Summary
Last November 22, 2019, we had our Community Immersion in one of
the barangay in San Fernando. It is a requirement in our subject in Theory
and Practice of Development Administration. Our group was assigned in
Barangay Bacsil, San Fernando City, La Union. We are five (5) in our group
namely – Henry Q. Canlas Jr., Liberty M. Famorca, Bernice Shalimar F. Borja,
Meryl M. Ubarre and yours truly, Iren F. Abenes.
We went to Barangay Bacsil around 8:30 AM. The car of Sir Henry
served as our service car in going to the barangay and in going back to San
Fernando plaza. On our way to Bacsil, though the plan was to go there earlier
to roam/stroll around the barangay, was full of fun. We took video & pictures
in the arc in “ WELCOME to BACSIL.” We stopped in the first store where
there were bikers taking a rest maybe in that place during that time. We took
pictures again in that area where the name of barangay officials was posted.
On our way to Bacsil Barangay Hall, I was mesmerized with the scenery.
Everything I saw was a beauty of nature with lots of trees along the road. I
observed that the barangay is clean also. The Barangay officials who
entertained us were very accommodating.
Based in the Barangay Governance and Performance Assessment
Instrument in the area of Financial Administration, the barangay had a very
satisfactory performance since the average rating fall almost on “compliant”,
5/7 indicators. Every records were organized except in one indicator where
collections in the barangay was done monthly but with the approval of COA
which is partially compliant. It has one “full compliant” on the part where the
financial records of the barangay are kept in the custody of the Barangay
Treasurer, and the City/Municipal Accountant. In the area of Disaster
Preparedness, the barangay had a very satisfactory performance since the
average rating of all the indicators under this area fall on “compliant”, there
were two “full compliance” in the indicator of organize barangay disaster risk
reduction and management council and there is an early warning system. In
the indicator if there is a plan on prepositioning of registration , relief
operations, medical and security services – the rating was partially compliant
because only the Barangay Hall serves as their DRRM Office. In the area of
Social Protection Indicators, the barangay had a very satisfactory

performance. All the indicators fall in the compliant. In the area of Peace and
Order Indicators, the barangay had an almost “Outstanding” performance.
There were 2 full compliant under “Logistical and financial support provided
to barangay tanod and Barangay peace and order council convened”
indicators and also two compliant under “Anti-criminality action plan adopted
& Activated & financial barangay anti-drug abuse council. In the area of
Business-friendliness and competitiveness Indicators, the barangay had
a “satisfactory performance.” The average rating fall in partially compliant
under these indicators - “ Established barangay economic and investment
promotion and Updated provincial investment and incentive code” and one
compliant in the “ presence of lively and robust business establishment in the
barangay. In the area of Environmental Management Indicators, the barangay
had a “very satisfactory performance” . There were 4/5 indicators fall in
compliance and 1/5 in partially compliant. The last in the area of
Environmental Management Indicators, the barangay had a “very satisfactory
performance.” The average rating fall in compliant which has 5/8 of the
indicators were compliant, 2/8 of the indicators fall in partially compliant and
1/8 of the indicators fall on non-compliance.
As an over-all performance of the barangay based on the Barangay
Governance and Performance Assessment Instrument in all the areas and on
the respective indicators in each areas , Barangay Bacsil performed very
satisfactory. There are lots of time for improvement with the areas where the
barangay had a low evaluation. Congratulations to Barangay Bacsil officials
and also to the residents of the barangay.
