study.


Scope and Delimitation

This study entitled “Jeepney Modernization Program among Selected Jeepney

Operators in Malabon City: A Basis for Infographics” focused on the perceptions of

various transport groups or jeepney operators in Malabon City regarding the

implementation of jeepney modernization program by the government. It also covered

the effects of implementation of jeepney modernization program in the success of

Philippine’s transportation. To make this more factual and be able to achieve its

purpose, the researchers will conduct their personal appointment by having an interview

to the thirty (30) selected jeepney owners or operators in Malabon City. The period of

this study being conducted starts from July until October of the year 2018.

Definition of Terms

The following terms are defined conceptually and operationally to give light to this

study.

Department of Trade and Industry (DTI) – The DTI is responsible for realizing the

country's goal of globally competitive and innovative industry and services sector that

Department of Transportation (DOTr) - The Department of Transportation (DOTr) is

the primary policy, planning, programming, coordinating, implementing and

administrative entity of the executive branch of the government on the promotion,

development and regulation of a dependable and coordinated network of transportation

systems, as well as in the fast, safe, efficient and reliable transportation services.

Land Transportation Franchising and Regulatory Board (LTFRB) – is an agency of

the Republic of the Philippines under the Department of Transportation (DOTr). The

LTFRB is responsible for promulgating, administering, enforcing, and monitoring

compliance of policies, laws, and regulations of public land transportation services.
