CONCEPT PAPER

Welcome to the School Heads Development Program (SHDP) -Foundation Course! The SHDP is a
systematic competency-based educational leadership and management development program that
aims to enable school heads to lead and manage K-12 schools in the 21st century.

Participants of the Foundation Course are new school heads, school heads that need training to be
promoted to principal, and other candidates who are being considered for the position who do not
have prior experience as school head. It is a three-module course that covers the principal’s role
in delivering the curriculum and core programs, managing school processes, strategic
human resource management and development, fiscal management, partnership, and
leadership.

The requirements for a Certificate of Completion include complete attendance in the course and
the implementation of an Application Project as proof of learning. The Project requires the
participant to identify a specific area of school operations that require improvement and
that will deliver the best impact on school measures in three (3) to six (6) months. In this
project, the principal is expected to apply learned competencies in improving the school. The
participant will be required to present significant milestones achieved at the end of each month.

An entry requirement to the Course is the submission of a duly accomplished Concept Note that
identifies three (3) specific areas of school operations that need significant improvement in the
school. The area for consideration include:
1. Curriculum, Core, and Support Programs
2. Instructional Leadership
3. School leadership: SBM, SIP, CI, Partnership
4. Strategic Human Resource Development
5. Fiscal Management

By the end of this three-module course, the participant will be asked to select one of these
three areas as a project.

To make a broad explanation, DepEd’s Mission represents the overall raison d’etre
of the department/institution. The mission statement comprises a core message:
DepEd’s original purpose, the values that stands for and the reason for its continued
existence. While DepEd’s Vision represents the desired future. It outlines general
principles and is aspirational in nature wherein stakeholders must articulate aims within
the broader context of mission and value as encompasses by its fundamental aims. It
serves as a framework or a blueprint to realize the future dreams of the institution. It
formulates, implements, and coordinates policies, plans, programs and projects in the
areas of formal and non-formal basic education.

Tabon Elementary School’s mission is anchored by the goal towards quality


education for the benefit: bright and better future our school children. The Department
of Education before ‘til nowadays is always thinking and crafting of educational
programs/innovative programs to uplift and or elevate the educational system in our
country to produce an effective and globally competitive individuals (learners) in the
future.

Problem 1 Out of 81 pupils of Tabon Elementary School, 40% is “frustration”


having difficulties in reading and Poor Reading Comprehension that
leads to Poor Academic Performance

The problem occurred during the conduct of the Pre-reading using the
PHIL-IRI passages by grade level.

The problem happened when the English Coordinator was


consolidating the result of the Pre- reading by grade level.

The affected grades by the problem were the grade 3, 4, 5 and 6


learners.
Problem 2 In my school, my second problem is the absenteeism of the learner.

The problem was not addressed earlier and occurred during the
conduct of the quarterly exams.

The problem happened when the teacher collects test papers of the
learner.

The affected grades were the grade 3, 4, 5 and 6 pupils.


Problem 3 Low results MPS in
all learning areas.

The problem occurred during the quarterly exam.

The problem happened when the teachers compute the MPS in every

learning area as per grade level. As MPS results, it does not meet the
planning standard w/c is 75%.

The affected grades were the grades 3, 4,5 and 6.

To determine how low was reading comprehension among 32 pupils


Problem 1 through rendering reading lessons and remediation by the S.Y. 2019-
Statement of 2020.
Project
Objective To lessen the absences (absenteeism) of the learner/s in our school
Problem 2 through school interactive programs, PTA meetings and home
visitations by the S.Y. 2019-2020.

To elevate the MPS result in all learning areas from 55% to 80% for

The beneficiaries in solving this problem are 32 pupils who cannot


read and have poor reading comprehension.

The exact benefit to them is that they will become an independent


reader that can comprehend and interact as well what they are

Solving this problem contribute to achieving DepEd’s vision and
mission thru devotion and commitment into our duties in teaching
faithfully the pupils not just to be a good reader but to be an efficient
individual..
Benefits of The beneficiaries upon solving the problem is our School and the
solving the learners upon achieving 95% of attendance within the school year
problem 2019-2020.

The exact benefit of this is to uplift learners’ interest to go to school

attention of the parents, and to have positive impact by the public
towards school’s performance.

Solving this problem contribute to achieving DepEd’s mission and


vision through reliable and better performance of the school.
