वान परषद ''िच&कसा सं थान म* अ+यापक क ,यूनतम शैि/क

यो1यताएं िविनयमावली, 1998'' को पुन: संशोिधत करने के िलए क* 3 सरकार क पूव4 वीकृित से एतद्ारा िन5निलिखत िविनयम
बनाती है, नामत:-

1 (i) इन िविनयम को &कसा सं थान म* अ+यापक के िलए ,यूनतम शैि/क यो1यताएं

''िच (संशोधन) िनयमावली, 2018'' कहा

जाएगा।

(ii) ये सरकारी राजप7 म* उनके काशन क तारीख से वृत हगे।

2. िच&कसा सं थान म* अ+यापक क ,यूनतम शैि/क यो1यताएं िविनयमावली,
'' 1998'', म* अनुसूची- I म* >म सं?या 4 के

प@चात िन5निलिखत खंड जोड़ा जाएगा:-

''4क. एमडी/एमएस के साथ डीएनबी (सामाय िवशेषताएं) और डीएम/एम.सीएच के साथ डीएनबी (अित िवशेषताएं) क

यता का िनधा&रण।
(क) ऐसे अBय
थय, िज,हने &कसी ऐसे सं थान म* डीएनबी िश/ण ाFत &कया है, जो अब &कसी िवशेष िवषय म* भारतीय
आयु
वान परषद् ारा मा,यता ाFत नातकोतर िडHी पाI>म चलाता है, क डीएनबी शैि/क यो1यताJ को के वल उसी
िवषय म* भारतीय आयु
वान परषद् ारा मा,यता ाFत शैि/क यो1यताJ के समतुKय माना जाएगा।
(ख) ऐसे अBय
थय, िज,हने िविभ,न नातको तर/अितिवशेषता अ+यापन काय4>म म* शािमल, कम से कम 500 िब तर वाले ब#

िवशेषता अ+यापन अ पताल म* डीएनबी िश/ण ाFत &कया है, बशतM &क तीन डीएनबी पय4वे/क (अ+यापक) म* से एक
अपनी िपछली िनयुि म* भारतीय आयु
वान परषद् के िविनयम के अनुसार नातकोतर अ+यापक के Oप म* अह4ता ाFत

करता/करती है और बाक दो म* एक को अ+यापन िब तर क िन5निलिखत शतQ के साथ भारतीय आयु

वान परषद् क
िविनयम के अनुसार नातकोतर अ+यापक के Oप म* अह4ता ाFत करनी चािहए।
नातकोतर सामा,य िवशेषताएं : 30 िब तर ित इकाई 50% िब तर, अ+यापन
नातकोतर अित िवशेषताएं : 20 िब तर ित इकाई िब तर होने चािहए।
ऐसी &कसी शैि/क यो1यता को भारतीय आयु
वान परषद् ारा मा,यता ाFत शैि/क यो1यता माना जाएगा।
(ग) ऐसे अBयथS, िजनके पास रे जीड*ट/रिज Uार/दश4क/Vूटर के Oप म* िवषय म* तीन वष4 का अ+यापन अनुभव है या अ,य

थान/सं थान (100 या इससे अिधक िब तर वाले अ पताल) म* सामा,य िवशेषताJ और अित िवशेषताJ दोन म*
डीएनबी िश/ण के दौरान काय4 अनुभव ाFत &कया है, वे एमडी/एमएस/डीएम/एम.सीएच. के साथ समतुKयता के िलए
भारतीय आयु
वान परषद् ारा मा,यता ाFत/अनुमित ाFत &कसी सं थान म* एक वरZठ रेजीड*ट के Oप म* अितर\त एक
वष4 के िलए काय4 कर*गे।
(घ) ऐसे अBयथS, िजनके पास रे जीड*ट/रिज Uार/दश4क/Vूटर के Oप म* िवषय म* तीन वष4 का अ+यापन अनुभव है या उप-खंड (क)

से (ग) म* कवर न &कए गए &कसी सं थान म* सामा,य िवशेषता और अित िवशेषताJ दोन पाI>म म* डीएनबी िश/ण के
दौरान या डीएनबी शैि/क यो1यता ाFत करने के प@चात काय4 अनुभव ाFत &कया है, वे एमडी/एमएस/डीएम/एम.सीएच के
साथ समतुKयता के िलए भारतीय आयु
वान परषद् ारा मा,यता ाFत/अनुमित ाFत &कसी सं थान म* वरZठ

रेजीड*ट/अनुसंधान एसोिसएट (सीएसआईआर) के Oप म* दो अितर\त वष4 के िलए काय4 कर*गे।

3. ''िच&कसा सं थान म* िश/क के िलए ,यूनतम शैि/क यो1यताएं िविनयमावली, 1998'' म* अनुसूची-I म*, &दनांक 5/6/2017

अनुसार नातकोतर शैिक यो यता किनGठ रेजीड"ट के *प म" 3 वष और >कसी मा0यता ा=त/अनुमित ा=त
एमडी/एमएस/डीएनबी मेिडकल कालेज म" संबिं धत िवषय म" व:रGठ रेजीड"ट के *प म" एक वष।
अनुसूची- I के खंड 4क के अनुसार एमडी/एमएस के समतुIय माने गए
डीएनबी अJयथK के मामले म", रेजीड"ट/रिजLार/ दशक/Mूटर के *प
म" िवषय म" 3 वष के अयापन अनुभव या डीएनबी िशण के दौरान
ा=त >कए गए काय अनुभव के अलावा, >कसी मा0यता ा=त/अनुमित
ा=त मेिडकल कालेज म" संबंिधत िवषय म" व:रGठ रेजीड"ट के *प म" एक
वष।

वरZठ रेजीड*ट (सामा,य िवशेषताएं)

व:रGठ रेजीड"ट व:रGठ रेजीड"ट एक ऐसा PयिQ है, जो नातकोतर िडRी (एमडी/एमएस/डीएनबी) ा=त करने के पTचात संबंिधत
नातकोतर िवषय म" अपनी रेजीड"सी कर रहा/रही है, और 40 वष से कम आयु का/कV है।
II. अित िवशेषताएं (डीएम/एमसीएच/डीएनबी)
पद शैिक यो यता अयापन एवं अनुसंधान अनुभव
ोफे सर/अपर ोफे सर संबंिधत िवषय म" और इन िविनयम% के थम लेखक के *प म" या तदनु*पी लेखक के *प म" एसोिसएट ोफे सर
(नातकोतर के पात 5 वष अनुसार नातकोतर शैिक यो यता के कायकाल के दौरान 0यूनतम 2 अनुसंधान काशन% के साथ संचयी
का अित िवशेष9ता अनुभव) डीएम/एमसीएच/डीएनबी म" अित आधार पर अनु4िमत जनल म" 4 अनुसंधान काशन% के साथ भारतीय
िवशेष9ताएं नातकोतर शैिक यो यता। आयु8व9ान प:रषद् <ारा अनुमित ा=त/अनुमो>दत/मा0यता ा=त >कसी
मेिडकल कालेज/संथान म" 3 वष के िलए उस िवषय म" एसोिसएट

(नातकोतर के पात 2 वष अनुसार नातकोतर शैिक यो यता म" 2 अनुसंधान काशन% के साथ >कसी अनुमित अनुमो>दत/मा0यता
का अित िवशेष9ता अनुभव) डीएम/एमसीएच/डीएनबी म" अित ा=त >कसी मेिडकल कालेज/संथान म" 2 वष के िलए उस िवषय म"
िवशेष9ताएं नातकोतर शैिक यो यता। सहायक ोफसर के *प म"।
सहायक ोफे सर संबंिधत िवषय म" और इन िविनयम% के
अनुसार अनुसूची – I के खंड 4क के अनुसार
डीएम/एमसीएच के बराबर माने गये
डीएनबी या डीएम/एमसीएच म" अित

4. िनरसन और )यावृित
1. &दनांक 03.11.2010 और 11.06.2012 को अिधसूचना म* डीएनबी शैि/क यो1यताJ क समतुKयता से संबंिधत सभी उपबंध
िनर त हो गए हa।
2. उपयु4\त उपबंध के िनर त होते #ए भी, इन उपबंध के आधार पर क गई िनयुियां, इन िनयु\त bयिय (िभ,न-िभ,न
कालेज/सं थान म* थानातंरण/पुन
नयुिय सिहत) अिधव
षता तक वृत बनी रह*गी।

BOARD OF GOVERNORS IN SUPERSESSION OF MEDICAL COUNCIL OF INDIA

NOTIFICATION

New Delhi, the 31st October, 2018

No. MCI-12(2)/2018-Med.Misc./142810.—In exercise of powers conferred by Section 33 of the Indian

Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of the Central
Government hereby makes the following Regulations to further amend the “Minimum Qualifications for Teachers in
Medical Institutions Regulations 1998, namely:—

1. (i) These regulations may be called the “Minimum Qualifications for Teachers in Medical Institutions
(Amendment) Regulations, 2018”.

(ii) They shall come into force from the date of their publication in the Official Gazette.

2. In the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998”, in Schedule – I, the
following clause shall be added after Sl. No. 4 :-

“4A. Determination of equivalence of the qualification of DNB (Broad Specialities) with MD/MS &
DNB (Super-Specialities) with DM/M.Ch.

(a) Those candidates who have undergone DNB training in an institution which now runs MCI
recognized postgraduate degree courses in a given subject, their DNB qualifications shall be
considered at par with MCI recognized qualifications in that subject only.

(b) Those candidates who have undergone DNB training in a multi speciality teaching hospital with
atleast 500 beds, involved in various postgraduate/super-speciality teaching programmes provided
that the one out of three DNB supervisors (teachers) qualify as postgraduate teacher as per MCI
norms in his/her previous appointment; and one out of remaining two should qualify as postgraduate
teacher as per MCI regulations with the following bed requirement for teaching unit:

Postgraduate Broad Specialities 30 beds per unit 50% beds should be

Postgraduate Super Specialities 20 beds per unit teaching beds.

Such a qualification shall be considered at par with MCI recognized qualification.

(c ) Those candidates who have three years teaching experience in the subject as Resident/Registrar/
Demonstrator/ Tutor / or work experience gained during DNB training in both Broad Specialities and
Super-Specialities course in other locations/institutions (100 or more bedded hospitals) shall work for
one additional year as a senior resident in a MCI recognized/permitted institution for equivalence
with MD/MS/DM/M.Ch.

(d) Those candidates who have three years teaching experience in the subject as Resident/Registrar/
Demonstrator/ Tutor / or work experience gained during DNB training or after possessing DNB
qualification,in both Broad Specialities and Super-Specialities course from an institution not covered
in sub-clauses (a) to (c) shall work for two additional year as Sr. Resident/Research Associate (CSIR)
in a MCI recognised/permitted medical college/institution for equivalence with MD/MS/DM/M.Ch.

3. In the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998”, in Schedule 1,
clause 6 as amended vide notification dated 05.06.2017, shall be substituted with the following :-

“The teachers in a medical college or institution having a total of 8 years teaching experience out of which at
least 4 years teaching experience as Assistant Professor with two research publications in indexed journals
gained after obtaining postgraduate degree shall be recognized as post graduate teacher in broad specialties.

In case of super specialties only those teachers who possess 6 years teaching experience out of which at least 2
years teaching experience as Assistant Professor gained after obtaining the higher specialty degree shall be
recognized as post graduate teacher.”

I. Broad Specialities (MD/MS/DNB)

Posts Aca. Qual. Teaching & Research Exp.

Professor/Addl. A post graduate Associate Professor in the subject for 3 years in a

and as per these with minimum of 2 Research Publications during the tenure of

Associate Professor A post graduate As Assistant Professor in the subject for 4 years in a

Assistant Professor A post graduate
qualification MD/MS/DNB
in the concerned subject

3 years Junior Resident in a recognized/permitted medical college
in the concerned subject and one year as Senior Resident in the
concerned subject in a recognized/Permitted medical college.
In case of DNB candidate equated to MD/MS in terms of clause
4A of Schedule– I, in addition to 3 year teaching experience in
the subject as Resident /Registrar / Demonstrator/ Tutor / or work
experience gained during DNB training, one year as Senior
Resident in the concerned subject in a recognized/Permitted
medical college.

Senior Resident (Broad Specialties)

Senior Resident Senior Resident is one who is doing his/her residency in the concerned post graduate
subject after obtaining PG degree (MD/MS/DNB) and is below 40 years of age.

II. Super Speciality (DM/M.Ch./DNB)

Posts Aca. Qual. Teaching & Research Exp.

Professor/ Addl. A super speciality post
Professor (5 years of graduate qualification in
Post Super Speciality DM/M.Ch./DNB in the
experience) concerned subject and as per
these Regulations.
Associate Professor in the subject for 3 years in a permitted/
approved/recognized medical college/institution with 4

Professor/(2 years of graduate qualification in

these Regulations.
As Assistant Professor in the subject for 2 years in a permitted/
approved/recognized medical college/ institution with 2
Research Publications in Indexed Journals as Ist Author or as
corresponding author.

Asst. Professor A super speciality post

graduate qualification in
DM/M.Ch. or DNB equated
to DM/M.Ch. in terms of

Senior Resident Registered for M.Ch./DM in the concerned subject

4. Repeal and savings :-

1. All the provisions related to equivalence of DNB qualifications in the notification dated 03.11.2010
&11.06.2012 stand repealed.

2. Notwithstanding the repeal of the aforesaid provisions, an appointment made on the basis of such provisions,
shall continue to be in force until superannuation of such appointees (including transfer/reappointments in
different colleges/institutes)
